Call to Order: The meeting was called to order at 5:37PM

2. Approval of Agenda and Minutes —
a. Scott Kruize motioned to accept the agenda and minutes from July 6, 2021 meeting as
amended. Marie Parrish second the motion, all were in favor.

6. Reports (10 minutes)
a. KCLS:
Will continue programming online through end of 2021. Looking at 2022 to start brining
programing back into the buildings. Looking at expanding hours in 2022 through hiring
more staff to assist. Looking at a 6 day opening in Tukwila. New deputy Director Angie
Miraflor from KCLS hired from Brookland. She will oversee the assistant directors and
customer service side of KCLS. KCLS is also doing DEI work including work within the
communities around the libraries.
Board comments: parking is still a major issue
b. City of Tukwila:
After serving as the Acting Director during the summer, Tracy Gallaway was appointed
Director of Parks & Recreation by the Mayor and approved by Council in September.
Youth Afterschool is going with 50 kids. Unable to start before school due to lack of
staffing. Due to COVID concerns, the fall carnival event is cancelled. TCC will be
requiring vaccination status to enter the building to conform with the county mandate.
Staff are working on plans to monitor this. Fitness memberships will only need to show
once and then will have a check box on their check in so Staff know they do not need to
ask again.

a. Annual Report Discussion —John Dunn
John will follow up with Verna Seal regarding ideas for creating an annual report.
8. Next Meeting: January 4, 2022 at Tukwila Community Center with a virtual option (John Dunn
will send an email at the end of October and November to the board to see if there is a need to
meet in November & December.)

Equity Policy Overview
How e aot to the o cy
• Efforts began in 2017.
Momentum converged between DCD and PW seeking to do equity work in their respective
departments and the Equity and Social Justice Commission interest in developing a policy.
• Concurrently, the City has been a part of the Governing for Racial Equity & Inclusion since it was
formed in early 2016.
The City has been a member of Government Alliance on Race and Equity (GARE), a national
group of various governments focused on equity work, since 2018.
• Equity policy adopted by the City Council in December of 2017.

Equity Policy
Purpos
The purpose of this policy is to provide guidance to City elected officials, staff,
boards and commissions, partners, residents, businesses and guests on how the City of
Tukwila will actively promote equitable access to opportunities and services.
Deftlion of Equity
Eliminating systemic barriers and providing fair access to programs, services and
opportunities to achieve social, civic and economic justice within the City of Tukwila.
Goal One
Our City workforce reflects our community.
The City will identify strategies around recruitment and hiring, and personnel policies
that provide equitable opportunities for existing employees, and support City's long-term goal
that its workforce reflect the evolving make-up of the community.
Goal Two
Community outreach and engagement is relevant,
intentional, inclusive, consistent and ongoing.
The City often has important information to share with the community, and often seeks dialogue with
the community. The City will create a community outreach and engagement toolkit to enable
inclusive public engagement that all departments will use when seeking community participation.
Goal Three
All residents and visitors receive equitable delivery of City services.
The City will identify strategies that facilitate equitable access to current and future City
services and facilities, regardless of racelethnicity, language, ability, gender, age, family status,
geography, and mode of transportation.
Goal Four
City government is committed to equity in decision making.
The City will identify strategies to facilitate equitable access to decision-making, where the decisions
themselves -- and the process and context in which they are made -- are transparent.
Goal Fiv
Equity serves as a core value for all long-term plans moving forward.
The City will develop and implement an equity toolkit for City staff, consultants, contractors and
partners that will guide the equitable physical development of the city, and other activities. This goal
applies to plans such as but not limited to the Comprehensive Plan, transportation, infrastructure,
strategic plans, etc.
Goal Six
The City will build capacity around equity within City government
and the broader community.
The City will resource this policy through activities such as but not limited to regular
trainings and workshops, both internal and public, and establishing an Equity Policy
Implementation Committee.
