WELCOME TO THE TUKWILA CITY COUNCIL MEETING
The Tukwila City Council encourages community participation in the local government process and
welcomes attendance and public comment at its meetings.
MEETING SCHEDULE
Regular Meetings are held at 7:00 p.m. on the 1st and 3rd Mondays of each month. The City Council takes
formal action in the form of motions, resolutions and ordinances at Regular Meetings.
Committee of the Whole Meetings are held at 7:00 p.m. on the 2nd and 4th Mondays of each month. The
City Council considers current issues, discusses policy matters in detail, and coordinates the work of
the Council at Committee of the Whole meetings.
PUBLIC COMMENTS
Members of the public are given the opportunity to address the Council for up to 5 minutes on items both on
and not on the meeting agenda during Public Comments. The City Council will also accept comments on an
agenda item when the item is presented in the agenda, but speakers are limited to commenting once per
item each meeting.
When recognized by the Presiding Officer, please go to the podium if on-site or turn on your microphone if
attending virtually and state your name clearly for the record. The City Council appreciates hearing from you
but may not respond or answer questions during the meeting. Members of the City Council or City staff may
follow up with you following the meeting.
PUBLIC HEARINGS
Public Hearings are required by law before the Council can take action on matters affecting the public
interest such as land -use laws, annexations, rezone requests, public safety issues, etc. The City Council
Rules of Procedure provide the following guidelines for Public Hearings:
1. City staff will provide a report summarizing and providing context to the issue at hand.
2. The proponent shall speak first and is allowed 15 minutes to make a presentation.
3. The opponent is then allowed 15 minutes to make a presentation.
4. Each side is then allowed 5 minutes for rebuttal.
5. After the proponents and opponents have used their speaking time, the Council may ask further
clarifying questions of the speakers.
6. Members of the public who wish to address the Council on the hearing topic may speak for 5
minutes each.
7. Speakers are asked to sign in on forms provided by the City Clerk.
8. The Council may ask clarifying questions of speakers and the speakers may respond.
9. Speakers should address their comments to the City Council.
10. If a large number of people wish to speak to the issue, the Council may limit the total amount of
comment time dedicated to the Public Hearing.
11. Once the Presiding Officer closes the public hearing, no further comments will be accepted, and the
issue is open for Councilmember discussion.
12. Any hearing being held or ordered to be held by the City Council may be continued in the manner as
set forth by RCW 42.30.100.

SUBJECT: Boards and Commissions Appointment and Reappointments
ISSUE
There are several positions on the City's Boards and Commissions with terms that expire December
31, 2021. I am recommending the following appointment and reappointments as outlined below.
Applications are attached for your review.
Arts Commission
Position #7: Shawn Belyea has served in this position since November 18, 2019 and is interested
in continuing to serve in this capacity. I am recommending he be reappointed for an
additional term. His new term will expire December 31, 2025.
Community Oriented Policing Citizens Advisory Board (COPCAB)
Position #4: Katrina Dohn has served in this position since February 22, 2021 and is interested in
continuing to serve in this capacity. I am recommending she be reappointed for an
additional term. Her new term will expire December 31, 2025.
Position #7:
Roger Arnold has served in this position since January 2, 2018 and is interested in
continuing to serve in this capacity. I am recommending he be reappointed for an
additional term. His new term will expire December 31, 2025.
Equity and Social Justice Commission
Position #1: Councilmember Kathy Hougardy has served in this City Council position since April
7, 2014 and is interested in continuing to serve in this capacity. I am recommending
she be reappointed for an additional term. Her new term will expire December 31,
2023.
Position #3: Eileen English has served in this community position since March 2, 2020 and is
interested in continuing to serve in this capacity. I am recommending she be

Position #7: Roy Busch has previously served in this City Employee position. I am recommending
the appointment of Will Ragin to this position. Will is a member of the Technology
and Innovation Services team. His term will expire December 31, 2023.
Position #8: Aaron Draganov has served in this education position since October 18, 2010 and is
interested in continuing to serve in this capacity. I am recommending he be

Position #3: Eileen English has served in this resident position since June 17, 2019 and is

Serving on the Tukwila Arts Commission has been a very good experience and we have
developed and helped create some great projects in the city. I look forward to the upcoming
strategic planning process that will be initiated next year and I believe that I can contribute to
the success of that work. We are just now starting a new task of updating the cities Visual Art
archive and developing a system for those involved in city projects to access that archive and I
am one of two commisioners currently involved in that project. The last couple of years have
been a challenging time and while we found some visual art projects that could move forward
we have so many ideas to bring people together that have yet to come to fruition. I would like
the opportunity to work with the commission as we start to find ways to be more and more
involved in our community.

In this time of such turmoil and controversy regarding law enforcement, I am very thankful to be in

helped me help the community by working on the King County Stakeholders Committee where
worked with Metro Transit Planners to best service the Tukwila Community. Also, as a member
of COPCAB I helped with community engagement by helping conform the Community Police
Survey. I also gained other great experiences such as interviewing the Chief of Police
candidates, so because of these experiences I would like to be reappointed and considered for

Thank you for considering me for reappointment to the Equity and Social Justice
Commission.
The ESJC has had several equity trainings in the past few years, and one of my
outcomes has been to articulate why I am deeply committed to this work, as well as why
I wish to continue on the commission. My role has included listening, observing,
suggesting ideas and providing allyship for my fellow members. We have items that I
would like to continue to be involved in, including working on a way for us to honor Joan
Hernandez as the founder of the commission.
In addition, as the Council Representative, I monitor items coming before the council,
and notify the Commission of appropriate issues. Conversely, I report back to the
Council regarding discussion and actions taken by the Commission.

It is my pleasure to convey to Mayor Ekberg and City Council that I would be privileged and
thankful to continue serving on the Equity and Social Justice Commission for the next term.
As a lifetime resident of Tukwila, school district employee, and son of an immigrant, I feel like I
have a solid entry point as to what equity and social justice needs exist in Tukwila. First and
foremost is the need to address all barriers that prevent equitable community access to
resources and opportunities. As a returning member and co-chair to the Equity and Social
Justice Commission, it will be my priority during my term to identify what the barriers are and
facilitate productive dialogue centered around how we can overcome them for our community.
By highlighting what systems in Tukwila are working well and providing for equitable access,
we will be able feature positive aspects of Tukwila that make this community an exceptional
place to live, work, and play. The second need that is a priority is to ensure that all structures in
Tukwila are examined through an equity and social justice lens. As a commission member, I
consider it my priority to ask tough questions about the decisions made. I can ensure that this
is conducted in a professional and collaborative manner. One strategy is to invite city decision
makers into our monthly meeting space and providing an opportunity to listen to proposals.
During and after the presentaion, my fellow commission members and I will ask questions to
ensure that the proposal considers the impact on our entire Tukwila community.

Human Services is a vital part of providing for and protecting the citizens of our community. I
am grateful to have been a part of this commission and would love to be appointed to it again.
I believe through the diversity of our membership we represent a wide variety of our
community. I bring information to the group about our homeless residents and those who
access food through the Tukwila Pantry as well as an informal voice for the kids in our schools. I
also live on the west side of the city which is often underrepresented on boards and

During the pandemic library services became even more important as it helped senior
manage the sense of isolation and helped childre supplment their at-home learning.
Although the libraries were closed, it became necessary for library board to keep
residents aware of changes and help bridge the gap wherever we could, such as the
planned neighborhood lending library stands. Now as the libraries reopening, we have
the task ahead of getting patrons back into the libraries so they can enjoy the many
services they need.

I've been a resident of Tukwila for over 22 years now. I enjoy the community and want to help
contribute and give back after being a recipient of other people efforts to build a better Tukwila. As
a resident I have tried to participate in as many civic activities as time allowed. I raised 3 children
through the Tukwila school system, and they are young adults in the world now. This didn't afford
me a lot of spare time in the past, but now I have more time. I have appreciated how Tukwila has
invested in parks and recreational spaces, and see it as an important aspect to our community. It's
because of this personal interest in seeing this continue, that I'm volunteering to contribute my
time, ideas, insight, and energy.
I don't really have any special qualifications, other than being a very reasonably minded consensus
builder. In my personal and professional life I have to balance competing priorities and
stakeholders, and recognize the unique challenges with doing this in good faith. I've always been
a reader and researcher, trying to get as much information as possible on subjects of interest. I'm
not shy from diving into complex issues.

I enjoyed being on the Planning Commission for the City of Tacoma. It gave me the opportunity to
be involved in the growth and development of the City. As a professional planner I am greatly
interested in growth and development that is both equitable and compatible with critical areas or
other environmental features. I left the Tacoma Planning Commission and moved to the City of
Tukwila seven years ago.
I enjoy being a resident of this city and I think that the Puget Sound region is at a critical point
where we need to ensure that growth and development work for all Tukwila residents and

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TUKWILA, WASHINGTON, ESTABLISHING
THE TITLES, DUTIES, AND SCHEDULE OF THE
STANDING CITY COUNCIL COMMITTEES FOR
2022, AND REPEALING RESOLUTION NO. 2017.
WHEREAS, RCW 42.30.030 states that all meetings of the governing body of a public
agency shall be open and public; and
WHEREAS, all persons shall be permitted to attend any meeting of the governing
body of a public agency; and
WHEREAS, the City Council desires to evaluate the standing committee framework
each year in an effort to appropriately balance the current policy work of the City; and
WHEREAS, the City Council strives to operate at the highest level of functionality
and efficiency; and
WHEREAS, the City Council is in compliance with the Governor's Proclamation 20-
28 relating to the conduct of public meetings during the COVID-19 State of Emergency in
Washington State;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA,
WASHINGTON, HEREBY RESOLVES AS FOLLOWS:
Section 1. Pursuant to the Rules of Procedure of the Tukwila City Council, there are
four standing committees of the Council, consisting of three members each. The Council
President shall appoint the membership of each committee and the Committee Chair by
the second Regular Meeting of each year. All Council Committee meetings are open to
the public.

Section 2. The 2022 Council Committee meeting schedule is as follows:
1. Transportation and Infrastructure Services Committee meetings shall be
held on the first and third Monday of every month commencing at 5:30 p.m. This
Committee will provide policy recommendations on legislative matters relating to
transportation, traffic, streets, water, sewer, surface water, power, street lighting and
signals, solid waste and recycling, river basins and levees, aviation, telecommunications,
shops facilities, fleet, and other ad hoc matters as assigned. While the Governor's
Proclamation 20-28 is in effect, the meeting will be conducted electronically with
telephonic access published on each agenda. When in-person meetings resume, the
location will be in the Foster conference room, 6300 Southcenter Boulevard, Tukwila,
Washington.
2. Planning and Community Development Committee meetings shall be
held on the first and third Monday of every month commencing at 5:30 p.m. This
Committee will provide policy recommendations on legislative matters relating to housing
policies and programs, planning and land use, annexations, building and development
regulations, code enforcement, economic development, planning and tourism, workforce
development, environment and sustainability, and other ad hoc matters as assigned.
While the Governor's Proclamation 20-28 is in effect, the meeting will be conducted
electronically with telephonic access published on each agenda. When in-person
meetings resume, the location will be at Tukwila City Hall in the Hazelnut conference
room, 6200 Southcenter Boulevard, Tukwila, Washington.
3. Finance and Governance Committee meetings shall be held on the
second and fourth Monday of every month commencing at 5:30 p.m. This Committee will
provide policy recommendations on legislative matters relating to financial management
and fiscal operations of the City, administrative services, insurance, personnel,
compensation, technology systems, government performance, public records, and other
ad hoc matters as assigned. While the Governor's Proclamation 20-28 is in effect, the
meeting will be conducted electronically with telephonic access published on each
agenda. When in-person meetings resume, the location will be in the Foster conference
room, 6300 Southcenter Boulevard, Tukwila, Washington.
4. Community Services and Safety Committee meetings shall be held on the
second and fourth Monday of every month commencing at 5:30 p.m. This Committee will
provide policy recommendations on legislative matters relating to police, fire, emergency
services, municipal court, public safety facilities, animals, community engagement,
human services, parks, recreation, youth and senior services, golf course, community
center, library, public art, social equity and justice, and other ad hoc matters as assigned.
While the Governor's Proclamation 20-28 is in effect, the meeting will be conducted
electronically with telephonic access published on each agenda. When in-person
meetings resume, the location will be at Tukwila City Hall in the Hazelnut conference
room, 6200 Southcenter Boulevard, Tukwila, Washington.

Section 3. In the event a holiday falls on a Monday, there will be no Council
Committee meetings during that week. Time sensitive matters may be placed directly on
a Committee of the Whole agenda, or a Committee meeting may convene with approval
by all members.
Section 4. In the event there is a fifth Monday in a month, there will be no Council
Committee meetings during that week.
Section 5. Repealer. Resolution No. 2017 is hereby repealed.

�. Intergovernmental Update
• King County City Managers/Administrators Monthly Meeting: City Administrator Cline
participated in the King County City Managers/Administrators monthly meeting on December
1 which included an update from Association of Washington Cities, a panel discussion on
vaccination exemptions and accommodations, updates from Washington City/County
Management Association and Sound Cities Association (SCA) and election of a member to the
SCA Board.
• Seattle Southside Chamber of Commerce Holiday Lunch: Mayor Ekberg, Council President
Kruller, City Administrator David Cline and Economic Development Administrator Derek
Speck participated in the Seattle Southside Chamber of Commerce virtual Holiday Lunch on
December 2, 2021.
• South Sound Chambers of Commerce Legislative Coalition Meeting: Council President
Kruller and Economic Development staff participated in the South Sound Chambers of
Commerce Legislative Coalition meeting on December 9, 2021.
• Meeting re: Shore Stabilization Project: Community Development staff met with the
Department of Ecology, and Boeing to discuss a shoreline stabilization project at the
Thompson and Development Center Boeing sites in north Tukwila.
• Meeting with State Legislative Delegation: Mayor Ekberg, City Administrator Cline, Deputy
Administrator Bianchi and Lobbyist David Foster met with the State 11th District legislators
Senator Bob Hasegawa, Representative Steve Bergquist and Representative David Hackney
on December 13, 2021.
• Meeting with Transit Riders Union: Economic Development staff met with a representative
from the Transit Riders Union regarding their request for information and support related to
their project to bring a voters' initiative to Tukwila related to minimum wages.

II. Community Events
• 12 -Days of Goodness Event: On December 15, day six of the 12 -Days of Goodness was held at
the Tukwila Community Center. The event was sponsored by Humana, the Answers for Elders
Agency, and the Local Seahawker Booster Clubs. For 12 days Senior Centers around the area
held events to show appreciation and acknowledge local Seniors and Veterans, as well as
connect them with needed resources. Seahawk legends Edwin Bailey, Paul Johns, and Alonzo
Mitz were at the event as well as the Seahawks mascot Blitz and two of the Seahawk Dancers.
Lunch was provided by Tukwila's own Best Catering. There were approximately 100 people in
attendance.
• Green Tukwila Work Parties: Green Tukwila has been hosting work at multiple sites through
the end of the year. There is just so much great work happening in Tukwila around forest
health, education, restoration, and community building. This fall planting season has more
than tripled past years for a number of plants and work parties.
o Duwamish Hill Preserve had their last work party of 2021, community members, families
from Bridging Cultural Gaps, and Friends of the Hill were all onsite to wrap up tree
planting and poke in some Red Flowering Currant around the bat houses.
o Heidi Watters, Forest Steward, Cottonwood Corner hosted her annual pre -thanksgiving
work party and planted ferns and snowberry with the Homeschool Stewardship Squad.
o Nature Vision worked with Forterra and Foster High School, they brought a class out to
remove ivy and blackberry at Crystal Springs and learn about forest health and
ecosystems. Forterra also hosted a planting party with McKinstry Construction at
Crystal Springs, parks supported Green Tukwila by dropping off 240 plants.
o Partner in Employment worked for 3 days at Tukwila Park removing ivy and prepping
the site for planting.
o Park Steward, Debbie Gordon hosted the last work party at Riverton Park for 2021. Two
resident volunteers joined the team and between the three of them they planted 30
ferns, in two hours - this was the second planting at Riverton Park.
M. Staff Updates
Public Safety
• Pacific Highway Safety Plan: Commander Todd Rossi attended a Pacific Highway Safety
Plan meeting on December 1, 2021, with other Valley chiefs, to begin the implementation of
an operation to address public safety on the Pacific Highway Corridor.
• Shop With A Cop Event: On December 11, 2021, the Tukwila Police Department hosted the
annual Shop With a Cop event. This year it was modified and held at the Tukwila Justice
Center. Officers, including Apollo, met and had lunch with Tukwila children and their families,
and handed out gift cards.

• Booster Vaccination Event: Tukwila Fire Department Mobile Covid-19 Vaccination Team
conducted a Booster vaccination event at the Tukwila Food Pantry on December 17, 2021.
268 booster and 3 new vaccination shots were delivered that day.
Project Updates
• 42nd Ave S Bridge: Design for the 42nd Ave S Bridge Replacement continues and is on
schedule to have 30% plans and engineering estimate in early to mid -2022. The design plans
have been momentarily paused due to the over height bridge strike. A Notice to Proceed for
the repairs was given on December 21, 2021 and the contractor was on site that afternoon.
The contractor was again onsite Thursday morning to work before having to stop due to rain.
The contractor will continue to work as the weather allows. Once the repair is complete,
TranTech Engineering will perform a structural analysis to verify if the steel members are the
new limiting factor for the load restrictions.
