MINUTES
This meeting was conducted both on-site at Tukwila City Hall and also virtually based on the
Governor's Proclamation 20-28, adopted March 24, 2020

CALL TO ORDERIPLEDGE OF ALLEGIANCE
Council President Kruller called the Tukwila City Council meeting (on-site and virtual) to order at 7:00 p.m.
and led the audience in the Piedge of Allegiance.

LAND ACKNOWLEDGEMENT
Councilmember Hougardy stated "The City of Tukwila is located on the ancestral lands of the Coast
Salish people. We acknowledge their continuing connections to land, waters and culture. We pay our
respects to their elders past, present and emerging."
PUBLIC COMMENTS
Those wishing to provide public comment had the opportunity to sinupviaenna|by5:OO[zm. today to
read comments verbally both on-site at Tukwila City Hall or virtually.
1. Dave Puki relayed the Tukwila Metropolitan Pool made modifications to their operational plans,
received approval to reopen to the public in Phase 1, and have not had any cases of COVID-19
transmissions. He expressed excitement for the Tukwila Teen and Senior Center and would like to
see the pjectsitodnmarBerte||Drugn.TheTukwi|aConnmunityCenterisunderuti|izedbyoaniors
and hopefully this new center will be beneficial for all residents.
2. Joe Duffle thanked Councilmember Seal and Councilmember !clan for their service. He expressed
support for siting the Tukwila Teen and Senior Center near Bartell Drugs. Mr. Duffie urged the
Council to advocate for tiny homes rather than tent cities. He does not want Tukwila to become
Seattle. He asked the Council to follow-up on a possible area of concern near 130th and Interurban
Avenue.

SPECIAL ISSUES
a. Weekly COVID-19 Report.
David Cline, City Administrator, provided an update on the City's coronavirus response as foliows: To
date in 2021, $234,631.00 in rental and utility funds have been distributed to Tukwila residents which
translates to 207 households and 449 individuats. Additional information is available on ways to access
the COVD-19 vaccine including atthe Sullivan Center.
b. Consensus on Tukwila Teen & Senior Center Predesign Part 1: Process & Programming.
Nate Robinson, Teen Recreation Specialist, provided a report on the process and programming for the
Tukwila Teen and Senior Center Predesign, hihlighting the community outreach and design and
operational goals. The next steps will be continued engagement on siting options and funding
identification.
Rachel Bianchi, Deputy City Administrator, explained staff will be returning to the Council in the 1st quarter
of 2022 for input on siting and funding options. She reminded the Council a real project000 will not be
available until schematic design has been completed. Community engagement will continue to be a
critical part ofthis projectject even after the facility has been completed.
The Councilmembers asked clarifying questions and remarked on the hih leveof collaboration that has
occurred between the project team, community members, and the CIty.

c. A contract for audio recording for Police interview rooms in the amount of $99,997.33.
Todd Rosni, Police Commander, explained the current security (audio/video) monitoring and recording
system in the Justice Center does not meet the needs of the Police Department. The proposed contract
with Axon Enterprise Systems is for $99,997.33 over the next five years and ensures the Police
Department is up to date on best practices in the industry and in compliance with recently enacted
legislation that mandates that interrogation for any felony must be audio and video recorded.

d. Final acceptance of the 42nd Avenue South — Phase 3 Project.
Mike Ronda, Project Manager, stated the Notice to Proceed for the 42nd Avenue South Phase 3 project
was issued on July 24, 2017, to Active Construction, Inc., for roadway improvements, undergrounding of
all overhead power and communication utilities, and replacement of a failing culvert. While the project
was completed on February 13, 2020, closeout took longer than anticipated due toCOV|O-18and other
delays. The final cost of the pjeotino|udingn*bainmgeis$11.455.377.19.

e. Final acceptance ofthe 53rd Avenue South Project.
Mike Runda, Project Manager, stated the Notice to Proceed for the 53m Avenue South project was issued
on April 9, 2018, to SCI Infrastructre, LLC, for residential street and utility improvements. While the
project was completed on March 8, 2021, closeout took longer than anticipated due to COVID-19 and
other delays. The final cost ofthe project including nabainage is $6,749,538.13.

f. Acceptance of the National Criminal History Improvement Program (NCHIP) grant to add one
temporary FTE (full-time employee) in the Police Records Unit, in the amount of $146,279'00
(local match $14,627.90).
Rebecca Hixson, Police Support Operations Senior Manager, explained the Police Department has been
awarded the 2021 National Criminal History Improvement Program Grant which funds 90% of a
temporary Disposition Research Specialist position from January 1, 2022 — December 31, 2023. The
grant requires a 10% match that will be funded from existing 2021 budgeted funds from the Police
Department.

g. An ordinance amending Tukwila Municipal Code Section 2.05.010 to fix the amount of
compensation for Councilmembers for years 2022 and 2023.
Laurel Humphrey, Legislative Analyst, explained the draft ordinance retains the City Council
compensation at $1.250 per month for 2022 and 2033. Due to State law which prohibits any salary
increase or decrease after an election and during the term of office for officials who set their own salary,
staff will reevaluate the ordinance next year. The earliest an increase could take place would be 2024 for
positions 2, 4 and 6.

h. A resolution amending Resolution No. 2016 to update the King County Sewage Treatment
Rates for 2022 in the Public Works Fee Schedule.
8:44 p.m. Councilmember Wan recused himself from this discussion.
Hari Ponnekanti, Public Works Director, conveyed this resolution updates the Public Works Fee schedule
to include a 4% rate increase to King County sewer disposal fees in 2022. King County's sewer rates will
increase from $47.37 to $49.27 per residential customer in 2022. The City's sewer rate will remain $30.00
per residential connection and $55.36 for up to 750 cubic feet or fraction thereof for commercial/industrial
customers.

L A purchase and sale agreement to sell the George Long shops property (14000 Interurban
Avenue South) to King County for habitat and shoreline restoration and flood control for a
minimum price of $26.73 per square foot of land and upon terms reasonable to the Mayor and
City Attorney.
8:45 p.m. Councilmember Quinn & Councilmember !clan recused themselves from this discussion
and Ieft the Council Chambers.
Derek Spaok, Economic Development Administrator, relayed the City's fleet maintenance operations is
currently located at the George Long shops facility at 14000 Interurban Avenue South and is scheduled to
move to the Heiser property once improvements are completed in Fall 2022. The sale of the George Long
shops is part of the Public Safety Plan D-20 financing model that was adopted by the Council in 2018.
Given the location of the George Long shops property along the Duwamish River, staff is recommending
the site be sold to King County for habitat and shoreline restoration and flood control for a minimum price
of $26.73 per square foot of land.
The Councilmembers asked clarifying questions regarding the minimum price and the use of the property.

REPORTS

There was no report.
b. City Council
Councilmember Seal reported the Transportation & Infrastructure Services Committee discussed a
resolution updating the Public Works Fee Schedule, the project completions for 42nd Avenue South Phase
3 and 53rd Avenue South, and a grant application for the Nelsen Side Channel from which
Councilmember Quinn recused himself.
Councilmember Hougardy attended an Association of Washington Cities Board of Directors hybrid
meeting where they discussed the 2022 legislative agenda.
Councilmember Quinn attended a Washington State Criminal Justice Training Commission meeting,
where he was recently voted Vice -Chair.
Councilmember McLeod shared he recently participated in a pickieball class at the Tukwila Community
Center and toured the new Fire Station 52.
Councilmember Idan congratulated Councilmember Quinn for his recent appointment as Vice -Chair of the
Washington State Criminal Justice Training Commission.
Councilmember Delostrinos Johnson also commended Councilmember Quinn for his recent appointment
as Vice -Chair of the Washington State Criminal Justice Training Commission.
Council President Kruller relayed this is her last meeting as Council President for 2021.

MISCELLANEOUS
Councilmember Seal thanked Laurel Humphrey, Legislative Analyst, Rachel Bianchi, Deputy City
Administrator, and Fire Chief Jay VVittwer for taking her on a tour of the Justice Center.
Councilmember Hougardy thanked Council President Kruller for navigating this year's virtual Council
meetings.
