Remote Meeting December 6, 2021 - 7:00 P.M.
MINUTES
REGULAR MEETING
This meeting was conducted remotely, with the City Council, Mayor, and staff off-site and participating via a
remote electronic system.
All participants, including the Mayor, Councilmembers, City staff, and legal counsel were not at Tukwila
City Hall and participated via a remote electronic system.
The phone number for public participation that was provided via the agenda distribution process was:
1-253-292-9750, access code 670077847# as well as a link to join the Microsoft Teams Meeting.
Mayor Ekberg called the Regular Meeting of the Tukwila City Council to order at 7:00 p.m. and led the
audience in the Pledge of Allegiance.
Christy O'Flaherty, City Clerk, called the roll of the Council. Present at the remote meeting were
Councilmembers Verna Seal, Kathy Hougardy, Kate Kruller, Thomas McLeod, Zak Idan, Cynthia
Delostrinos Johnson.

PUBLIC COMMENTS
Those wishing to provide public comment had the opportunity to sign up via email by 5:00 p.m. today to
read comments verbally at the virtual meeting. Mayor Ekberg asked those who had signed up to proceed
with their public comments.
David Chivis thanked the Police Chief and Fire Chief for their great work.

UNFINISHED BUSINESS
a. Weekly COVID-19 report.
David Cline, City Administrator, said the COVID report has new information regarding the vaccine clinics
at the Sullivan Center in Tukwila, with a focus on making the services more available for walk-in
customers.
Based on a question from Councilmember Hougardy, Rachel Bianchi, Deputy City Administrator, said the
number of meals distributed to seniors is based on the "number of meals, not individuals," and information
will be forthcoming in the next COVID report regarding how often the meals are being provided.
b. A resolution adopting a Legislative Agenda for use during the 2022 Washington State
Legislative Session.

a. A resolution honoring former Mayor Jim Haggerton.

ITS ENTIRETY. MOTION CARRIED 6-0.
Kate Kruller, Council President, read the proposed resolution in its entirety.

HONORING THE LEGACY OF JIM HAGGERTON AND HIS CONTRIBUTIONS TO THE CITY

Councilmember Seal recounted that Mayor Haggerton took her under his wing on her first trip to
Washington D.0 as an elected official, and she extended support to his wife Carol and their amazing
family.
Councilmember Hougardy has had the privilege of working with Mayor Haggerton for many years. He
always demonstrated true professionalism and was well respected by elected officials throughout the
region. She extended condolences to his family.

Council President Kruller expressed that Mayor Haggerton's reach went well beyond the City, and he was
a phenomenal representative at the National League of Cities. She recollected that Mayor Haggerton
signed a ball at a lacrosse tournament at Fort Dent Park as "Mayor Jim." She will also think of him as
"Mayor Jim."
Councilmember Mcleod spoke to Mayor Haggerton's vision and the ability to implement that vision. It was
Mayor Haggerton who appointed Mr. McLeod to the Planning Commission which has affected his ongoing
service to the community. True visionaries like Mayor Haggerton create a positive ripple effect through
their decisions and effective implementation.
Councilmember Idan recollected many conversations with Mayor Haggerton where he offered his
knowledge and experience, and he extended condolences to his family members.
Councilmember Delostrinos Johnson had the privilege to begin her work as an elected official based on
the vision Mayor Haggerton had for Tukwila. She is grateful to have the opportunity to honor him and
extended condolences to his family.
Mayor Ekberg said it is a great honor to recognize Tukwila's 1 gth Mayor and credited Mayor Haggerton for
pulling Tukwila out of the recession. He expressed condolences to Carol Haggerton and the entire
Haggerton family.

b. An update regarding Human Services' pandemic response and resources.
Stacy Hansen, Human Services Program Coordinator, provided an overview regarding the pandemic
response by the Human Services Office to include information on rental and utility assistance, one-time
increases to the Tukwila Pantry, Multi -Service Center, REWA (Refugee Women's Alliance), Housing
Justice Project, Way Back Inn, Partners in Employment, Mary's Place and HealthPoint. Landlords have
been a critical partner in this work, with King County Eviction Prevention and Rental Assistance Program
being very active in Tukwila. Following is a service summary.

The Councilmembers commended Ms. Hansen and her team members for their ongoing exceptional work
and compassionate service to the Tukwila community and the entire region.
c. A resolution recognizing new statewide protections for residential tenants impacted by the
COVID-19 pandemic and replacing and repealing Resolution No. 1983.

BY THE COVID-19 PANDEMIC, AND REPEALING AND REPLACING RESOLUTION NO. 1983,
MOVED BY IDAN, SECONDED BY KRULLER THAT THE PROPOSED RESOLUTION BE ADOPTED
AS READ. MOTION CARRIED 6-0, TO ADOPT RESOLUTION NO. 2036"
d. Authorize the Mayor to sign an agreement with the Washington State Transportation
Improvement Board to accept a grant for sidewalk improvements along Macadam Road South, in
the amount of $320,000.00 (City match of $80,000.00).
MOVED BY IDAN, SECONDED BY KRULLER TO AUTHORIZE THE MAYOR TO SIGN AN
AGREEMENT WITH THE WASHINGTON STATE TRANSPORTATION IMPROVEMENT BOARD TO
ACCEPT A GRANT FOR SIDEWALK IMPROVEMENTS ALONG MACADAM ROAD SOUTH, IN THE
AMOUNT OF $320,000.00 (CITY MATCH OF $80,000.00). MOTION CARRIED 6-0.
REPORTS
a. Mayor
Mayor Ekberg reported that there will be a "gift wrapping event" at 10;00 a.m. on December 7, 2021 at the
Tukwila Community Center to support the Spirit of Giving effort on Saturday, December 14.
b. City Council
Councilmember Hougardy reported on the items discussed at the PCD (Planning and Community
Development) Committee meeting that included an update on the Wadajir Development Agreement,
which is a project aimed at providing affordable housing. This topic will come before the full Council in
2022. Ms. Hougardy said she has been reappointed to the AWC (Association of Washington Cities)
Education and Training Committee; she will continue on as an AWC Board member as well; and was also
appointed to the SCA PSRC (Sound Cities Association Puget Sound Regional Council) Economic District
Board as an alternate.
Council President Kruller attended the annual meeting for SCA and voted to support the new budget.
She congratulated Councilmember Quinn as a representative on the Board, and noted that selections
have occurred for Committees.
Councilmember McLeod attended the recent Growth Management Planning Council (GMPC) meeting
and was reappointed to the Council. He explained that he and a Sammamish Councilmember had voiced
concern regarding countywide planning policies as it relates to equitable efforts in building affordable
housing. He is pleased to report that the City of Sammamish is going to revisit its planning targets as it
relates to increasing affordable housing.
Councilmember Idan expressed appreciation to Councilmember Delostrinos Johnson for her great work
this year as Chair for the CSS (Community Services and Safety) Committee.
Councilmember Delostrinos Johnson reported on the items discussed at the CSS Committee this
evening. One of the items is a request for a camera system at the Justice Center that will come before
the full Council at the December 13 Council meeting. The other is an Interlocal Agreement for fire
investigation services that will come before the Council in 2022.
c. Staff
David Cline, City Administrator referenced the CA (City Administrator) Report and Monthly Construction
and Budget Report and offered to answer any questions.

Additionally, Mr. Cline reported that heparticipated inthe Tukwila Police Department Town Hall meeting.
These meetings will continue to be ongoing as part of the engagement plan the Police Department has
put in place to interact with community members.
Councilmember Idan referenced issues associated with soccer fields being inaccessible to youth groups
in the community and discussions that have occurred on this topic at the Finance and Governance
Committee. He also referenced nsmant input from the Somali Health Board regarding the difficulties and
costs associated with reserving soccer fields. Hewould like bzsee a field developed atthe Tukwila
Community Center that is made from Astro turf and is seeking Council consensus to move forward to
ensure greater accessibility ofsoccer fields for youth. Heinquired ifARPA(American Rescue Plan Act)
funds could beused for this purpose. Kari Sand, City Attorney, researched this issue and explained that
itdid not meet the threshold needed for use ofARPAfunds.
The Counui|rnernberoexchanged comments onthis issue and determined this topic could bediscussed
aspart ofthe Budget/Capital Improvement Plan (C|P)process in2O22.

Mayor Ekberg announced the Council will now go into an Executive Session to discuss:

The total amount of time will be no more than 60 minutes, and no decisions will be made during the
Executive Session. No action will be required in the Open Meeting after the Executive Session has
concluded.

Session will not be extended beyond the announced time, and they will not be returning to open session
toadjourn orfor any other reason.
