MINUTES SPECIAL MEETING This meeting was conducted both on-site at Tukwila City Hall and also virtually based on the Governor's Proclamation 20-28, adopted March 24, 2020. The phone number for public participation that was provided via the agenda distribution process was: 1-253-292-9750, access code 670077847# as well as a link to join the Microsoft Teams Meeting. CALL TO ORDER Mayor Ekberg called the Special Meeting of the Tukwila City Council (on-site and virtual) to order at 9:08 p.m. directly following the Committee of the Whole meeting. ROLL CALL Andy Youn, Deputy City Clerk, called the roll of the Council. Present at the meeting were Councilmembers Verna Seal, Kathy Hougardy, De'Sean Quinn, Kate Kruller, Thomas McLeod, Zak Idan, Cynthia Delostrinos Johnson. MOTION CARRIED 7-0. NEW BUSINESS (Per Agenda Amendment on Page 1) a. Resolutions of service appreciation. (1) A resolution expressing sincere gratitude to Zak Idan for his service as a Councilmember. Mayor Ekberg explained there was a slight modification to the resolution in the packet and a newer version was distributed to the Council in advance of the meeting. MOVED BY HOUGARDY, SECONDED BY SEAL THAT THE PROPOSED RESOLUTION BE READ IN ITS ENTIRETY. MOTION CARRIED 7-0. Councilmember Delostrinos Johnson read the proposed resolution in its entirety. MOVED BY HOUGARDY, SECONDED BY SEAL TO ADOPT THE RESOLUTION AS READ.* The Councilmembers reflected on their experiences working with Councilmember Idan over the past four years and expressed their thanks for his service, passion, and insights. Councilmember Idan shared it has been a privilege to serve as a Councilmember and thanked residents, the Council, and City staff members. He is looking forward to spending time with his family. Councilmember McLeod presented a token of appreciation from the Council to Councilmember Idan. Mayor Ekberg presented Councilmember Idan with a token of appreciation from the Mayor's Office. *MOTION CARRIED 7-0, TO ADOPT RESOLUTION NUMBER 2037. (2) A resolution expressing sincere gratitude to Verna Seal for her service as a Councilmember. MOVED BY QUINN, SECONDED BY IDAN THAT THE PROPOSED RESOLUTION BE READ IN ITS ENTIRETY. MOTION CARRIED 7-0. Tukwila City Council Special Meeting Minutes December 13, 2021 Councilmember Quinn read the proposed resolution in its entirety. Page 3 of 5 The Councilmembers thanked Councilmember Seal for her service and reflected on her four terms as an Elected Official over the past 16 years and highlighted her passion for civil service and love for the Tukwila community. Councilmember Seal emphasized that she takes pride in the fact that the Tukwila City Council can get the job done despite differences in opinion. She thanked her family, City staff, and former Councilmembers Joan Hernandez and Dennis Robertson. Councilmember Hougardy presented a token of appreciation from the Council to Councilmember Seal. Katrina Dohn, Tukwila Resident, thanked Councilmember Seal for changing the Tukwila community for the better and for being an example of service and leadership. Mayor Ekberg presented Councilmember Seal with a token of appreciation from the Mayor's Office. MOVED BY KRULLER, SECONDED BY QUINN TO ADOPT THE RESOLUTION AS READ. MOTION CARRIED 7-0, TO ADOPT RESOLUTION NUMBER 2038. Council President Kruller presented Councilmember Seal and Councilmember Idan with plaques containing the key to the City in recognition of their service on the Tukwila City Council. b. An ordinance amending Tukwila Municipal Code Section 2.05.010 to fix the amount of compensation for Councilmembers for years 2022 and 2023; repealing Ordinance No. 2564. (Removed from Consent Agenda for discussion under New Business) MOVED BY SEAL, SECONDED BY KRULLER THAT THE PROPOSED ORDINANCE BE READ BY TITLE ONLY. MOTION CARRIED 7-0. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, AMENDING TUKWILA MUNICIPAL CODE SECTION 2.05.010 TO FIX THE AMOUNT OF COMPENSATION FOR COUNCILMEMBERS FOR YEARS 2022 AND 2023; REPEALING ORDINANCE NO. 2564; PROVIDING FOR SEVERABILITY; AND ESTABLISHING AN EFFECTIVE DATE. MOVED BY SEAL, SECONDED BY KRULLER TO ADOPT THE ORDINANCE AS READ. MOTION CARRIED 7-0, TO ADOPT ORDINANCE NUMBER 2668. c. UNFINISHED BUSINESS <Per Agenda Amendment on Page 1> Authorize the Mayor to enter into a purchase and sale agreement to sell the George Long Shops property generally located at 14000 Interurban Avenue South to King County for habitat and shoreline restoration and flood control for a minimum price of $26.73 per square foot of land and upon terms reasonable to the Mayor and City Attorney. 10:09 P.M. MOTION CARRIED 5-0 WITH QUINN AND IDAN RECUSED. 10:11 P.M. Councilmembers Quinn and Idan returned to the Council Chambers. EXECUTIVE SESSION — Collective Bargaining — Pursuant to RCW 42.30.140(4)(b) (15 minutes) Mayor Ekberg announced the Council will now go into an Executive Session to discuss: Collective Bargaining — Pursuant to RCW 42.30.140(4)(b) The total amount of time will be no more than 15 minutes, and no decisions will be made during the Executive Session. No action will be required in the Open Meeting after the Executive Session has concluded. He declared the meeting adjourned as of the conclusion of the Executive Session. The Executive Session will not be extended beyond the announced time, and they will not be returning to open session to adjourn or for any other reason. 10:11 P.M. Mayor Ekberg called for a brief recess to allow the Councilmembers to convene a separate remote meeting.
