Parkway Supercenter Master Sign Program Tenant Agreement Modification 2: Width of Monument Sign Exhibit C shows the proposed freestanding sign on the premises. The modification req(iested for the proposed freestanding sign is to allow a sign wider that the 15 foot limit required for all monument signs, proposed to be 16'. Per 19.32.060(A)(1), the monument sign area can be increased up to 25 percent and nq increase in height is permitted. The applicant has proposed to meet the height and area requirements and s proposing deviations from the maximum width requirements. The proposed deviations meet the intent of the existing Sign Code and since a 25 percent increase in area is allowed but no change in height, the only way to get the sign area increase is by allowing a wider sign. The sign will have materials consistent with the design of the grand monument signs c(trently located on the premises. Modification 3: Wall mounted signs The applicant has requested that current and future tenants be allowed a size deviations For premises up to 85 acres in size, the flush -mounted building sign can be increased to six percent of the,exposed building face, up to a maximum of 250 square feet (TMC 19.32.060 (a)). Exhibits D and E z.ho* the fascia dimensions for each tenant and the maximum allowable sign area under this de% iation The total number of signs is one per public entrance, with incentive wall signs on wars that do not contain public entrances, provided they meet architectural criteria listed under TMC I 20.050.F.4 Master Sign Permit Criteria The criteria for reviewing a Master Sign Permit Application is found in TMC 19.32.040. Staff response is below. 1. The Master Sign Program meets the intent of the Sign Code as well or better than the signage allowed under the standard code provisions. With very few exceptions, the applicant is complying with the standard code provisions of the sign code. The applicant is only requesting three modifications under the Master Sign Program, specifically to consider two existing freestanding signs as two grand monument signs, to increase the width of one proposed monument sign, and to increase the size of tenants' wall mounted signage. The proposed monument sign is less than eight feet in height and the area of each monument sign is below what is permitted by code. The request is for two grand monument signs that are 25 feet in height, while they could be 44 feet under the Master Sign Program. Page 7 of 10 'Worksheet for Building-TVIounted Signs in Commercial/Industrial Zones The City's sign code permits a variety of building mounted signs, including wall signs, signs on awnings, canopy signs and projecting signs. This sign permit application can be used to determine the total number of building mounted signs permitted for your business. The application also provides the specific code standards for the common types of building mounted signs; see TMC 19 Sign Code for details. Please note that you may not qualify for all signage types outlined in this application. Nall Sign Each public entrance is eligible for either a flush mounted wall sign or an awning face sign. Requirements For Dynamic Signs In Residential Zones 1 One monument sign per premise, as permitted under Section 19.20.030.B, may contain a dynamic feature. The following design standards apply to all dynamic signs installed under this section: a. The image of the sign may not change more frequently than once every ten seconds. b. The image must appear and disappear as one image. The image may not appear to flash, undulate, pulse or portray explosions, fireworks, flashes of light, or blinking or chasing lights, or appear to move toward or away from the viewer, to expand, contract, bounce, rotate, spin, twist, scroll, travel or otherwise portray movement. c. Illumination of the dynamic sign is limited to the hours of 7AM to 10PM. d. Alt signs shall have installed ambient light monitors, and shall at all times allow such monitors to automatically adjust the brightness level of the electronic sign based on ambient light conditions. Maximum brightness levels for electronic signs hall not exceed 3 -foot candle above ambient light conditions, measured 100 feet from the face. 2. Notice of Understanding.
