I. No ground disturbance or expansion of the existing compound is proposed. Location: Tax Lot NO: 2223049102. This tower is located at 15820 Tukwila International Boulevard Tukwila, WA 98188. DECISION SEPA Determination: The City SEPA Responsible Official has previously determined that this application does not require a SEPA threshold determination because it is categorically exempt. Decision on Substantive Permit: The City Community Development Department has determined that the application for a Type 1 Wireless Communications Facility does comply with applicable City and state code requirements and has approved that application without conditions. YOUR APPEAL RIGHTS The Decision on this Permit Application is a Type 1 decision pursuant to Tukwila Municipal Code § 18.104.010. Other land use applications related to this project may still be pending. No administrative appeal of a DNS or an EIS is permitted. One administrative appeal to the City Hearing Examiner of the Decision on the Permit itself is permitted. If an MDNS was issued, any person wishing to challenge either the conditions which were imposed by the MDNS decision or the failure of the Department to impose additional conditions in the MDNS must raise such issues as part of the appeal to the Hearing Examiner. A party who is not satisfied with the outcome of the Hearing Examiner appeal process may file an appeal in King County Superior Court from the Hearing Examiner's decision. IV. PROCEDURES AND TIME FOR APPEALING In order to appeal the Community Development Director decision on the Permit Application, a written notice of appeal must be filed with the Department of Community Development within 14 days of the issuance of this decision, that is by April 29, 2014. The requirements for such appeals are set forth in Tukwila Municipal Code ch. 18.116. All appeal materials shall be submitted to the Department of Community Development. Appeal materials MUST include: 1. The name of the appealing party. 2. The address and phone number of the appealing party; and if the appealing party is a corporation, association or other group, the address and phone number of a contact person authorized to receive notices on the appealing party's behalf. 3. A statement identifying the decision being appealed and the alleged errors in the decision, including any specific challenge to an MDNS. 4. The Notice of Appeal shall identify (a) the specific errors of fact or errors in application of the law in the decision being appealed; (b) the harm suffered or anticipated by the appellant, and (c) the relief sought. The scope of an appeal shall be limited to matters or issues raised in the Notice of Appeal. 5. Appeal fee of $541 plus retainer. V. APPEAL HEARINGS PROCESS Any administrative appeal regarding the Permit shall be conducted as a closed record hearing before the Hearing Examiner based on the information presented to the Community Development Director, who made the original decision. No new evidence or testimony will be permitted during the appeal hearing. Parties will be allowed to present oral argument based on the information presented to the Community Development Director before their decision was issued. The Hearing Examiner's decision on the appeal is the City's final decision. MB Page 2 of 3 04/15/2014 Any party wishing to challenge the Hearing Examiner's decision on this application must file an appeal pursuant to the procedures and time limitations set forth in RCW ch. 36.70C. An appeal challenging a DNS, an MDNS or an EIS may be included in such an appeal. If no appeal of the Hearing Examiner's decision is properly filed in Superior Court within such time limit, the Decision on this permit will be final. The City's decision to issue a DNS, an MDNS or an EIS is final for this permit and any other pending permit applications for the development of the subject property. VI. INSPECTION OF INFORMATION ON THE APPLICATION Project materials including the application, any staff reports, and other studies related to the permits are available for inspection at the Tukwila Department of Community Development, 6300 Southcenter Blvd., Suite 100, Tukwila, Washington 98188 from Monday through Friday between 8:30 a.m. and 5:00 p.m. The project planner is Max Baker, who may be contacted at 206-431-3662 or via email at max.baker@tukwilawa.gov for further information. The project includes: • Install 2.5 equipment in existing cabinet • Add (3) antenna (1 per sector) • Install (3) RRH units (1 per sector) • Install (6) Junction Cylinders • Install (3) Filters The existing cellular tower is 95.5 feet high with the Sprint antennas to be mounted at 58 feet adjacent to existing Sprint antennas. Existing Development There is an existing approximately 100 -foot tall monopole and a chain link enclosure on the site. This pole is situated on the northeast corner of an approximately 540,427 square foot lot, which is zoned Regional Commercial (RC) and used predominantly as a rental car lot and office. The existing building is used for automotive repair business. Surrounding Land Uses The property and the surrounding parcels to the north are zoned RC. Immediately north is HWY 518. To the immediate east parcels are zoned RC, HDR and LDR. To the south and west, properties are located within the city of SeaTac and are zoned Community Business (CB), Aviation Commercial (AVC) and Urban High Density Residential (UH). BACKGROUND In 2006, the City adopted a Wireless Facilities Chapter (TMC 18.71) to the Zoning Code. The chapter provides specific location and design requirements for the placement of WCF within the City of Tukwila. The WCF being modified was previously approved for the co -location of AT&T antennas on the tower by the City in 2004 (L04-040) through a conditional use permit. Location Selection Tukwila Municipal Code (TMC) provides a hierarchy of appropriate locations within the City. Generally, co -locations and utilizing existing structures are favored over the development of new standalone WCF within the City. Design Standards The City provides specific design standards for the placement of WCF within the City of Tukwila. The table below indicates if the applicant's proposal complies with required standards. The proposed modifications to the existing antenna will not significantly alter the conditions that currently exist and will not be materially detrimental to the public welfare or injurious to property or improvements in the vicinity. The proposed modifications will not alter the surrounding land uses in terms of traffic and pedestrian circulation, building or site design. 4. The proposed project is in keeping with the goals and policies of the Comprehensive Land Use Policy Plan. RECOMMENDATIONS The recommendation to the Director of Community Development is to approve this application for a Type I Wireless Telecommunication Facility permit as applied for by Crown Castle for Sprint without conditions. INFORMATIONAL ITEMS A City of Tukwila electrical permit is required for service alteration. Please note that the installation of an emergency power disconnect switch is required for fire department use. It has 12 sides and is evenly tapered from 37.001" (flat -flat) at the base to 12" (flat -flat) at the top. The structure is galvanized and has no tower lighting. This tower is a 95.5 ft Monopole tower designed by FWT INC. in April of 1998. The tower was originally designed for a wind speed of 85 mph per TIA/EIA-222-E. 2) ANALYSIS CRITERIA The structural analysis was performed for this tower in accordance with the requirements of TIA-222-G Structural Standards for Steel Antenna Towers and Antenna Supporting Structures using a 3 -second gust wind speed of 85 mph with no ice and 60 mph under service loads, exposure category C with topographic category 1 and crest height of 0 feet. Seismic loads were considered utilizing the TIA-222-G standard in accordance with the 2012 IBC. It was concluded that the seismic Toads do not control the maximum loading on the structure. The wind effects control the tower loading. Selected output from the analysis is included in Appendix A. 3.2) Assumptions 1) Tower and structures were built in accordance with the manufacturer's specifications. 2) The tower and structures have been maintained in accordance with the manufacturer's specification. 3) The configuration of antennas, transmission cables, mounts and other appurtenances are as specified in Tables 1 and 2 and the referenced drawings. 4) When applicable, transmission cables are considered as structural components for calculating wind loads as allowed by TIA-222-G. 5) Mount sizes, weights, and manufacturers are best estimates based on site photos provided and were determined without the benefit of a site visit by GPD. 6) All member connections and foundation steel reinforcing are assumed designed to meet or exceed the load carrying capacity of the connected member and surrounding soils respectively unless otherwise specified in this report. 7) All equipment model numbers, quantities, and centerline elevations are as provided in the CCI CAD package dated 12/16/2013 with any adjustments as noted below. If the existing conditions are not as represented on the tower elevation contained in this report, we should be contacted immediately to evaluate the significance of the discrepancy. This is not a condition assessment of the tower or foundation. This report does not replace a full tower inspection. The tower and foundations are assumed to have been properly fabricated, erected, maintained, in good condition, twist free, and plumb. The engineering services rendered by GPD GROUP in connection with this Structural Analysis are limited to a computer analysis of the tower structure and theoretical capacity of its main structural members. All tower components have been assumed to only resist dead Toads when no other loads are applied. No allowance was made for any damaged, bent, missing, loose, or rusted members (above and below ground). No allowance was made for loose bolts or cracked welds. GPD GROUP does not analyze the fabrication of the structure (including welding). It is not possible to have all the very detailed information needed to perform a thorough analysis of every structural sub -component and connection of an existing tower. GPD GROUP provides a limited scope of service in that we cannot verify the adequacy of every weld, plate connection detail, etc. The purpose of this report is to assess the feasibility of adding appurtenances usually accompanied by transmission lines to the structure. It is the owner's responsibility to determine the amount of ice accumulation in excess of the code specified amount, if any, that should be considered in the structural analysis. The attached sketches are a schematic representation of the analyzed tower. If any material is fabricated from these sketches, the contractor shall be responsible for field verifying the existing conditions, proper fit, and clearance in the field. Any mentions of structural modifications are reasonable estimates and should not be used as a precise construction document. Precise modification drawings are obtainable from GPD GROUP, but are beyond the scope of this report. Miscellaneous items such as antenna mounts, etc., have not been designed or detailed as a part of our work. We recommend that material of adequate size and strength be purchased from a reputable tower manufacturer. GPD GROUP makes no warranties, expressed and/or implied, in connection with this report and disclaims any liability arising from material, fabrication, and erection of this tower. GPD GROUP will not be responsible whatsoever for, or on account of, consequential or incidental damages sustained by any person, firm, or organization as a result of any data or conclusions contained in this report.
