Dear Mr. Beyler:
The Short Subdivision Committee has completed review of your short plat application (No.
L14-0041), and determined that it complies with all applicable City code requirements. The
City SEPA Responsible Official has previously determined that this application does not
require a SEPA threshold determination because it is categorically exempt.
This letter serves as the Notice of Decision per TMC 18.104.170. Based on the latest project
submittal, preliminary approval is granted subject to the conditions stated below. The
conditions imposed are to ensure the short plat is consistent with the Criteria for Preliminary
Approval listed at TMC 17.12.020 C in the Tukwila Subdivision Code.
Preliminary Approval Conditions
1. A demolition permit was issued in 2010 for the existing house (address 12056 44th
Ave S). However that permit was expired and no inspections were requested. A new
demolition permit is required. Please contact the Building Department at 206-431-
3670 to obtain the application and information needed to complete the
documentation for the expired demolition permit. It appears that the property was
on septic so documentation is required to ensure it was decommissioned
appropriately and all utilities were capped.
2. Owner/Applicant shall complete a Traffic Concurrency Certificate Application and pay
a Transportation Concurrency Test Fee in the amount $300 as part of this Short Plat -
L14-0041. (See enclosed.)
3. Revise the Short Plat Survey Map as follows:
i) Revise Short Plat Map sheet 1 of 2. (a) Add Parcel number 334740-1130 to plan
sheet. (b) Add L14-0041 to Short Plat Number. (c) New legal descriptions for Lots 1, 2,

recorded prior to recording of the Final Short Plat Map, and the recording number be
shown on the short plat map. (See sample enclosed).
6. Civil plan sheets for future Public Works permit shall include (but not limited to)
erosion & sedimentation control, standard notes, and standard details. See
Infrastructure Design and Construction Standards on City Web -Site. See Bulletin B1 -
Plan Submittal Guidelines - enclosed.
7. Ensure water meters and lines to all lots can support residential fire sprinkler flow
requirements.
Informational Items that will apply to future construction permits:
1. Transportation Impact Fee applies to the future Building Permit(s). See Pavement
Mitigation and Transportation Impact Fees Bulletin no. A3 - enclosed.
2. Allentown Phase I (Ordinance no. 1777) Water and Sanitary Sewer assessment fees
apply to the future Building permits. Water assessment fee per new Building is
$5,555.20 and Sanitary Sewer assessment fee per new Building is $10,189.20. Cascade
Water Alliance and new water meter fees also apply to the future Building permits per
Public Works Bulletin A2.
3. Turnover of Sanitary Sewer Manhole and new water meter box with service lines
within 44th Ave. South is required prior to Public Works Final of future Public Works
permit.
4. Lots are within Allentown Flood - Prone Area and require a Flood Prone certificate
letter from Public Works.
NEXT STEPS:
1. Construction permits: Install all required site improvements, including those
proposed in the application and those identified above as conditions of approval.
You will need to obtain all required permits prior to beginning any construction. For
City of Tukwila utilities, contact Tukwila Public Works at (206) 433-0179 for a Public
Works (PW) Type 'C' permit. A Street Use will be part of this permit and bonding,
insurance, and a Hold Harmless Agreement for work within the Public Right -of -Way
is required. For utilities provided by other entities, contact the individual providers.
2. Final Approval: Submit documents for final approval. After installing the required site
improvements and complying with the conditions of approval submit the necessary
short plat documents (survey, legal descriptions, and other required paper work)
for city signatures. All taxes and fees assessed against the property must be current
prior to final approval. Please check with the King County Assessor's Office and the
City of Tukwila Finance Department prior to submitting final documents. After the
documents have been found to be in order, and the all of the requirements of the short

plat have been met, the Chair of the Short Subdivision Committee signs your short plat
which constitutes a grant of final approval.
3. Recording: The signature of the Chairman of the Short Subdivision Committee
certifies that your short plat application is ready for recording. It is your responsibility
to record the City approved short plat documents with the King County Department of
Records. You will need to pay the recording fees and submit your approved original
short plat to King County. The short plat is not complete until the recording occurs and
copies of the recorded documents are provided to the Department of Community
Development. After recording, the County returns the recorded original to the City of
Tukwila within 4-6 weeks, at which time your short plat is considered complete. You
can shorten this processing time by hand -delivering a copy of the recorded short plat
to the project planner.
In many circumstances, building permits on the short platted property may not be
issued until a copy of the recorded short plat (or original) is returned to the
Department of Community Development.
EXPIRATION OF PRELIMINARY APPROVAL
The final approved short plat must be filed with the King County Department of
Records within one year from the date of this preliminary approval or the
application will expire. The City may grant a single one year extension if requested in
writing prior to the expiration date.
APPEAL RIGHTS
This short plat approval decision may be appealed to the Hearing Examiner. One
administrative appeal of the decision on the short plat, excluding challenges to the DNS, is
permitted. If no valid appeals are filed within the time limit, the decision of the Department
will be final.
In order to appeal the decision a written notice of appeal must be filed with the
Department of Community Development within 21 days of the issuance of the Notice of
Decision. The requirements for such appeals are set forth in Tukwila Municipal Code
18.116.
Appeal materials shall include:
1. The name of the appealing party.
2. The address and phone number of the appealing party; and if the appealing party is a
corporation, association or other group, the address and phone number of a contact
person authorized to receive notices on the appealing party's behalf.

3. A statement identifying the decision being appealed and the alleged errors in the
decision, including any specific challenge to an MDNS.
4. The Notice of Appeal shall identify (a) the specific errors of fact or errors in application
of the law in the decision being appealed; (b) the harm suffered or anticipated by the
appellant, and (c) the relief sought. The scope of an appeal shall be limited to matters
or issues raised in the Notice of Appeal.
5. Appeal fee per the current fee schedule, additional hourly charges may apply. In
addition all hearing examiner costs will be passed through to the appellant.
Any appeal shall be conducted as an open record hearing before the Hearing Examiner.
The Hearing Examiner's decision on the appeal is the City's final decision. A party who is
not satisfied with the outcome of the administrative appeal process may file an appeal in
King County Superior Court from the Hearing Examiner's decision pursuant to the
procedures and time limitations set forth in RCW ch. 36.70C. An appeal challenging a DNS,
an MDNS or an EIS may be included in such an appeal.

8.1 SIDE (LATERAL) SEWER
8.1.1 GENERAL
A. A side sewer connection longer than 150' from the main is considered a sewer
main extension and shall meet Section 8.2 Sewer Main. The side sewer
connection(s) to building(s) shall be made from the sewer main extension and
shall meet section 8.1.
B. The property owner(s) maintains the sewer connection(s) from the public main
to the building.
C. Permittee shall:
1. Connect:
a) Buildings within 250 feet of a sanitary sewer line,
b) One building per side sewer unless approved by the Director. More than
one connection requires the Director's approval and recording with
King County records a completed Joint Side Sewer Easement and
Agreement.
2. Verify the location and depth of the stubs shown on as-builts.
3. Assume all cost, including street repairs, tapping charges, and bonds for
connection to sewer main.
4. Repair street cuts per these Standards.

5. Provide:
a) Minimum diameter of 6 inches within the City right-of-way. Residential
side sewers may be reduced to a minimum diameter of 4 inches from
the right-of-way to the house.
b) Sewer clean-out and test —tee at property line
c) Sewer clean-out at building with required bends totaling no more than
0
90 .
D. Refer to SS -02 and SS -03.
8.1.2 MATERIAL
A. Pipe — Ductile iron Class 50 minimum, PVC minimum SDR 35, or welded
HDPE where its use is justified due to scouring velocities or soil problems.
B. Pipe Encasement — CDF, steel sleeve, PVC. Polyethylene for ductile iron pipe
placed in peat areas or areas of potential corrosion.
8.1.3 INSTALLATION
A. Install on not less than 2% grade, nor greater than 1V : 2H.
B. Install anchors for pipe having slopes over 15%.
C. Encase ductile iron pipe placed in peat areas or areas of potential corrosion
with polyethylene sleeve. See WS -16 and WS -17 for pipe encasement.
D. Install the side sewer not less than 5 feet from any building, except where the
sewer enters the building. If the sewer is below the building foundation, for
every one foot of depth the side sewer shall be one foot or greater horizontally
from the foundation.
E. Provide clean outs at 100 foot intervals along the sewer lines, at property lines,
at the building, and at all vertical or horizontal bends of ninety degrees (90°) or
greater. See SS -03.
F. Outside rights-of-way, the pipe shall have at least 2 feet of cover.
8.2 SEWER MAIN
8.2.1 MATERIAL
A. All sewer materials shall conform to the applicable Standard Specifications.
The pipe shall be legibly and permanently marked with type, class and/or
thickness. The Permittee shall provide the City with a certificate for materials
when requested.
B. Pipe — Ductile iron Class 50 minimum, PVC minimum SDR 35, or HDPE where
its use is justified due to scouring velocities or soil problems.
C. Pipe Size - at least 8 inch diameter. The Comprehensive Plan or design
calculations may indicate larger diameter sewers.

D. Fittings - same materials as the pipe or as specified by the pipe manufacturer.
8.2.2 INSTALLATION
A. Refer to SS -09 and SS -10.
B. Uniform slope between manholes.
C. Sewers with 20% or greater slope use concrete anchors approved by the
Director.
D. Straight alignment between manholes.
E. Bury deep enough to provide adequate depth to service the lowest fixtures in
the properties served.
F. Minimum depth of cover for a sewer in street right-of-way is 4 feet.
8.2.3 INSPECTION AND TESTING
TV Inspection per Chapter 2 General Design and Construction Standards.
Channel manholes prior to testing.
1. Air Testing
All sanitary sewer pipelines shall be air tested in accordance with
theStandard Specifications for air -permeable or non air -permeable pipe,
as applicable. The Permittee shall furnish all materials and equipment
necessary for conducting the tests and all testing shall be performed
under the supervision of the City Inspector. The Permittee may desire to
make an air test prior to backfilling for his own purposes. However, the
air test for acceptance shall be made after backfilling has been
completed and compacted.
2. Water Testing
Required on every sanitary side sewer installation. The side sewer must
be water tight to 6 feet of head from the test -tee.
8.3 MANHOLES
8.3.1 MATERIALS
1. Precast meeting typical SS -04 through SS -13.
8.3.2 INSTALLATION
A. Sanitary sewer manholes are required at the following locations:
1. end of all sewer mains.
2. change in slope or alignment.
3. change in pipe diameter.
4. intersection of sewers 8 inch and larger (including side sewers).

I. PROJECT OVERVIEW
Project Description
This project proposes to short plat a vacant parcel located in Tukwila Washington. The project
is located within the Tukwila City limits, having the assigned address 12056 44th Avenue
South, and parcel #334740-1130. The current zoning of the parcel is LDR, Low Density
Residential. This project proposes to divide the 0.45 parcel into 3 Tots, having 0.15 acre each.
The short plat proposal includes providing 3 lots for single family residences, a shared use
driveway within an access and utility easement, frontage improvements, and appropriate
utilities. The future houses will be permitted at a future date.
The property is adjacent to 44th Avenue South, to the north, east, and south are existing
single family residences. The project is keeping consistent with neighboring land use
characteristics.
The site will be accessed off of 44th Avenue South near the northwest corner of the property.
The access way will be a 20' paved shared -use driveway within a 26' access and utility
easement. The 20' shared driveway will be approximately 235 linear feet in length with a
hammer head towards the easterly end of the drive.
The 1973 King County SCS Soil Survey does not identify the soils on the subject site, however;
the project adjacent and to the north of the subject site had the following relevant information
prepared in association with the development thereon:
The sub -surface soils were investigated at the adjacent property on November 10, 2005 to
determine adequacy for foundations and estimations of infiltration capacity. Eight soil logs
were dug on the site. The soils were placed on the site through alluvial processes. The soil in
the tests pits were relatively uniform with a typical stratification as follows:
0-3' Brown Fine Sand
3'-5' Grey/Brown silty fine sand
5' -8' Brown Fine Sand, loose, distinct mottle
Ground water was encountered at 7.5-8' depth
The investigation determined the site to be underlain with Pilchuck Loamy Fine Sand. The
on-site soils encountered during the on-site soil investigation appeared to be marginally
adequate for infiltration of surface water. There was evidence observed that the seasonal
ground water table may rise to 5' below the existing ground surface.
This project is subject to the 2009 King County Surface Water Design Manual (SWDM), and
meets the requirements of Figure 1.1.2.A for a Full Drainage Review pursuant to Section
1.1.2.3 of the Manual. Section II of this report reviews and covers the 8 Core Requirements
and 5 Special Requirements as required under the Full Drainage Review.

II. CONDITIONS AND REQUIREMENTS SUMMARY

Review of Eight Core Requirements and Five Special Requirements
The following comments are a review of the Core and Special Requirements per the 2009 King
County Surface Water Design Manual.
Core Requirement No. 1 Discharge at the Natural Location
The site's topography suggests that stormwater runoff from the site sheets flows to the west
through the project parcel to the city drainage system in 44th Avenue South. Post developed
conditions, stormwater from the shared driveway will be directed toward 44th Avenue South
to an existing catch basin.
Core Requirement No 2 Offsite Analysis
The project proposes to discharge all stormwater to the existing conveyance system within
the right of way of 44th Avenue South. A Level 1 downstream analysis was conducted March
12, 2014. No flooding or potential flooding problems were identified downstream of the site.
Further narrative of this analysis can be found in Section III of this report.
Core Requirement No 3 Flow Control
The project meets the "Direct Discharge Exemption" as defined in Section 1.2.3 of the 2009
King County Surface Water Design Manual for the onsite flow control requirements.
Core Requirement No. 4 Conveyance System
All new pipes systems will be designed with sufficient capacity to convey and contain at
minimum the 25 -year peak flow. Conveyance design will be completed during final
engineering.
Core Requirement No. 5 Erosion and Sediment Control
This development will be constructed in one phase. A CSWPPP will be prepared during final
engineering.
Core Requirement No. 6 Maintenance and Operations
The maintenance and Operations Manual will be included during final engineering.
Core Requirement No. 7 Financial Guarantees and Liability
Financial guarantees will be provided during final engineering.
Core Requirement No. 8 Water Quality
This project proposes to capture PGIS storm runoff into a 5 wide biofiltration swale to the
north of the proposed 20' wide drive.
Special Requirement No. 1 Other Adopted Area -Specific Requirements
This project is not in a designated Critical Drainage Area. This special requirement is not
applicable.

Special Requirement No. 2 Flood Hazard Area Delineation
The project does not contain or is not adjacent to a flood hazard area for a river, stream,
lake, wetland, closed depression, or marine shoreline that is within the 100 -year floodplain
according to King County and FEMA. However, historically portions of Allentown flooded
during storm events coupled with high river events within the boundaries shown on the
attached map. In order to protect present and future homeowners within the boundary and
to allow them to qualify for flood insurance, the Public Works Director designated the area
shown within the boundaries as flood -prone.
The City of Tukwila's Senior Stormwater Engineer determined the flood elevation using the
Flood Insurance Study and the elevation of the Allentown outfall into the Duwamish/Green
River. On the Flood Insurance Study map, the Allentown outfall is located between sections
3 and K. The flood elevation at the outfall upstream from section 3 was calculated as 10.4'.
This is the base flood elevation for Allentown within the boundaries shown on the attached
map.
Special Requirement No. 3 Flood Protection Facilities
In 1997, the City of Tukwila installed a stormwater pump at South 122nd Street and 42nd
Avenue South, which is operated during late fall, winter, and early spring. The pump
alleviated the seasonal flooding in this area but without the pump operating correctly, the
area is still subject to historical flooding.
The proposed project site will be designed and built over 2 feet above the assigned base flood
elevation for Allentown.
Special Requirement No. 4 Source Control
This project does not require a commercial building or commercial site development permit.
This special requirement is not applicable.
Special Requirement No. 5 Oil Control
This project is not defined as a high -use site nor is a redevelopment project proposing
$100,000 or more of improvements to an existing high -use site. This special requirement is
not applicable.

III. OFFSITE ANALYSIS
A preliminary offsite analysis report has been prepared per Section 1.2.2, Core Requirement
#2. This is to identify and evaluate offsite flooding, erosion, and water quality problems that
may be created or aggravated by the proposed project. The primary component of this offsite
analysis report is the downstream analysis. The second component of the report is to evaluate
the upstream drainage system to verify that significant flooding and erosion impact will not
occur as a result of the project.
3.1 Downstream Analysis
The following Level 1 downstream analysis is a review of the drainage system up to a mile
downstream of the site.
The four tasks outlined under this review are:
Task 1 - Define and map the study area
Task 2 - Review all available information on the study area
Task 3 - Field inspect the study area
Task 4 - Drainage System Description and Problem Descriptions
3.1.1 Task 1 - Study Area Definition and Maps
The project is located in the King County Duwamish Drainage Sub -Basin within the Duwamish-
Green water resource inventory area. The project is also located within the City of Tukwila's
Duwamish Drainage Sub -basin. The drainage study area is approximately a mile long path
encompassing the site's downstream corridor. See Appendix A for maps of the basic study
area.
The site is currently vacant, surrounded by 44th Avenue South to the west and single family
residences to the north, east, and south.
3.1.2 Task 2 - Resource Review
The following resources have been reviewed for the downstream analysis. This is a review of
all available information on the downstream area at least a mile downstream. Sources include
the City of Tukwila Comprehensive Surface Water Management Plan (November 2003), and
King County GIS maps.

3.1.3 Task 3 - Field Inspection
A site visit was performed on March 12, 2014 for the purpose of analyzing the proposed
project site and its upstream and downstream corridor at least a quarter mile downstream of
the site (1,320 ft). The weather conditions were clear skies. A description of the drainage
path is described below. See Appendix B for downstream reach locations.
3.1.3.1 Upstream and onsite runoff
The project site does not appear to be subject to any significant upstream run -to the project
site.
The site's topography suggests that that stormwater sheet flows from the east to the west,0
the public storm. Currently the site is till grass and most stormwater is absorbed into tM
duff layer and does not convert to runoff.
3.1.3.2 Downstream
The following is a discussion of the downstream corridor from the discharge location of the
project. See Appendix B for a Summary of each reach including: pipe size, length, and
material as well as a map of each reach's location.
Reach 1
0- >300' Stormwater from the site and upstream flows is collected in an existing catch
basin near the proposed shared access entrance on 44th Avenue South and enters
the public storm system. From this point stormwater is conveyed in 18" Concrete
pipes south along 44th Avenue South to South 122nd Street.
300'- >800' Stormwater continues in 24" Concrete pipes to where it outfalls into the
Duwamish River and the limits of the field inspection analysis.
See Appendix B for a Summary of each reach including: pipe size, length, and material as
well as a map of each reach's location.
3.1.4 Task 4 - Drainage System Description and Problem Descriptions
The drainage system is comprised mostly an existing piped conveyance system within 44th
Avenue South, and South 122nd Street. Relevant DNRP drainage complaints within 1 mile of
the downstream corridor within the last 10 years were searched. There are currently no
open complaints within the corridor.
3.1.5 Task 5 - Mitigation of Existing or Potential Problems
There does not appear to be any existing or potential problems associated with the site.

IV. FLOW CONTROL AND WATER QUALITY FACILITY ANALYSIS
AND DESIGN
The stormwater flow control and water quality facilities were designed in accordance with the
2009 King County Surface Water Design Manual.
Existing Site Hydrology (Part A)
Existing conditions on the project site consists of a vacant 0.454 acre parcel. The project is
made up of one sub basin where the site generally slopes down from the east to the west
over a relatively flat grade. The overall vertical relief of the site is less than 1 foot. Slopes
across the site are generally Tess than 1 percent. The majority of the site is at grade or below
the improvements located within and along 44th Avenue South.
Developed Site Hydrology (Part B)
The disturbance on site will include construction clearing and grading, construction of a shared
use driveway, associated utilities, and eventually the three future houses. The future
driveways and maximum rooftops have been included in the stormwater calculations. It is
proposed that each driveway will slope toward the shared use driveway. The shared use
driveway will be graded such that it directs runoff to the north into a proposed biofiltration
swale. The biofiltration swale will connect to a proposed catch basin at the west end of the
swale. It is then proposed to connect the new catch basin to the existing catch basin in 44th
Avenue South adjacent to the northwest property corner. A stub for a roof drain connection
has been proposed for each lot to tightline rooftop runoff to the new catch basin at the west
end of the biofiltration swale.
Tables 4.1 and 4.2 break down the historic and developed site conditions

Performance Standards (Part C)
Flow Control Facility:
The project meets the "Direct Discharge Exemption" as defined in Section 1.2.3 of the 2009
King County Surface Water Design Manual for the onsite flow control requirements.
Flow Control BMPs:
In addition to flow control facility requirements, projects subject to Core Requirement #3
must apply flow control BMPs to impervious surfaces on each individual lot. Flow control BMPs
are methods and design for dispersing, infiltrating, or otherwise reducing development
increases in runoff. Flow Control BMPs will be included during final engineering unless the
applicant choses to defer till time of building permit and if allowed by the city. Stubs for roof
drain connections will be provided as a part of this plat.
Stormwater Conveyance
The conveyance system capacity standards require that new conveyance systems contain the
25 -year peak flow and ensure that the 100 -year event does not create a severe flooding or
erosion problem. See Section V of this report for the conveyance analysis per Core
Requirement #4.
Water Quality
This project falls within a Basic Water Quality treatment land use area as designated by the
SWDM and is not subject to Enhanced Basic WQ menu per Section 1.2.8.1. The goal of Basic
WQ treatment is 80% removal of total suspended solids. This project proposes to capture
PGIS storm runoff into a 5' wide biofiltration swale designed per Section 6.3 of the SWDM.
Further design analysis will be provided during final engineering.
This project does not require a commercial building or commercial site development permit.
This special requirement per SWDM Sections 1.3.4 and 1.3.5 are not applicable.
Flow Control Systems (Part D)
The project meets the "Direct Discharge Exemption" as defined in Section 1.2.3 of the 2009
King County Surface Water Design Manual for the onsite flow control requirements. The storm
system directly discharges into the Duwamish River.
