This letter serves as a notice of decision and is issued pursuant to TMC 18.104.170 on the following project and
permit approval.

II. DECISION
SEPA Determination: The City SEPA Responsible Official has previously determined that this application does
not require a SEPA threshold determination because it is categorically exempt.
Decision on Substantive Permit: The City Planning Supervisor has determined that the application for a Tree
Clearing Permit does comply with applicable City and State Code requirements and has approved that application
subject to payment of fee in lieu of replanting.
III. FINDINGS
This tree clearing permit application is a request to remove twenty two significant trees to replace an existing
water line. The project involves abandonment (and removal where necessary) of approximately 1100 lineal feet of
old 8 inch cast iron water main and replace it with an 8 inch ductile iron water main. The water main alignment
runs east west and generally follows the S 125th Street right-of-way and about 500 feet of water main replacement
is proposed along a vegetated steep slope on private property within city of Tukwila.
TMC 18.54.130 (3) has a table listing the tree replacement ratio.

Due to the location of the water main and conflict with utilities it is not feasible to plant in the same location as
the removed trees. Instead the applicant has paid fee in lieu of the replacement trees. Per TMC 18.54.140 3C, the
director can grant an exception if on-site planting of all required replacement trees is not feasible, and the project
includes an equivalent contribution in funds and/or labor and materials for off-site tree planting as jointly agreed
by the applicant and Director. The applicant has agreed to pay $98 per replacement tree for a total amount of
$5684. Also, per TMC 18.54.140 (2) for an exception all of the following criteria are met:
a. Strict compliance with the provisions of this code may jeopardize project feasibility or reasonable use of
property.
It is not possible to plant trees due to conflict with the water main utility.
b. Proposed vegetation removal, replacement, and any mitigative measures proposed, are consistent with
the purpose and intent given in this chapter.
The applicant has proposed to pay fee in lieu of instead of planting on site due to conflict with the utilities
and therefore complies with the intent of the Tree Chapter.
c. The granting of the exception or standard reduction will not be detrimental to the public welfare or
injurious to other property in the vicinity.
The granting of the exception will avoid future conflict with the tree roots and the water main thus
prevent damage to the properties in the vicinity.
IV. YOUR APPEAL RIGHTS
The Decision on this Permit Application is a Type 1 decision pursuant to Tukwila Municipal Code § 18.104.010.
Other land use applications related to this project may still be pending.
One administrative appeal to the City Hearing Examiner of the Decision on the Permit itself is permitted.
A party who is not satisfied with the outcome of the Hearing Examiner appeal process may file an appeal in King
County Superior Court from the Hearing Examiner's decision.

V. PROCEDURES AND TIME FOR APPEALING
In order to appeal the Planning Supervisor's decision on the Permit Application, a written notice of appeal must
be filed with the Department of Community Development within 14 days of the issuance of this Decision, that is
by September 12, 2014.
The requirements for such appeals are set forth in Tukwila Municipal Code ch. 18.116. All appeal materials shall
be submitted to the Department of Community Development. Appeal materials MUST include:
1. The name of the appealing party.
2. The address and phone number of the appealing party; and if the appealing party is a corporation, association
or other group, the address and phone number of a contact person authorized to receive notices on the
appealing party's behalf.
3. A statement identifying the decision being appealed and the alleged errors in the decision, including any
specific challenge to an MDNS.
4. The Notice of Appeal shall identify (a) the specific errors of fact or errors in application of the law in the
decision being appealed; (b) the harm suffered or anticipated by the appellant, and (c) the relief sought. The
scope of an appeal shall be limited to matters or issues raised in the Notice of Appeal.
5. Appeal fee per the current fee schedule, additional hourly charges may apply. In addition all hearing
examiner costs will be passed through to the appellant.
VI. APPEAL HEARINGS PROCESS
Any administrative appeal regarding the Permit shall be conducted as a closed record hearing before the Hearing
Examiner based on the information presented to the Planning Supervisor who made the original decision. No
new evidence or testimony will be permitted during the appeal hearing. Parties will be allowed to present oral
argument based on the information presented to the Planning Supervisor before their decision was issued. The
Hearing Examiner's decision on the appeal is the City's final decision.
Any party wishing to challenge the Hearing Examiner's decision on this application must file an appeal pursuant
to the procedures and time limitations set forth in RCW ch. 36.70C. If no appeal of the Hearing Examiner's
decision is properly filed in Superior Court within such time limit, the Decision on this permit will be final.
VII. INSPECTION OF INFORMATION ON THE APPLICATION
Project materials including the application, any staff reports, and other studies related to the permits are available for
inspection at the Tukwila Department of Community Development, 6300 Southcenter Blvd., Suite 100, Tukwila,
Washington 98188 from Monday through Friday between 8:30 a.m. and 5:00 p.m. The project planner is Minnie

As requested, Aspect Consulting, LLC (Aspect) completed a limited geotechnical evaluation for a
portion of the subject project. The overall project involves the abandonment (and removal where
necessary) of approximately 1,100 lineal feet of old 8 -inch cast-iron (CI) water main; and replacing
it with 8 -inch ductile iron (DI) water main, with restrained joints. The water main alignment runs
east/west and generally follows the S. 125th Street right-of-way, with the western portion within the
City of Burien and the eastern portion in the City of Tukwila. The replacement pipe will be
installed in a new trench running parallel to the existing water main alignment. To the extent
possible, the existing water main will remain in service during construction of the new water main.
Site and Project Description
Our geotechnical engineering evaluation is limited to the eastern approximately 480 -foot portion of
the water main alignment, which extends from the Burien/Tukwila border to the east to an existing
valve cluster located just west of Tukwila International Boulevard. Figure 1 is a Vicinity Map, and
Figure 2 is a Site Plan showing this portion of water main project alignment.
Our work included a site reconnaissance and review of proposed water main replacement plans, a
field subsurface exploration, geotechnical analyses, and preparation of this report. The purpose of
this study is to satisfy the City of Tukwila's requirements for a geotechnical engineering report, for
the portion of the project within the City of Tukwila.
The ground surface along this portion of the utility easement (within the City of Tukwila), is an
unpaved/unmaintained vegetated area. At the time of our site reconnaissance, KCWD20 has
recently cleared the easement of blackberries and saplings.
A sanitary sewer also occupies the utility easement. Existing manhole rim and pipe invert
elevations for the sanitary sewer shown on the CHS plans indicate the sanitary sewer is typically
about 8 feet deep. The new water main will be installed in a shallow trench, with typically 3 feet of
soil cover over the crown. Therefore it is anticipated that the water main construction should not
affect the sanitary sewer.
Surface Conditions
The ground surface along this portion of the project slopes down to the east toward the Green River
Valley. The topographic base map for the project site indicates the existing ground surface at
Elevation +208 at the Burien/Tukwila boundary, and Elevation +112 at the east end of the project,

for an average ground slope of 20%, or 5H:1V (horizontal:vertical). However, a portion of the
alignment is inclined more steeply, at 50% or 2H:1 V, and with about 10 feet of vertical relief. At
the local "toe" of this steeper portion of slope, a localized drainage swale exists. This appears to be
an ephemeral stream, conveying storm and surface water runoff downslope during rainfall events.
General Geologic Conditions
The geologic map of Des Moines 7.5 -Minute Quadrangle, Washington (Booth and Waldron, USGS
Scientific Investigations Map 2855, 2004) indicates the project alignment to be underlain by
Vashon glacial till (Qvt) to the west and pre -Fraser deposits (Qpf) to the east. Both of these soil
units have been overridden by glaciers, and as such, they are very dense/hard, and exhibit high
shear strength and low compressibility.
Subsurface Conditions
We explored near -surface soil conditions at three locations using a hand auger. The hand borings,
designated HH -1 through HH -3, were advanced by the undersigned geotechnical engineer and a
staff geologist, at the approximate locations indicated on Figure 2. Soil conditions encountered in
each of the borings are described below:
Aspect hand boring HH -1 was located near the east end of the alignment at approximate ground
surface Elevation +118. The existing ground surface is gently sloping at less than 20% in this area.
At this location, we encountered very silty sand with gravel, and brick fragments and plastic debris.
We interpret this material to be fill, likely related to site grading development for the adjacent office
building to the north. We were unable to advance the hand auger deeper than 12 inches at this
location due to refusal on coarse gravel within the fill.
Aspect hand boring HH -2 was located just downslope of a cluster of three existing water valves, at
approximate ground surface Elevation +160 feet. The hand boring was intentionally located north
of the existing easement property line so as to encounter and explore native soil. In this boring,
below about 6 inches of duff and surficial topsoil, we encountered medium stiff, olive brown, fine
sandy, non -plastic silt. The silt graded downward with depth to a more grayish brown color, with
less fine sand content, and increasing plasticity. At 4 feet the plasticity increased to the point where
it field -classified as a lean clay. Based on probing (with a 1/2 -inch diameter steel rod) the material is
medium stiff to stiff. We interpret this material to be native pre -Fraser fine grained deposits (Qpff).
This hand hole was terminated at a depth of 4 feet. Groundwater seepage was not observed during
the time the hand boring was left open.
Aspect hand boring HH -3 was located just east of the existing ephemeral drainage feature, at
approximate Elevation +198 feet. The hand boring was advanced to the north of the easement, in a
blackberry area to avoid existing trench backfill and encounter native soil. Below duff and topsoil
we encountered very dark brown sandy silt with coarse gravel and organics/roots. At 18 inches, the
soil transitioned to very dense very silty sand to sandy gravel. Based on probing of the soil matrix,
this soil is very dense. We interpret this material to be Vashon glacial till (Qvt). The hand boring
was terminated at a depth of 2 feet due to auger refusal on coarse gravel. Groundwater was not
encountered while the hand boring was left open.

Conclusions and Recommendations
In our opinion, the proposed water main replacement is feasible and providing the
recommendations herein are implemented, there will be no reduction in the stability of the site or
adjacent sites. The following sections of this report address each of the required sections of the City
of Tukwila's Geotechnical Report Guidelines (Bulletin B4, approved 04.24.04).
Slope Stability: The City of Tukwila sensitive area map depicts this area as having moderate to
high landslide potential (reference: www.tukwilawa.gov/maps/Sensitive%20Areas.pdf). This city-
wide map appears to have been created based on large-scale aerial and geologic data. The City
defines high landslide potential areas as having slopes between 15 and 40 percent and being
underlain by relatively impermeable soil or bedrock.
Based on our site-specific evaluation, we characterize this site and slope as having a low risk of
landsliding. The native glacially -consolidated units underlying the site (glacial till and pre -Fraser
deposits) have high shear strength and, combined with the relatively shallow slope inclination
(averaging 20 percent) across the site, the risk of slope instability is very low. There were no signs
of recent or latent slope instabilities along the slope, and we are not aware of any historical
landslides in this vicinity. The water main replacement does not involve any changes to site
topography and therefore the stability of the site will not be altered by the proposed project.
However, experience has shown that on sloping sites such as this, the introduction of pervious pipe
zone bedding material can result in unwanted groundwater seepage, which often daylights as a
spring somewhere downslope, leading to localized soil erosion. To prevent this, periodic check
dams should be constructed in the trench backfill, see Check Dams below).
Seismic Considerations: There is no design code that requires buried conveyance pipelines to be
designed for seismic loading conditions. However, some of the larger utility districts (such as
Seattle Public Utilities) evaluate their existing infrastructure and pipelines based on a probabilistic
design earthquake associated with a 10 percent probability of exceedance in 50 years. This design
event has a recurrence interval of approximately 475 years. Probabilistic seismic hazard maps
published by the United States Geological Survey indicate the 475 -year design earthquake at this
site would be a mean magnitude of 6.7 event with a peak ground acceleration of 0.23g.
The site is underlain by unsaturated, glacially consolidated soil. Earthquake -induced soil
liquefaction and lateral spreading do not represent hazards for this site. Because the site inclination
is relatively shallow (20 percent average), the risk of earthquake -induced landsliding is low for this
site. Based on our experience and geotechnical engineering judgment, any quantitative slope
stability analysis would predict static and seismic factors of safety greater than 1.5 and 1.2,
respectively. Moreover, the proposed water main installation will not change the stability of the
site.
Site Trenchwork: In our opinion, the proposed water main installation can be accomplished using
conventional open trench construction methods. Glacial till is known to contain cobbles and
boulders; the contractor should be prepared to deal with such potential obstacles.
The majority of the pipe will have soil cover of 3 feet and thus trench depths of about 4 feet. Per
state law (i.e., WAC 296-155 Part N) temporary excavations exceeding 4 feet in depth must be

sloped or shored. The existing site soil classifies as Type B Soil; temporary sloped cuts in Type B
Soil should be no steeper than 1H:1V. Flatter slopes may be necessary where groundwater seepage
exists. The localized stability of temporary open cut trenches is the responsibility of the contractor.
Pipe zone bedding and backfill material should be a uniformly graded granular material which
conforms to the pipe manufacturers recommendations. The on-site soil is unsuitable for pipe zone
bedding and imported material is required.
For subsequent trench backfill (i.e., above the pipe zone) we understand that KCWD20 desires to
utilize on-site soil. The on-site soils contain a significant portion of fine-grained materials, or in
some cases they are 100 percent fines. These materials are extremely moisture sensitive and as
such, they are very difficult to place and compact during wet weather conditions. We therefore
recommend that construction be completed during the summer months. These native soils should be
placed in horizontal lifts and compacted to a firm or dense condition. Because the site is an
undeveloped wooded area, a quantitative relative compaction standard is not necessary, in our
opinion.
Check Dams: In order to prevent groundwater seepage from developing within pervious pipe
bedding material along the trench, check dams should be constructed at approximately 100 -foot
intervals along the pipeline. Low -permeability trench check dams can be constructed by blending
Portland cement with trench backfill materials. We recommend that ten percent dry cement (by
weight) be added to and uniformly mixed with pipe zone and subsequent trench backfill materials.
The soil -cement mixture should be thoroughly mixed, moisture conditioned to begin the cement
hydration process, and promptly placed under and around the pipe. Each trench check dam should
be about 2 -feet thick (parallel to the pipeline axis), and should extend from trench bottom up to 12
inches above the pipe crown, and across the full width of the trench.
As an alternative to cement -amended soil check dams, the concrete block anchor shown in detail
DS -12 (Pipe Anchor) of the City of Tukwila Infrastructure Design and Construction Standards, 4th
Edition, 2010, would also be sufficient.
Limitations
We completed this geotechnical study and prepared this report to satisfy the City of Tukwila's
geotechnical requirements for a public works permit approval. The scope of our work was limited
to a review of existing information, a limited site reconnaissance and subsurface exploration
program, and limited engineering analyses.
Subsurface conditions encountered during open trench construction may vary somewhat from those
encountered and reported in our explorations. Such inconsistent conditions can occur in the natural
environment which may not be detected by a geotechnical study of this nature. If, during
construction, subsurface conditions are encountered which vary appreciably from those described
herein, we should be notified to review the situation and to determine whether any changes to the
recommendations in this report are necessary.
Within the limitations of scope, schedule and budget, Aspect attempted to execute these services in
accordance with generally accepted professional principles and practices in the fields of

geotechnical engineering and engineering geology in the area at the time the report was prepared.
No warranty, express or implied, is made.
The scope of our work did not include environmental assessments or evaluations regarding the
presence or absence of wetlands or hazardous substances in the soil, surface water, or groundwater
at this site.
Aspect Consulting does not practice or consult in the field of safety engineering. We do not direct
the contractor's operations, and cannot be responsible for the safety of personnel other than our
own on the site. As such, the safety of others is the responsibility of the contractor. The contractor
should notify the owner if he/she considers any of the recommended actions presented herein

On behalf of King County Water District No. 20 we are hereby submitting for Type C Public Works and
Tree Removal and Landscape Modification Permits for the subject project.
In brief summary, the proposed project consists of replacement of an aging 8 -inch cast iron water main and
service laterals along 125`h Street (private) east of Military Road South to Tukwila International Boulevard.
The water main will be replaced with restrained joint ductile iron pipe. The project traverses private
property within the Cities of Burien and Tukwila except for a portion within the unimproved right-of-way
of Tukwila International Boulevard.
Approximately 500 feet of water main replacement is proposed along a vegetated steep slope on private
property within the City of Tukwila. Tree removal is proposed along the project alignment to facilitate
installation of the replacement main and future maintenance. The slope is mapped by the City of Tukwila as
a moderate to high landslide hazard area; therefore, a geotechnical report has been prepared and is included
with this application package. The geotechnical report recommends that excavation along the steep slope
occur during dry months to minimize risks associated with moisture sensitive native soils. We respectfully
request these permit applications be expedited such that permit issuance will allow for construction this
summer/early fall prior to the wet season. In addition, we request an exception to the tree replacement
requirement be granted under TMC 18.54.140. Replacement of trees along the water main alignment
will conflict with future maintenance and access to water district facilities. Planned restoration and
permanent erosion control consists of hydroseeding along the steep slope.
Regarding access to private property, the property owner (International Gateway West, i.e., Sabey
Corporation) has been informed of the proposed project. Sabey is currently reviewing the preliminary
project documents and right -of -entry and hold harmless agreements. Right -of -entry and hold harmless
agreements are anticipated to facilitate construction and City access. Also, a revised easement for the
replacement main will be executed upon completion of construction.
The project is planned for public bid upon permit issuance. Documentation of the selected contractor's
insurance and bond will be provided to the City upon receipt. Likewise, if required, the contractor's traffic
control plan for work adjacent to Tukwila International Boulevard will be provided to the City. In addition

to the contractor -provided surety, the District, as a franchise utility within the City of Tukwila, provides for
maintenance of their facilities as required by the current franchise agreement.

1. THE EROSION PREVENTION AND SEDIMENT CONTROL (ESC) MEASURES ON THE APPROVED PLANS ARE

2. BEFORE BEGINNING ANY CONSTRUCTION ACTIVITIES, ESTABLISH THE CLEARING LIMITS, INSTALL
CONSTRUCTION ENTRANCE, AND INSTALL EROSION PREVENTION AND SEDIMENT CONTROL MEASURES.
3. BEFORE ANY GROUND DISTURBANCE OCCURS, ALL DOWNSTREAM EROSION PREVENTION AND SEDIMENT

PROMPTLY REPAIR, RESTORE, OR REPLACE ALL GRADE SURFACES; WALLS, DRAINS, DAMS, STRUCTURES,
VEGETATION, EROSION AND SEDIMENT CONTROL MEASURES, AND OTHER PROTECTIVE DEVICES IN
ACCORDANCE WITH APPROVED PLANS.
9. THE PERMITTEE SHALL MONITOR THE DOWNSTREAM DRAINAGE FEATURES, AND SHALL WITH THE
DIRECTOR'S APPROVAL REMOVE ALL SEDIMENT DEPOSITION RESULTING FROM PROJECT -RELATED WORK.
10. ALL WORK PERFORMED SHALL BE PER APPROVED PLANS AND SPECIFICATIONS ONLY. THE PERMITTEE IS
REQUIRED TO MAINTAIN A SET OF APPROVED PLANS AND SPECIFICATIONS AND ASSOCIATED PERMITS
ON THE JOB SITE. WORK SHALL BE PERFORMED IN ACCORDANCE WITH ALL FEDERAL STATE, AND LOCAL

11. AS THE FIRST ORDER OF BUSINESS, THE PERMITTEE SHALL INSTALL EROSION PREVENTION AND

THE IMPLEMENTATION OF THESE ESC PLANS AND THE CONSTRUCTION, MAINTENANCE REPLACEMENT AND UPGRADE OF
THESE ESC FACILITIES IS THE RESPONSIBILITY OF THE CONTRACTOR UNTIL ALL CONSTRUCTION IS COMPLETED AND
APPROVED AND ANY VEGETATION/LANDSCAPING ESTABLISHED.
3. THE BOUNDARIES OF THE CLEARING UMITS SHOWN ON THIS PLAN SHALL BE CLEARLY MARKED/FLAGGED IN THE FIELD
PRIOR TO CONSTRUCTION. NO DISTURBANCE BEYOND THE FLAGGED CLEARING UMITS SHALL BE PERMITTED. THE FLAGGING
SHALL BE MAINTAINED BY THE CONTRACTOR FOR THE DURATION OF CONSTRUCTION.
4. THE ESC FACWTIES AV ON THESE PLANS MUST BE CONSTRUCTED IN SUCH A MANNER AS TO ENSURE THAT
SEDIMENT LADEN WATER AND/OR SEDIMENT DO NOT ENTER THE DRAINAGE SYSTEM, ROADWAYS, OR VIOLATE APPLICABLE
WATER STANDARDS.
5. THE ESC FACILITIES SHOWN ON THIS PLAN ARE THE MINIMUM REQUIREMENTS FOR ANTICIPATED SITE CONDITIONS. DURING
THE CONSTRUCTION PERIOD, THESE FACIUT1ES SHALL BE UPGRADED AS NEEDED FOR UNEXPECTED STORM EVENTS AND
TO ENSURE THAT SEDIMENT AND SEDIMENT LADEN WATER DO NOT LEAVE THE SITE.
6. THE ESC FACILITIES SHALL BE INSPECTED DAILY BY THE CONTRACTOR AND MAINTAINED AS NECESSARY TO ENSURE THEIR
CONTINUED FUNCTIONING. SILTATION BARRIERS AND ALL OTHER TESC MEASURES SHALL BE INSPECTED Al-ILH EACH
RAINFALL EVENT GREATER THAN 0.1" RAINFALL, AND AT LEAST DAILY DURING PROLONGED RAINFALL EVENTS.
7. AT NO TIME SHALL MORE THAN SIX INCHES OF SEDIMENT BE ALLOWED TO ACCUMULATE WITHIN A TRAPPED CATCH
BASIN. ALL CATCH BASINS AND CONVEYANCE LINES SHALL BE CLEANED PRIOR TO PLACING. THE CLEANING
OPERATION SHALL NOT FLUSH SEDIMENT OR SEDIMENT LADEN WATER INTO THE DOWNSTREAM SYSTEM.
8. STABILIZED, CONSTRUCTION ENTRANCES SHALL BE INSTALLED AT THE BEGINNING OF CONSTRUCTION AND MAINTAINED
FOR 1HE DURATION OF THE PROJECT. ADDITIONAL MEASURES MAY BE REQUIRED TO INSURE THAT ALL PAVED AREAS
ARE KEPT CLEAN FOR THE DURATION OF THE PROJECT. ALL STREETS ARE TO BE KEPT CLEAR OF DIRT AND DEBRIS.
STREETS SHALL BE SWEPT WHEN DIRT HAS BEEN TRACKED ONTO THE PAVED SURFACES.POST,
9. SOIL STOCKPILES SHALL BE STABILIZED WITHIN 24 HOURS. WHEN ACTIVELY WORKING WITH THE SOIL STOCKPILE,
STABILIZATION SHALL OCCUR AT THE END OF EACH WORKDAY.
10. ALL PERSONS ENGAGING IN DEVELOPMENT ACTIVITIES SHALL PREVENT OR MINIMIZE EROSION AND SEDIMENTATION
ON -SIZE, AND SHALL PROTECT PROPERTIES AND WATER COURSES DOWNSTREAM FROM THE SITE.
11. TESC FACILITIES AND STRUCTURES SHALL BE REPAIRED IMMEDIATELY UPON RECOGNITION OF A PROBLEM OR WHEN
TESC MEASURES BECOME DAMAGED.
12. SUFFICIENT TESC BMP MATERIALS AND SUPPLIES TO PROTECT THE ENTIRE SITE SHALL BE INSTALLED AND/OR
STOCKPILED ONSITE.
13. EXCAVATED MATERIALS SHALL BE PLACED UP SLOPE OF THE TRENCH TO THE MAXIMUM EXTENT FEASIBLE
