This meeting was conducted remotely, with the City Council, Mayor, and staff off-site and participating via aremote electronic system. All participants, including the Mayor, Councilmembers, City staff, and legal counsel were not at Tukwila City Hall and participated via aremote electronic system. LAND ACKNOWLEDGEMENT Council President McLeod stated ''The City of Tukwila is located on the ancestral lands of the Coast Salish people. We acknowledge their continuing connections to land, waters and culture. We pay our respects to their elders past, present and emerging." PUBLIC COMMENTS Those wishing to provide public comment had the opportunity to sign up via email by5:OOp.m.today to read comments verbally atthe virtual meeting. 1. Pam Carter noted those on the Teen and Senior Center email distribution list were not notified about the upcoming virtual overview meeting onJanuary 18.2022. Page 2 of 5 Lisa Yohalem, Chief Executive Officer, Vicki Hammond, Chief Finance & Administrative Officer, and Sherry Williams, Vice President of Community Engagement & External Relations, provided an overview of HealthPoint, its mission and vision, and its project visioning process that has involved the community to address the social, economic and wellness needs of the community. The Councilmembers asked clarifying questions and offered comments including excitement for the benefits this project will bring to the community and interest in receiving updates as the project progresses. Council President McLeod acknowledged this type of project and development has materialized over the course of several years due to the vision of previous Councils. a. Weekly COVID-1 9 Report. David Cline, City Administrator, provided an update on the City's coronavirus response as follows: While most City facilities are closed to the public due to the omicron variant, all services remain available remotely and are being utilized heavily; updated information is available on Human Services assistance. In response to a question from Councilmember Hougardy, Nora Gierloff, Community Development Director, relayed the City moved to online permit and electronic plan review in 2020 and is now able to provide those services seamlessly. She intends to provide an update on permit processing to the Planning and Community Development Committee in the first quarter of this year. Councilmember Kruller expressed interest in reviewing current communication processes to ensure information reaches the public. Based on a question from Councilmember Quinn, Norm Golden, Deputy Fire Chief, shared the Mobile Vaccination Team is coordinating with neighboring jurisdictions, adult family homes and homebound individuals to offer vaccine and booster shots. Councilmember Delostrinos Johnson asked if the increase in utility assistance provided by Human Services is a result of the City's efforts to reach out to residents regarding available funds. In response to a question from Councilmember Sharp, Mr. Cline replied the majority of staff working on- site are providing services that cannot be provided remotely. Those that can work remotely are encouraged to continue doing so. b. An ordinance amending Ordinance No. 2258 §3, as codified at Tukwila Municipal Code Section 3.54.030, extending the City utility tax sunset provision; repealing Ordinance Nos. 2463 and 2298. Vicky Carlsen, Finance Director, explained this ordinance extends the expiration date of the current interfund utility tax that expired on December 31, 2021 for an additional six years and includes housekeeping items and clarifying language. Emergency repairsfor the 42n Avenue South Bridge: (1) Amupdate mn the 42"d Avenue South Bridge. (2) Aresolution declaring enemergency in response to damage caused tmthe 42n*Avenue South Bridge on December 15.2021, (3) Ratify the Mayor's Emergency Proclamation and emergency contract with Flame Onfor repair mfthe 42»«Avenue South Bridge. Hari Ponnekanti, Public Works Director, provided an update on emergency repairs by Flame On, Inc. to the 42nd Avenue South Bridge that was damaged on December 15, 2021 by an over -height semi -truck. King County and TranTech will perform inspections and tests of the repair work to determine the next steps that will include load rating and structural analysis. Reimbursement will be pursued through the trucking company's insurance policy. The Council is being asked to approve the resolution declaring an emergency and affirm the Mayor's Emergency Proclamation and emergency contract with Flame On. The Counci|membensasked clarifying questions regarding the Environmental Impact Statement (BS).the feasibility of alternate routes, enforcement of weight limits on the 42nd Avenue South Bridge and emphasized the importance of mitigating impacts to residents in the Allentown neighborhood. Mr. Ponnekanti indicated rerouting trucks out of residential streets will be a projectvvithpobsnUa| significant adverse environmental impacts that will require the local jurisdiction to first perform an Environmental Impact Statement. Following the Council's direction toproceed with anEIS inJune of 2O21,aProject W1ana0ervvosnacent|yhinadendvvi||bmgintheRequestforQua|ificotioneproceeeforan EIS consultant in the 1 st Quarter. The estimated time frame for a consultant to complete the EIS is 18 to 24 months. As the truck weight limit is simply the standard axle weight limit, it is not necessary to weigh trucks. Speed isenforced bythe Tukwila Police Department asresources allow. Councilmember Kruller, Chair of the Transportation and Infrastructure Services Committee, relayed the Committee will be discussing this topic further atits next meeting and bringing the discussion to the full CONSENSUS EXISTED TO FORWARD ITEMS C.2 & C-3 TO THE SPECIAL MEETING CONSENT AGENDA DIRECTLY FOLLOWING THIS MEETING. d' AmInterlocal Agreement for the South County Area Transportation Board (SCATBd). 9:23 p.m. Councilmember Quinn recused himself from this discussion and relayed he will also be recusing himself from this item onthe Special Meeting agenda. Laurel Humphrey, Legislative Analyst, indicated the previous South County Area Transportation Board (SCATBd)Interlocal Agreement expired December 31.2021. The updated agreement has been approved by SCATBd with no changes except a new termination date of December 31, 2023, with an automatic extension until December 31.2O24. Cody Gray, Operations Manager, and Scott Mitchell, Streets Superintendent, provided anupdate onthe City's response to the recent snowstorms. Preparations included winter operations training for all staff, identification of road closures sign staging, vehicle preparation, and inventory of supplies. Public Works began plowing City streets on 12 -hour shifts beginning December 26, 2021 as snowfall began to accumulate and coordinated with Police, Five. Emergency yWonogement, and other agencies to continue responding during the second snow event. TheQmncilmembers commended the Public Works staff for their excellent work. Laurel Humphrey, Legislative Analyst, shared the updated draft list Vfparticipation on external boards, committees and commissions for 2022 that is subject to change during the year. Counci|nnennbarKru||ernoted the Puget Sound Partnership Ecosystem Coordination Board meets quarterly and should beadded tuthe list. The Council concurred with the list ofrepresentations, osamended. REPORTS a. K8eyPr Mayor Ekberg thanked Public Works staff for their presentation and for their efforts during the recent snow events. b. City Council CouncUmemterHougany attended onEquity and Social Justice Commission meeting where they reviewed the establishment of the Commission in the Tukwila Municipal Code and reviewed the selection process for community candidates to the interview panel for the Tukwila Police Department hiring process. Counci|memberAbdishared he will be meeting with the Allentown Advocates to learn more about the � 42n Avenue South Bridge. He will also be participating in an orientation with the City Attorney. He suggested holding a listening session with the Allentown neighborhood to hear their concerns. Council President McLeod referenced the Allentown Advocates meet monthly with staff and the next meeting will benmJanuary 25.2O22. c' Staff There was noreport. MISCELLANEOUS Council President McLeod expressed interest in holding a virtual work session to prepare for the Council retreat. Healso relayed resident Katrina DVhn suggested revisiting the fireworks ban inthe City b)allow some ground-based fireworks for special events that may benefit nonprofits and community organizations. As Fire Chief Jay Wittwer and Deputy Fire Chief Norm Golden were amenable to discussing the idea further, he asked if there is interest in reviewing the issue in a Committee.
