2022-02-25 - Request for Proposals - Gilliam Creek Fish Barrier Removal and Habitat Enhancement Project
CITY OF TUKWILA REQUEST FOR PROPOSALS (RFP) GILLIAM CREEK FISH BARRIER REMOVAL AND HABITAT ENHANCEMENT PROJECT Due Friday, February 25, 2022 by 5:00 p.m. Pacific Standard Time (PST) The City of Tukwila ("City") is soliciting Proposals from qualified firms for engineering and design services. The City plans to develop fish passage improvements to Gilliam Creek at the confluence of Gilliam Creek and the Green River at River Mile (RM) 12.5. The site extends approximately 675 feet upstream along Gilliam Creek. The project will remove fish barriers and restore fish access to Gilliam Creek while maintaining or improving existing flood protection. This project will restore access and shoreline habitat as part of a watershed -wide effort to restore ESA -listed Chinook salmon and will be designed to allow juvenile fish access between the creek and the river, which are tidally influenced. Habitat enhancements will occur both upstream and downstream of the existing culvert. The project will also address recreational, aesthetic and educational opportunities and constraints associated with the adjacent Green River Trail and trailside park area. The project area is constrained by local roads, 1-405, regional and local utilities and commercial land use. No submittal will be accepted after this date and time. The City will not be liable for delays in delivery of proposals due to handling by the US Postal Service or any other type of delivery service. Faxed or emailed submittals will not be accepted. Please refence the RFP title on all communication and mailing labels. City facilities are NOT open to accept hand delivered proposals by staff except during this time period. The entrance is near the flagpole. There is also a drop box at the entrance doors to City Hall 24 hours a day, however, it may not be large enough to handle the proposals. Please plan accordingly to meet the deadline. Published Seattle Times — February 7, 2022 and February 14, 2022 Published Daily Journal of Commerce — February 3, 2022 and February 10, 2022 REQUEST FOR PROPOSALS GILLIAM CREEK FISH BARRIER REMOVAL AND HABITAT ENHANCEMENT PROJECT PROFESSIONAL ENGINEERING AND DESIGN SERVICES The City of Tukwila (the "City") is requesting Proposals from qualified consultants to provide Engineering and Design Services for the following project: PROJECT SCOPE: The City plans to develop fish passage improvements to Gilliam Creek at the confluence of Gilliam Creek and the Green River at River Mile (RM) 12.5. The site extends approximately 675 feet upstream along Gilliam Creek. The project will remove fish barriers and restore fish access to Gilliam Creek while maintaining or improving existing flood protection. This project will restore access and shoreline habitat as part of a watershed -wide effort to restore ESA -listed Chinook salmon and will be designed to allow juvenile fish access between the creek and the river, which are tidally influenced. Habitat enhancements will occur both upstream and downstream of the existing culvert. The project will also address recreational, aesthetic and educational opportunities and constraints associated with the adjacent Green River Trail and trailside park area. The project area is constrained by local roads, I-405, regional and local utilities and commercial land use. Fish accessibility to Gilliam Creek is limited by a 108 -inch flap gate located at the downstream end of the 200 -foot Gilliam Creek culvert located beneath 66th Ave S. Fish are only able to access Gilliam Creek under certain flow conditions. A debris cage at the upstream end of the Gilliam Creek culvert limits accessibility when debris accumulates, and a plunge develops into the culvert. The fish barrier has been inventoried by WDFW. The project is listed in the WRIA 9 Salmon Habitat Plan and has received some grant funding. The project will be designed to meet Washington State Department of Fish and Wildlife (WDFW) Water Crossing Design Guidelines and Stream Habitat Restoration Guidelines targeting salmonid requirements and following best available science. 1 CONSULTANT SCOPE: The City developed a "Feasibility Analysis And Conceptual Design Report" in 2019 and a follow-up "WDFW 2013 Water Crossing Design Guidance Analysis Memo" in 2021. These documents will be provided upon request. The Consultant will be tasked with gathering additional site information and evaluating the three alternatives that were developed relative to new information and City and stakeholder input. The Consultant will develop a preferred alternative and proceed to develop the design through 30%. Under the direction of the City's Surface Water Project Manager (PM), the scope of services may include, but is not limited to: • Review previous project -specific reports and other relevant reports and data. • Provide field reconnaissance and site data as necessary (physical, biological and surveying) • Provide updates to previous reports as needed to meet permit agency requirements • Provide the following reports, including, but not limited to hydraulic analysis, geotechnical analysis, limited environmental characterization report, ecological assessment, critical areas assessment, ordinary high-water delineation, cultural resource report, and other site analyses and assessments as required to inform design • Provide 30% design package: drawings, list of City of Tukwila format WSDOT specification sections, and engineers cost estimate o Design package plans may include, but are not limited to cover/vicinity sheet, existing conditions, site plans, vehicular and pedestrian detours plans, civil and grading plans, right-of-way and road plans, structural plans, restoration plans, cross- sections and preliminary details as needed • Provide early permitting support to the PM compatible with 30% design progress • Provide support to the PM for stakeholder engagement including permitting agencies • Provide and maintain a project schedule • Other tasks as requested by the City • At the City's discretion, and upon agreement between the City and Consultant, the selected consultant may be contracted to develop bid documents, final Engineer's cost estimate and provide Construction Management (CM) SUBMITTAL REQUIREMENTS: Submittals will be evaluated and ranked based on the following criteria listed in order of importance: 1) Relevant project experience of key personnel; 2) Project understanding and project approach; 3) Ability to manage complex multi -disciplinary projects with stakeholder involvement; 4) Ability to proactively keep projects on schedule and within budget; 5) Personnel availability including a personnel schedule for each key team member; 6) Firm's experience with similar projects. Please include references for 3 relevant projects. Submittals should be limited to 20 pages, excluding resumes and any supporting information, and should include the following information: firm name; phone numbers; name and e-mail address for the primary contact; specific staff and disciplines to be assigned to the project; similar project experience examples. Consultant selection will be based on RFP review and ranking and outcomes of potential interviews, if applicable, on a date to be determined. The City reserves the right to reject all proposals or waive any informalities in the proposals and make the award as deemed to be in the best interest of the City. The City of Tukwila hereby notifies all prospective consultant firms that it will affirmatively ensure that in any contracts entered pursuant to this contract, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, sex or national origin in consideration for an award. 3
