The City Administrator Report is meant to provide the Council, staff and community an update on
the activities of the City and on issues that concern Tukwila. Please let me know if you have any
questions or need additional information about any of the following items.
1. Intergovernmental Update
• Sound Cities Association Mayors Meeting: Mayor Ekberg participated in a Sound Cities
Association Mayors meeting on January 11.
• King County City Manager/Administrator Weekly Calls: City Administrator David Cline
participated in King County City Manager/City Administrator weekly phone calls on January
12 and 26.
• National League of Cities Information Technology Committee: On January 12 Mayor
Ekberg participated in a National League of Cities Information Technology Committee
meeting.
• Seattle Southside Chamber of Commerce Education and Workforce Development
Committee: Mayor Ekberg participated in a Seattle Southside Chamber of Commerce
Education and Workforce Development Committee meeting on January 12.
• Sound Cities Association Briefing with King County Public Health: On January 18 Mayor
Ekberg and City Administrator Cline participated in a briefing with King County Public Health
hosted by Sound Cities Association.
• Meeting with Tukwila School Superintendent: Mayor Ekberg and City Administrator Cline
met with Tukwila School District Superintendent Dr. Herndon on January 19.
• ICMA Leadership Institute on Race, Equity, and Inclusion: City Administrator Cline
participated in an ICMA Leadership Institute on Race, Equity, and Inclusion meeting on
January 25.
• Meeting with Senator Liias: Mayor Ekberg, City Administrator Cline, Deputy City
Administrator Bianchi and State Lobbyist David Foster met with State Senator Liias on
January 27 regarding the 42nd Avenue Bridge.

11. Community Events
• Park Stewardship: The Green Tukwila program is currently running modified programming
with all volunteer activities on hold. Professional crews and youth green training programs
are continuing. Partner in Employment has been planting Sword Ferns and Oregon Grape at
Tukwila Park, the youth crew installed over 100 plants in just a few days. Earlier in the month
Dirt Corps willow staked at the riparian site, Riverbend in the business district. The Service
Board is the new steward at Duwamish Hill Preserve and will be running 5 work parties a year
with 30-40 South King County Youth. They will be focused on invasive removal and
environmental education. The Bhutanese Community Resource Center has been funded for
another year to steward Tukwila Park and Cascade View Community Park and will focus on
trash clean-up and invasive plant removal.
• Allentown Monthly Meeting: Staff held the monthly meeting with Allentown on February 25
and provided updates on the alternative access study, 42nd Avenue Bridge replacement and
issues surrounding the 42nd Avenue Bridge strike and next steps. These meetings will occur
every month on the fourth Tuesday.

Public Safety
• Truck Traffic Enforcement Near 42"d Ave Bridge: The Traffic Unit conducted increased
enforcement for truck traffic on and near the 42nd St Bridge in Allen Town.
• Embassy Suites Security Assessment: The Community Police Team conducted a security
assessment for the Embassy Suites Hotel. The hotel will be adding cameras, trimming
landscaping, and have provided 10 gate key cards for patrol to have access to the parking lot.
• Trespass Agreement with Seattle City Light: The Community Police Team secured a
trespass agreement with Seattle City Light for the parking lot at 13050 Interurban Ave. The
Agreement is filed and the RV residents have received copy and have agreed to relocate.
Project Updates
• 42—d Ave S Bridge Replacement: The design plans have been momentarily paused due to the
over height bridge strike. Flame On, Inc. worked around the holidays and completed the heat
straighten repairs on December 28, 2021. A non-destructive test was performed at the lower
gusset plate on January 3, 2022. King County Inspection Services performed an additional
inspection of the repairs and is working with TranTech Engineering to finalize the report and
review options going forward.
• Allentown Truck Alternative Access Study: The project manager for the Allentown Truck
Alternative Access Study was hired and will begin on February 1, 2022, which will allow that
project to stay on schedule.

School Zone Cameras Pilot Project

Cameras are installed. We are planning on the release of
communications to the public to inform them of the traffic
revisions. The cameras will go live on September 1st and
warnings will be provided for a month. In October the warnings
will discontinue and tickets will be issued for violations.
Communications to the public will be precede each change.
Cameras have been set up between Foster HS and Showalter
MS. Council approved staffing for Court and Police. During
warning period, 75 violations average a day. System is set to go
live for infractions effective 10/1/21.
In September of 2021, the City of Tukwila began using fixed
school speed zone cameras to enforce the 20 MPH school
zone speed limit at Showalter Middle School and Foster
High School. Warnings were issued for the month of
September and then, on October 1, 2021, warnings
stopped, and Notice of Infractions were issued. In
September there was 1441 Warnings issued, in October
there were 701 Notice of Infractions issued, in November
632 Notice of Infractions were issued, and In December
369 Notice of Infractions were issued.

year, the City received 993 inquiries total for all requests. In Q2

assistance from 854 individuals, of which the vast majority

The Planning and Community Development Committee agreed to
allow King County's broker to determine whether there are any

year. Staff has communicated this to County staff.
The County has indicated it i5 no longer looking for sites in
Tukwila for this program.
In Q4 the County indicated it was potentially interested in a
property in Tukwila. The Planning and Community
Development Committee gave the go ahead for the County
to approach the property owner to inquire about
purchasing. However, this dos not bind the City to be a
"willing City." There has been no update from the County

Q2 PD is working with Sound Mental Health to establish a pilot
program.
Interviews for the position have been conducted in coordination
with Sound Health. Job Offer being made and Co -Responder
program should begin promptly.
Mental Health Professional started with the Department the
first week of August, through our pilot Co -Responder program
and partnership with Sound Mental Health.
The Department's Co -Responder program is gaining
significant momentum. Our contracted MHP, Jackie Harris,
made 42 contacts during the quarter, providing services
and resources to those in need. Included with these
contacts were 2 outreach efforts to students at the high
school. She has also put on training for our officers and
worked with CPT and the Salvation Army to find resources
for multiple community members struggling with
permanent housing.

The Police Department will be implementing policy and training
related to current reform measures that are in 2021 legislative session.
Additionally, the PD will establish a Use of Force Review Board.

The Department implemented the new police reforms that went live
on 7/25/21. The Use Of Force Review Board met again in August to
review the use of force reports from the second quarter of 2021.
The PD continues to be compliant with the new reform laws. TPD
continues to be involved with discussions with legislators about these
measures that impact our communities, specifically Tukwila.
Additionally, the Chief of Police was assigned by the Governor to sit on
the Office of Independent Investigations Advisory Board, which is
directly associated with some of the new reform. The PD's Use of
Force Review Board has been a tremendous success in providing for
accountability and transparency and was presented to Council at CSS,
along with having the Community Representatives on the Board speak
to Council at CSS about their positive experiences.

The City has stood up a cross departmental committee consisting of all
levels of the organization to plan for returning to City facilities.
The Police Department returned to work and opened its doors to the Justice
Center on July 6th. (Some employees are requesting to still be able to work from

Post -Pandemic Work Group has been meeting regularly to address issues
surrounding our gradual reopening. A new Telework Policy has been developed

On hold due to pandemic
Due to the pandemic, Night Out was not scheduled; however,
with the re -opening of the state, we are considering options to
put together the event.
The PD coordinated the Night Out Against Crime event on 8/3/21.
It was a fun and successful event with the participation of eight
Tukwila community groups and several City staff members and
Council members.
Night Out against Crime participation in the 3rd quarter
included 9 neighborhood gatherings. 1st quarter 2022 we will
begin planning for next year's event.

New Sites and new partnerships- Seattle Port funded non
profits, Bhutanese Community Resource Center, Bridging
Cultural Gaps and Summer Search all began work in Tukwila.
Partner in Employment continued their Green Youth
Training program at Tukwila Park. McKinstry Construction
continued at Crystal Springs park. Adopt a spot added 4 4
new park stewards.
Arts in the Parks, mural program, was a partnership
between Tukwila Parks, Urban Artworks and Tukwila
residents. The program stipend 20 artists and created
murals in 5 parks and a pop-up banner gallery
Green Tukwila Partnership is growing and currently works
with nine partner organizations and 3 Forest Steward
resident groups on multiple sites across Tukwila. In 2021 the
partnership, volunteer and paid crews, removed just over 23
footballs worth of invasive plants, planted 2,173 native trees,
4,808 native plants, and 5,000 native seeds in one year.
Volunteers put in 1,511 field hours, the average volunteer
hourly rate is $28.54, totaling $43,123 estimated financial
value for 2021. The program launched the first public adult
environmental education program that was well attended by
residents. Interest from community groups and residents
is growing for environmental programing in 2022.

Add in new programs - homeless outreach, Mental Health
Profession updates.
The CPT team has been working closely with Public Works and
the community to address homelessness issues. Additionally,
the Department is finalizing its Co -Responder program that will
go live in 3rd Qtr.
The Community Police Team continued to work with different
stakeholders to address homelessness issues. They have also
been working with the Days Inn management to address the
spike in crimes.
The CPT team continued to work closely with Public Works, our Co -
Responder MHP, and the community to address homelessness
issues. Although the Team canvasses typical areas where
homeless encampments establish, the majority of our efforts were
directed from Community concerns about specific locations.
Resources were provided to multiple homeless individuals. Those
that refused services were asked to move on and their
encampments cleaned up with the assistance of Public Works.
Ongoing support of block watches
POLICE
Q2 - The Community Police Team will be working on outreach
efforts to revitalize established Block Watch programs and
establish new Block Watches.
In May, The CPT team worked with the Cascade view
neighborhood and is assisting them with establishing a new
blockwatch for their neighborhood.
In Q3, the CPT met with the SHAG, Marvelle, and Airmark
Apartment communities. The meetings were well received and
concluded with attendees being provided information regarding
forming a block watch.
There were no block watch meetings or specific meetings
with apartment communities in the fourth quarter. Staffing
and COVID related issues prevented such.

The utility box art pilot program featuring 9 artists was
completed in Q3. A mural project at the Riverton Creek
Flapgate project site was completed in Q3. Tukwila
Arts/Arts % update to COW scheduled for 10/11/2021.
Artist work continues at the Riverton Creek flapgate project
site. The artist is constructing several temporary willow
weavings along the project area. The artist is also designing a
sign with info about the project.
