EROSION PREVENTION AND SEDEMENT CONTROL
TMC 16.54060 Standards
A. All grading activities require erosion prevention and sediment control that prevents, to
the maximum extent practicable, the transport of sediment from the site to drainage
facilities, rights-of-way, water resources, and adjacent properties. Erosion and sediment
controls shall be applied commensurate with the degree of risk, and as specified by the
temporary erosion and sediment control measures, performance criteria, and
implementation requirements of TMC Chapter 14.30 and the Surface Water Design
Manual.
On January 5, 2021 I observed evidence of grading activities on the property— specifically,
soil has been disturbed on the north and west sides of the property. See enclosed
photographs. As a result, silt has been transported down the property's driveway and onto
Macadam Rd S. There is a catch basin approximately fifteen feet west of the Right -of -Way
located in the driveway. It currently is not functioning due to the roofing felt paper placed
under the grate. In addition, the installed silt fencing on a portion of the north property
line has failed.

1. Stabilize all disturbed soils as required by TMC 16.54.060 with all applicable erosion and
sediment control measures which include but not Iimited to silt fencing around all
disturbed soils, four (4) inches or greater straw mulch over all disturbed soils, straw
waddles, and silt socks in all drainage apparatuses on your property and two hundred
(200) feet north and south of your drveway located on Macadam Rd 5 (east and west sides
of Macadam Rd 5). Once all measures have been installed, you rnust schedule an
inspection with City Code Enforcement Officer Jim Toole, 206-396-0025. (See enclosed
diagram for the correct installation of silt fencing.) *
2. Contact a Civil Engineering Firm which specializes in Erosion and Sediment Control
measures to inspect all catch basins and storm drainpipes ori your property and twa
hundred (200) feet north and south of your driveway located on Macadam Rd S (east and
west sides af Macadam Rd 5). Remove all sediment from the catch basins and storm
drainpipes hefore any sediment control apparatuses are installed, Submit all
documentation / reports created by the Civil Engineering firm to Jim Toole once their work
has been completed.
3. Maintain site through June 1, 2022 to ensure the erosion artd sediment contro
measures are functioriing correctly and are being ma,tained per the 2016 King County
Storm Water Manual, D.z.z./z(l) and Dz4.4, Maintenance Requirements.
NOTE: All grading activities require erosion prevention and sediment control that
prevents, to the maximum extent practicable, the transport of sediment from the site to
drainage facilities, rights-of-way, water resources, and adjacent properties. You must
contain all erosion, sediment, and mud on vehicles on your property.
You cannot transport any soits onto Macadam Rd 5. If you cannot stop soils from leaving
the property, you will be required tvinstall aStaba|ized Construction Entrance (see
attached diagram).
If you intend to bring more gravel onto the property, contact Jim Toole, zos-3yn-0ozs'
before you bring the gravel onto the property.

Any owner or authorized agent who intends to construct, enlargealter, repair, move,
demolish, or change the occupancy of a building or structure, efflarge, alter, repair,
remove, convert or replace any electrical, gas, mechardcal or plumbing system, the
installation of which is regulated by this code, or to cause any such work to be done, shall
first make application to the building official and obtain the required permit.
On January 5, 2022, I observed the construction of retaining walls located along the west
side of the house and continues north to the north property line. Additional retaining walls
have been constructed on the north side of the house and above a portion of the driveway
(see attached photographs).
1. Immediately stop all worrelated to the construction of retaining walis.
2. Submit a complete Building Permit / Retaining and Rock Walls Permit Application, Plans,
and Geotechnical Soils Report for the construction of all retaining walls. The permit
application, plans, and reports must be submitted by a Washington State Licensed

A. A permit is required for all grading activities occurring within the City limits.

B. In addition to specific civil violations enumerated throughout the Tukwila Municipal
Code, the foliowing actioris are unlawfull and are subject to enforcement through this
chapter:
2. It is unlawful for any person to use, construct, locate, demolish or cause to be used,
constructed, located, or demolished, any structure, land, or property within the City in
any manner that is not permitted by the terms of any permit or authorization issued
pursuant to the appUcable provisions of the Tukwila Municipal Code.
On January 5, 2022' | observed extensive excavation throughout the property for the
installation of retaining walls and and clearing. 1 also observed the installation of drainage
pipes and a catch basin on the property.
1. Immediately stop all activities associated with excavation of soil, land clearing, and
bringing addtionaI gravel and soil onto the property.
Z. Submit a complete Public Works Permit Application (Type C), Plans, and Geotechnical
Soils Reports. The permit application, plans, and reports must be submitted by a
Washington State Licerised Geotechnical Engineer and a CiviI Engineer.
3. Orice aU plan reviews have been compfeted and approved, obtain the Public Works
Permit and Stamped Approved Plans. Contact Scott Moore, Senior Project Inspector, at 206-
571-6323 to schedule a site rneeting to discuss what the required work will be to bring all
grading into conipiance.

Constructian or work for whch a permit is required shall be subject to inspection by the
building official and such construction or work shaU rernain visible and able to be accessed
for inspection purposes until approved. Approval as a result of an inspection shall not be
construed to be an approval ofa violation ofthe provisions ofths code or ofother
ordinances of the jurisdiction. Inspections presuming to give authority to violate or cancel
the provisions of this code or of other ordinances of the jurisdiction shall not be valid. It
shall be the duty of the owner or the owner's authorized agent to cause the work to
remain visible and able to be accessed for inspection purposes. Neither the building official
nor the jurisdiction shall be liable for expense entailed in the removal or replacement of
any material required to allow inspection.
According to the City's permit tracking system, Permit #D20-0090 was issued on August 25,
2020 for the remodeling of a residential home. There are several vital components to the
house that have not received final inspection and approval which includes, but not limited
to, plumbing and gas, electrical, and mechanical. The plumbing and gas has a rough -in
approved of August 17, 2021, electrical has a rough -in approved of August 14, 2021, and
mechanical has a rough -in approved of August 17, o}Zz. Since these dates, no other
inspections have occurred and drywall has been installed in most of the house.
Immediately stop all work on the house, interior and exterior, and schedule all required
inspections, which inckide but not Iimited to electrical, plumbing and gas, mechankal.

CORRECTIVE ACTIONS REQUIRED:

each violation and costs and legal fees necessary for abatement (See TMC 8'45.090 and TMC
8'45'120(A)(2)(a)).
