Introduction to Program
ISSUE
Introduction to and review of the City's Neighborhood Traffic Calming Program (NTCP), which
was adopted by Resolution 1955 in 2018. Staff is seeking review of the Program by the Equity
and Social Justice Commission to determine if there are recommendations to ensure equity
across the program.
BACKGROUND
The NTCP was adopted at the end of 2018 to address neighborhood concerns with traffic safety.
The Council wanted to ensure that traffic calming safety decisions are based on technical
engineering and applied in a uniform and consistent manner. The NTCP program was set up for
ease of implementation with minimum hurdles, especially for Level 1 improvements. Level 1
improvements are passive traffic control treatments that can be implemented quickly and
inexpensively and are often all that is needed to address neighborhood complaints. Level 2
treatments are physical devices, often permanently installed, which require more extensive design
efforts and are costlier. Additionally, Level 2 treatments require coordination and concurrence with
the Police and Fire departments and approval from the Council. Emergency services are included
as Level 2 devices as they have the potential to negatively impact response times. The adopted
Resolution is attached to this memorandum.
In 2019, funding for the NTCP program was provided for the first time in the amount of $400,000.
Staff primarily focused on acquiring signs (generally LED signs), radar feedback signs, and other
materials necessary for implementation of Level 1 treatments. Data collection was done to allow
staff to score and prioritize traffic calming requests. At the end of 2019, a significant number of
Level 1 and Level 2 treatments were completed, as is shown in the attachments.
In 2020, funding was removed as part of cost savings measures associated with the Covid-19
pandemic impacts to the City's budget. Before the budget was eliminated, staff was able to
complete design for improvements at 5 locations, install LED enhanced stop signs at 5 locations,
and implemented crosswalk safety flags at 9 locations. The total cost was $32,100. At the end of
2021, the Council restored the $400,000 budget for 2022 and provided $100,00 in 2021, all using
the federal ARPA funds. Funds were expended in 2021 to replenish stock of items such as LED
enhanced signs, radar feedback signs, as well as purchased equipment for two RRFB units, to
be installed in 2022.

DISCUSSION
As Council was considering where to allocate ARPA funds, staff presented a list of "Staff Top
Ten" recommended projects (attached). The list was based on staff's review of historic and new
requests from the community for traffic calming, impact of mitigation measures (with an emphasis
around schools), professional judgement on urgency of need, and geographic equity.
Requests for traffic calming are made via multiple ways. On the City's website, there is a form
that anyone can fill out and it is automatically delivered to staff. Phone calls often generate a
request that is directly added to the staff -maintained list. Oftentimes, staff or elected officials talk
directly with community members and submit requests to Public Works staff on their behalf.
The City actively solicits for requests for traffic calming through semi -regular articles in The
Hazelnut. The City's website also has an article about the program and how to submit a request
at https://www.tukwilawa.gov/enroll-in-the-citys-neighborhood-traffic-calminq-program/ and
occasional banners advertising the program are activated. Staff routinely updates members of
the Transportation and Infrastructure Committee on NTCP activities.
Additional ways to spread the word about this program are being considered by staff including:
• Article in The Hazelnut in top 4 non-English languages
• Posting on City social media sites
• Article in the Senior newsletter
• Briefing multiple City Boards and Commissions
• Sharing information with Community based groups
