The applicant shall satisfy the permit provisions as specified in this chapter. On August 8, 2019, a Notice of Decision, L19-0050, was issued for the removal and replanting of trees on the subject property. On October 30, 2019, I observed what appeared to be trees replanted on the western edge of the property. Upon closer observation, these trees had little to no roots, tops were broken off in many of these trees, they were fifteen to twenty feet in height, and they were planted less than 15 feet apart. On December 3, 2019, I observed the trees observed on October 30, 2019 site visit, remain in place. No additional trees have been planted. The condition of these trees does not meet the approved conditions of the issued tree permit. On May 27, 2020, I observed the trees from the adjacent property to the north. I could not access the trees due to the blackberry overgrowth. I could see the trees I observed on October 30, 2019 and December 3, 2019 have not leafed out. They appear to be dead. Plant trees in accordance with the August 8, 2019 Notice of Decision, L19-0050 which states in part: Trees should be watered weekly during the dry months (generally July - September) for the first two growing seasons. Once trees are planted, maintain the trees for the life of the site's improvement. Trees shall be planted between October1, 2020 and December3l, 2020. Compliance Date: December 31, 2020 This is a notice that your property is in violation of the Tukwila Municipal Code. You must complete the corrective action noted above by the compliance date indicated. It has come to our attention that the following conditions have not been met: • Planting and maintenance shall be in accordance with best management practices for landscaping to ensure the vegetation's long-term health and survival per TMC Chapter 18.54.130. • Trees will be placed at a minimum of 15 ft apart on center. • Deciduous trees shall have at least 2 -inch caliper at time of planting as measured 4.5 feet from the ground, determined according to the American Standard for Nursery Stock as it now reads and as hereafter amended. The replanting of replacement trees in accordance with the conditions of approval must take place before April 2020. Photos of replaced trees shall be sent to the City.
