IBC 105.1 PERMITS REQUIRED (as adopted by TMC 16.04.020)
Any owner or authorized agent who intends to construct, enlarge, alter, repair, move,
demolish, or change the occupancy of a building or structure, enlarge, alter, repair,
remove, convert or replace any electrical, gas, mechanical or plumbing system, the
installation of which is regulated by this code, or to cause any such work to be done, shall
first make application to the building official and obtain the required permit.
IBC 110.1 INSPECTIONS (as adopted by TMC 16.04.020)
Construction or work for which a permit is required shall be subject to inspection by the
building official and such construction or work shall remain visible and able to be accessed
for inspection purposes until approved. Approval as a result of an inspection shall not be
construed to be an approval of a violation of the provisions of this code or of other
ordinances of the jurisdiction. Inspections presuming to give authority to violate or cancel
the provisions of this code or of other ordinances of the jurisdiction shall not be valid. It
shall be the duty of the owner or the owner's authorized agent to cause the work to
remain visible and able to be accessed for inspection purposes. Neither the building official
nor the jurisdiction shall be liable for expense entailed in the removal or replacement of
any material required to allow inspection.

Research:
On January 27, 2022, I observed the front of the house had new windows and front door,
part of the front has new siding, and the remaining front of the house had been wrpped
in preparation for new siding. There was a large existing deck with no railing over the front
porch. On the east side of the house, I observed new windows, part of the east side had
new siding, and the remaining east side of the house had been wrapped in preparation for
new siding. On the rear of the house I observed new windows, part of the rear side had
new siding, and the remaining rear side of the house had been wrapped in preparation for
new siding.
On the wesside of the house, 1 observed new windows, part of the west side had new
siding and the remaining west side of the house had been wrapped in preparation for new
siding. At this location there was a second -floor existing deck with no railing. There was a
2" x 10" board placed under the west end of this deck that is bracing the second -floor
deck. The rim joist was severely rotted. Above this deck, the outer most rafter was
severely rotted, partially blackened, and attached to the chimney. The other end of this
rafter was also severely rotted.
Looking through two open back doors, 1 observed new flooring and drywall, installed can
lights, installed base boards, stack of new base boards, new electrical outlets and switches,
boxes with new cabinetry, work tools which include but not limited to: table saw, chop
saw, rolls of nails for a nail gun, hammer. Parked in the parking lot was a box truck stacked
with new siding.
1 met the workers on the westside of the house installing siding. They stated they have
more plumbing and electrical work to do inside the house and need to install the new
cabinetry in the kitchen.
According to the King County Assessor's Localscape / Analytics, on April 16, 2021, a
second -floor deck was located over the front door; one deck on the second floor on the
east side; and one deck that began on the second floor near the southwest corner of the
house, which wrapped around to the west side, and then ended on the north side where
there is a roof deck on top of the first floor (see enclosed photographs). According to the
September 2020 Real Estate Listing photographs, the same decks were in place in 2020.
However, upon review of the photographs taken on January 24, 2022, the only decks tha
remain are Iocated over the front porch and a small portion located at the southwest
corner of the house.
According to King County Records, this property was sold to the currenowner on
September 7, 2020. The real estate listing described the property as:
Six (6) bedrooms, four (4) full bathTotal Livable Area: 3,380sq. ft., Levels:2, Number of
Fireplaces: 2, Year Built: 1904.
This description 5 not consistent with the King County Assessor's Office's description of
the property, which states:
"Year Built: 1904Year Renovated: 19781st Floor: 2,090 sq ft, 1/2
Floor: 1,290 sq ft, Total Square Feet: 3,380, Total Basement: 100 sq ft,
Number Of Bedrooms: 3, Number Of Baths: 4, Heat Source: Electric
and Heat Pump, Open Porch Sq Ft: 180 sq ft, Deck Area Sq Ft: 710,
Number of Fireplaces: 1"

Based on the foregoirig information, it appears the house has been substantially
remodeled. 1 researched the City's permit tracking system and discovered that no permits
were applied for or issued for the complete remodel of the house. In addition, no City
inspections were conducted for this recent work.
1. Obtain a Single-Farnily Residential Remodel and Addition Perniit from the
City of Tukwila. For more information regarding how to obtain said
perrnit, please contact the City of Tukwila Department of Comrnunity
Development at 206-431-3670.
2. Obtain additional permits, required by the TMC, related to the remodel
and/or addition, including Electrical, Plumbing & Gas, and Mechanical. For
more information, please contact the Department of Community

Examiner regarding additional permit requirenients for the house.

NOTICE OF UNSAFE, UNLAWFUL, OR UNFIT
TO OCCUPY STRUCTURE
WARNING: This structure is hereby declared to be unsafe, unlawful, and/or unfit for
human occupancy. As the owner(s), owner's authorized agent(s), or person(s)
responsible for this structure, you are hereby required to complete tasks listed in the
"Corrective Action Required" section below no later than the stated deadline. If you fail
to comply, the City may condemn this structure and order the structure to be
immediately vacated and boarded. In addition, the City may institute other proceedings
at law or in equity to restrain, correct, or abate the violation. Any action taken by the City
shall be charged against the real estate which the structure is located and shall be a lien
upon such real estate.
Any person directly affected by this Notice, may appeal the Notice by requesting such
appeal within 10 calendar days after being served with the Notice. TMC 8.45.110. The
