I do this with great reluctance, however, I feel that the Council must allow me latitude in establishing an administrative structure that I feel best serves the interest of the City. I find no justification in spending 30 or 40 thousand dollars creating a bureaucracy that is not justified, while, at the same time, allowing the Planning Department to fall apart. I solicit your consideration of the budget as passed and ask you to amend the ordinance accordingly. The net cost of my concept is a savings of approximately $32,000 over your budget.
