SPONSOR'S The 42nd Avenue South Bridge was damaged by an over height semi -truck on 12/15/21.
SUMMARY The bridge was closed to traffic until repairs and further analysis could be completed. The
City contracted with Flame On, Inc. to repair the damages. After post -repair structural
analysis and non-destructive testing, and reviewing the options of one-way versus two-
way traffic, the consensus among the bridge engineers, consultants and inspectors is to
safely re -open the 42nd Ave S Bridge to one lane traffic.

42nd Ave S Bridge Impact — Safe Reopening Plans
ISSUE
Discuss the plans to safely reopen the 42nd Ave S Bridge to one-way traffic by early March.
BACKGROUND
On Wednesday, December 15, 2021, an over height truck was traveling northbound on the 42nd Ave S
Bridge and struck one sway frame of the bridge, inflicting critical damages to the mentioned sway frame
and its associated vertical elements of the through -trusses of the bridge. It appeared no member of the
truss bridge was separated nor sheared off and the damages were limited to the one mentioned sway
frame area.
The bridge was immediately closed until the inspection team, provided by King County, could perform
the critical finding inspection in coordination with the structural analysis team, TranTech Engineering,
LLC. Both King County and TranTech are well -versed on the 42nd Ave. S. Bridge and its history. The
inspection team, with assistance of City staff and equipment, was able to complete the inspection on
December 16, 2021 by approximately 12:45 pm. The recommendation from King County Inspectors
was to keep the bridge closed to all traffic while further analysis was being performed, please refer to
the attached Post Damage Assessment Memo.
A local steel strengthening contactor (Flame On, Inc.) was available for a site visit on Friday, December
17, 2021 to assess the damage and the possibility of repair. Given the photographs from the inspection
and their heat strengthening experience, the contractor was confident that the steel members could be
bent back in place. Because of the type of bridge strike at issue, it was determined that the bridge could
be safely repaired. King County inspectors, TranTech structural engineers, and City engineers all
agreed with this direction.
The City issued a notice to proceed to Flame on, Inc on December 21, 2021. Flame On performed
repairs around the holidays as weather permitted and completed repair work on Tuesday, December
28, 2021. To verify the repairs by Flame On, King County inspectors performed an inspection of the
work, and TranTech performed a non-destructive test and structural analysis of the compromised area
to verify the strength of the compromised steel and determine if further restrictions are necessary for
the bridge. The composition of the bridge structure and the methods of construction in the 1940's make
the gusset plates inaccessible, resulting in various unknowns. In addition to these various unknowns
and the shearing in the rivets because of the bridge strike damages, TranTech recommends further
weight restrictions be imposed to safely re -open the bridge either by reducing the traffic to one-way or
further weight restrictions to two-way traffic. The Sufficiency Rating (SR) is likely to decrease further.
More details will be provided in the finalized inspection report.

Planned reopening to one-way traffic
ANALYSIS
After reviewing the options of one-way or two-way traffic, the consensus among the bridge engineers,
consultants and inspectors is to safely re -open the 42nd Ave S Bridge to one lane traffic to reduce the
loading of the structure and extend the life of the structure until a replacement is planned for in 2025.
The structure would maintain the 15 -mph speed limit for trucks and the previous weight restrictions on
all truck configurations. The bridge can be configured to only allow traffic to travel one-way across the
structure. At the February 22, 2022, City staff received input from the Allentown community that the
direction of traffic across the 42nd Ave S Bridge to go north. City staff are evaluating and conducting
further research to determine the direction of the one-way traffic flow.
FINANCIAL IMPACT
No financial impact at this time; however, traffic control plans, traffic analysis, and signage will be required. It
is estimated that the installation of the traffic control will take one week; however, roadway striping is weather
dependent, and it is currently the rainy season.
RECOMMENDATION
Information Only: The plan is to safely re -opening of the 42nd Ave S bridge to one lane. The attached
recommendation from the structural engineer recommends the direction of traffic to be southbound.

• The critical member that was compromised by the impact is
the lower gusset plate on the east truss.
• Access to the gusset plate is limited due to the pedestrian
walkway and the structural members.
• A non-destructive test (NDT) was performed at the gusset
plate after Flame On completed the repairs to get a better
understanding of the internal composition of the steel.
• No cracking in the steel was observed with the NDT however,
there is no way to know if the steel rivets have been
compromised.
• Given the unknowns of the rivets, additional weight
restrictions for the bridge are advised.

Opening the bridge with one lane and no additional weight
restrictions is the best, safe reopening plan because:
- Structural Engineering Consultant recommendations,
King County bridge inspection reports, and sufficiency
rating calculations will be available to be shared when
WSDOT releasees the inspection report.
- No weight limiting enforcement of bridge traffic would
be needed.

City of Tukwila's (City) 42nd Ave S Bridge was subject to a high impact load from a truck on
Wednesday 12/15. The truck struck the first sway frame of the bridge from the south side and inflicted
some critical damages to the mentioned sway frame and its associated vertical elements of the through -
trusses of the bridge.
The bridge was closed shortly after this incidence by City Police Depailinent and on Thursday 12/16,
the King County inspection crew performed an in-depth inspection of the damaged areas. A Structural
Memo dated 12/17/21 provided details of the incidence and the emergency closure and inspection of the
bridge; please see Attachment 1.
Following the impact damage incidence, The City quickly secured the services of a heat straightening
company, Flame On, to provide repairs to the compromised truss elements. These activities were
performed from 12/21 through 12/28. Please see Attachment 2 for some post damage repair photos.
Following these repairs, some Nondestructive Testing (NDT) with Magnetic Particle Testing (MPT) was
performed on the gusset plates that connect the compromised sway frame to the tension bottom chord of
the bridge trusses. Furthermore, the King County inspection crew performed a follow-up post repair
inspection on 1/5/22. The results of the post -repair inspections were mostly pointing in the direction that
the damages were repaired with the caveat of the unknown hidden damages that might be located in
hard -to -reach locations.
With information at hand, TranTech's structural team performed a post damage inspection report, and
the results show that the post -repair load rating factors for legal trucks are lower than prior load rating of
the bridge that was performed in 2019. The gusset plate on the lower chord of the trusses that involve
the impacted sway frame was and remains the critical load rating element for the whole bridge structure.
In consultation with the City, the structural team also performed load rating for a condition that the
bridge only carries a one-way south -bound traffic. A comparison load rating factor summary table for
pre -damage, two-lane and one -lane traffic scenarios is provided in Attachment 3.
As seen, the two-lane conditions now have lower load rating factors than the pre -damage conditions.
Based on the load rating results, King County inspection team have updated the bridge inspection data.
The new inspection report is provided in Attachment 4. As seen, the Sufficiency Rating (SR) of the
bridge is now at 6.00.

At the request of the City, the design team performed a constructibility and cost analysis for the
replacement of the critical gusset plate. The task involves a potentially lengthy permitting activity as it
requires temporary work trestle piles in the river, and relocation of gas and water pipelines.
Based on the information at hand, possibility of some remaining hidden damages due to impact, and the
challenges for enforcing weight limitations on the bridge, TranTech recommends that the City considers
the implementation of a one-way southbound traffic on the bridge to go with the current weight
limitations on it. This will provide some factor of safety for any possible hidden damages.

From observations made by TranTech, it appears that no member of the truss bridge has been separated

On Friday 12/17, the City and TranTech team met a heat straightening contractor, Flame On Inc., at the
site and it was determined that this repair is feasible and effective for repair of the observed damages.
TranTech recommends that the City obtains the services of this contractor for repair of the described
sway frame damages.

Describe Deficiency
The 42nd Ave South Bridge was closed Wednesday afternoon 12-15-2021 due to a high load strike. At
impact the load was torn from the truck and landed on the deck. The 42nd Ave Bridge is a Riveted Steel
Thru Truss. The truss is skewed at 38°. The high load impact struck the upper lateral bracing between
vertical members WU1-LI and EU2-L2 above the north bound lane near the east truss. At the impact
point the lateral bracing is buckled and out of plane up to 18", the south flange has sine wave crimps. The
west vertical WU1-LI is buckled just below the lateral connection. The SE angle flange at the buckle is
bent over the rivets for 18" where the load flipped off the trailer and impacted the vertical. The east
vertical EU2-L1 is buckled 5' above the deck and out of plane approx. 10". It is also buckled at the WU2
gusset connections on the north flange and just above the gusset WL2 north flange. The Fracture Critical
Plan indicates WU 1-L 1 as a tension member and EU2-L2 as neutral.
Describe Recommended Repair
Recommend Structural Analysis.
The bridge is to remain closed for further analysis.
