NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, DO ORDAIN AS FOLLOWS: I. Ordinance No. 264, adopted the 17th day of November, 1958, is hereby amended to read as follows: Section 7. (TMC 14.04.070) Connection Installation Fees. (a) No service connection that is less than three fourths inch in size shall be installed. The fee for installation of water connections shall be as follows: for a three quarter inch connection, three -huR ed- dellars six hundred dollars. For service connections larger than three fourths inch, the fee shall be determined by the actual cost of labor and materials used in making such connection, plus twelve seventeen percent for overhead. The minimum charge in any such case shall be three- buRdxed- dollars six hundred dollars. (b) In such cases, the cost of labor and materials shall be estimated by the superintendent or his duly authorized representatives, and such estimated cost shall be paid to the treasurer Finance Director or the person appointed by blf -i=er- the -pw pese- ef- mak4pg to make collections for the water department, be- fore the work of connecting the main with the property is initiated. Whenever the estimated cost is not sufficient to cover the total expense for labor and materials, the deficit shall be charged to the property for whicn installation was made and to the owner thereof. Any excess payment shall be returned to the person applying for the installation. (c) On all service applications for meters of fesr- iRehes five eighths inches or larger, and at the time of the application, the applicant shall pay for the cost of the meter to be installed whieb -4s -a- separ=ate -}tem in addition to the cost of the service as provided heretofore. Section 12. (TMC 14.04.120) Application to Discontinue Water- Fee to Turn Water Meter On. Whenever any water customer desires to discontinue the use of water for a period of not less than one month, he shall make written application to have the water turned off and pay all arrearages in full. No remission of rates will be made for less than one month, or without the application Prescribed in this section. Fees charged for work performed outside of normal working hours will be at a minimum rate of twenty -five dollars. Section 14 (TMC 14.04.140) Rates to be Charged Against Property- Lien. All water rates will be charged against the property for which the service was installed. All charges for water, when the same become delinquent and unpaid, shall be a lien against the property to which the same has been furnished. In case any charges for water become a lien against any property, the water shall be cut off until such charges, with f}ve fifteen dollars ad- ditional for the expenses of turning the water off and on, are paid. Section 19. (TMC 14.04.190) Violation of Section 18 (TMC 14.04.180) If any person violates any provision of Section 14.04.180, the super- visor shall shut off the water furnished to the property upon which such vio- lation is made, and shall charge five fifteen dollars for shutting off and again turning on such water. Section 20. (14.04.200) City Control of Water Use. The City reserves the right in case of a shortage of water from any cause to make an order forbidding or suspending the use of water for sprinkler or irrigation, or to fix the hours during which the same may be done, by proper notice, and any person violating such order shall have his water shut off by the supervisor and shall pay a charge of f4ve fifteen dol- lars for have the water shut off and turned on again. Section 24. (TMC 14.04.240) Rates for Metered Water. (b) The rates due for water on the three fourth inch meter or less are to be subject to a discount of twenty five cents if paid on or before the tenth day of the month in which they are payable. (c) Every person sixty -two years of age or older (if married, then either spouse) and every person totally and permanently disabled residing in a separately metered dwelling and who is paying directly for such separately billed service either as owner, purchaser or renter and whose income from all sources is less than seven thousand five hundred dollars per year, if a single person, or a combined income of husband and wife of ten thousand dollars per year, if a married person, ,shall pay the fellow *eg rate fop orate p- seryi- ees- te- seeh- dwe414pg= Tore- dell.ars- per- fehth -1 1314ted -te- five hundred- eeb}e- feet -ef- water per entq- Ahy- dells s shall- 5e- ehahged -at-a- rate- ef- s4xteeh- eehts- per- ehe- hundred- e0 -feet a rate equal to 50% of the regular water service charge for the first 500 cubic feet of water used. For each 100 cubic feet in excess of the 500 cubic feet, the rate shall be 50% of the regular rate. Every such person shall file with the Finance Department their af- fidavit that he or she is qualified to be charged the special rate. Such af- fidavits are to contain information as required by the Finance Director in order to establish eligibility. Each affidavit will also include an unqualified pro- mise to inform the city of any changes in financial condition that would dis- qualify the person for the special rates. The Finance Director may require af- fidavits on an annual basis if deemed necessary. Section 24b. (TMC.04.250) Fire Protection. (a) Any service connection to the main for a fire sprinkler system shall be Petered- er- fee4tered- by- a- ffleter4hg -er -fee tep4hg- dey*ee- wh4eb bas beep approved in advance by the City, wh4eh and shall be installed at the expense of the owner, and fitted only with such fixtures as are needed for fire protection and must be entirely disconnected from those used for other purposes. (b) Any service connection other than fire sprinkler installed on private property for fire protection and fitted with fire hydrants, stand pipes or other outlets for fire protection shall be- meter=ed -at- the expense -ei:- the -ewner hy- a- meter4ng- deviee approved in advance by the city. (c) It is unlawful for any person to fail, neglect or refuse to give the supervisor or his duly authorized representative free access at all reasonable hours to all parts of premises supplied with water from the city mains, for the purpose of inspecting the condition of pipes, and fixtures, and noting the amount of water being used and the manner in which it is used. Section 25. (TMC 14.04.260) Rates Outside City Limits. The rates for water supplied to consumers not within the City limits shall be as follows: The same rate schedule as provided in Section 14.04.240 and 14.04.250 shall apply except for all water in excess of the minimum quantities allowed, thrty -three thirty -six cents per one hundred cubic feet shall be charged. The above rates to consumers outside the city limits are subject to the same discount as the rates to consumers inside the city limits; provided, that nothing in this section shall prevent the city council from fixing other and different rates for the sale of water to water districts; provided, that all meters for measuring water to outside consumers are installed within the city limits or within the limits of easements, franchises, or rights -of -ways belonging to the City. II. Ordinance No. 368, Section I, adopted the 5th day of November, 1962, is hereby amended to read as follows: (TMC 14.04.320) Payment by city for fire hydrant supply. The City shall pay to the Tukwila water department the sum of sia- de14ars seven dollars and twenty cents per month for water furnished to each fire hydrant in the city. The charge herein fixed is a flat rate and shall be paid monthly. III. The following ordinances are hereby repealed: Ordinance No. 325 adopted 5/15/61. Ordinance No. 326 adopted 5/15/61. Ordinance No. 468 adopted 12/19/66. Ordinance No. 642 adopted 9/8/70. Ordinance No. 914 adopted 1/20/75. Ordinance No. 976 adopted 6/7/76. Ordinance No. 1024 adopted 6/20/77.
