Supplement No. 2 for Construction Management with CH2M Hill
ISSUE
Approve Supplement No. 2 for construction management (CM) services with CH2M Hill in the
amount of $81,047.80 for the Tukwila Urban Center (TUC) Access (Klickitat) Project.
BACKGROUND
CM contract No. 10 -120 with CH2M Hill for the TUC Access project was executed on December 14,
2010. While in -house City staff has been leading the CM effort on the road project, CH2M Hill has
been providing full -time field engineering, inspection, documentation compliance support, and on -call
specialty support.
DISCUSSION
Per project specifications, the contractor could not perform any construction work which impacted
traffic in Tukwila's Central Business District between November 16, 2011 and January 2, 2012. The
project completion date was extended to March 2, 2012 to account for working days that were
improperly charged to the contractor during that time period. Due to multiple days of heavy snow in
January 2012, the project completion date was then extended to March 9, 2012.
Additional construction work items are also being generated as part of the punch list and project
safety field review. Contract Supplement #2 allows CH2M Hill to continue providing Construction
Management services through June 30, 2012.

Agreement 84 -RW19
Scope of Work
A time extension has been granted to the Contractor resulting in a revised construction
completion date of March 9, 2012. Additional work items are also being generated as part of
the punch list generation. As a result the CH2M HILL construction management contract will be
extended to June 30, 2012, under Supplement #2, to allow for continued construction
management services.
The extension of the contract will require additional funds, as shown below, to continue field
observation of the contractor's operations, resident engineering services including Change
Order preparation and negotiation and pay estimate processing, office support and overall
project management. In addition the Consultant will prepare an APWA Public Works Project
of the Year Award application for the project. The specific tasks and assumptions from the
original scope of services (under the Local Agency Agreement dated December 14, 2010) will
apply to this supplement.

SUBJECT: WSDOT Standard Specifications
Ordinance adopting 2012 Specifications
ISSUE
Local agencies utilizing federal funds for transportation contracts must incorporate and
adopt the 2012 Standard Specifications, as published by the Washington State
Department of Transportation and the Washington State Chapter of the American Public
Works Association (WSDOT /APWA).
BACKGROUND
Previously, the 2010 WSDOT /APWA Standard Specifications for Road, Bridge and
Municipal Construction was adopted by City of Tukwila Ordinance No. 2284.
The 2012 edition of the Standard Specifications has been published by WSDOT /APWA.
City staff is currently revising and updating our construction contract boilerplate
documents and General Special Provisions (GSP's) accordingly.. Local agencies must
adopt the 2012 Standard Specifications for use in all federally funded projects
advertised on or after April 2, 2012.
DISCUSSION
An ordinance has been drafted to adopt the 2012 edition of the Standard Specifications,
General Special Provisions and Construction Contract Boilerplate documents. This
ordinance will also repeal the previous Ordinance No. 2284.
RECOMMENDATION
The Council is being asked to approve the ordinance adopting the 2012 edition of the
WSDOT Standard Specifications and consider this item at the March 12, 2012
Committee of the Whole meeting and subsequent March 19, 2012 Regular Meeting.

AN ORDINANCE OF THE CITY COUNCIL OF THE. CITY OF
TUKWILA, WASHINGTON, REPEALING ORDINANCE NO. 2284,
AS CODIFIED AT TUKWILA MUNICIPAL CODE (TMC) CHAPTER
16.34; REENACTING TMC CHAPTER 16.34, "ROAD, BRIDGE AND
MUNICIPAL CONSTRUCTION SPECIFICATIONS," TO ADOPT THE
2012 AND ALL FUTURE AMENDMENTS OF THE STANDARD
SPECIFICATIONS FOR ROAD, BRIDGE AND MUNICIPAL
CONSTRUCTION; SETTING NUMBER OF COPIES TO BE HELD
FOR PUBLIC REVIEW; PROVIDING FOR SEVERABILITY; AND
ESTABLISHING AN EFFECTIVE DATE.
WHEREAS, the City of Tukwila utilizes standard specifications for the construction
of public improvements, as well as supplemental requirements; and
WHEREAS, the City has previously adopted standard specifications, most recently
by Ordinance No. 2284; and
WHEREAS, more current standard specifications are provided by the Washington
State Department of Transportation and American Public Works Association,
Washington Chapter;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA,
WASHINGTON, HEREBY ORDAINS AS FOLLOWS:
Section 1. TMC Chapter 16.34 Reenacted. Tukwila Municipal Code (TMC)
Chapter 16.34 is hereby reenacted to read as follows:

hereby adopted as the Code of the City of Tukwila, Washington, for regulating the
construction and maintenance of public works, including streets, bridges, sanitary
sewers, storm sewers, water distribution, structures and other public works. The Public
Works Director may allow the use of American Institute of Architects (AIA), Construction
Specifications Institute (CSI), or other building and facilities standard specifications, on
a case -by -case basis.
16.34.020 Copies to be on file. Not less than three copies of said Standard
Specifications and City of Tukwila supplements shall remain on file for use in
examination by the public in the Public Works Department
Section 2. Repealer. Ordinance No. 2284, as codified at TMC Chapter 16.34,
"Road, Bridge and Municipal Construction Specifications," is hereby repealed.
Section 3. Corrections by City Clerk or Code Reviser. Upon approval of the
City Attorney, the City Clerk and the code reviser are authorized to make necessary
corrections to this ordinance, including the correction of clerical errors; references to
other local, state or federal laws, codes, rules, or regulations; or ordinance numbering
and section /subsection numbering.
Section 4. Severability. If any section, subsection, paragraph, sentence, clause
or phrase of this ordinance or its application to any person or situation should be held to
be invalid or unconstitutional for any reason by a court of competent jurisdiction, such
invalidity or unconstitutionality shall not affect the validity or constitutionality of the
remaining portions of this ordinance or its application to any other person or situation.
Section 5. Effective bate. This ordinance or a summary thereof shall be
published in the official newspaper of the City, and shall take effect and be in full force
five days after passage and publication as provided by law.

Grant Application
ISSUE
Authorize the submittal of a grant application with the Federal Highway
Administration TIGER IV grant opportunity to extend Strander Boulevard from West
Valley Highway to the current Phase II project under construction.
BACKGROUND
The Federal Highway Administration has issued a call for TIGER IV projects with
$500 million in TIGER IV Discretionary Grants available to be awarded on a
competitive basis for projects that will have a significant impact on the nation, a
metropolitan area, or a region.
DISCUSSION
Grant applications are due by March 20, 2012. A preliminary grant application
totaling $27,000,000.00 has been prepared. The Call for Projects indicates that 20%
in matching funds should be assumed. This would require $6,146,800.00 in local
matching funds. The grant application assumes that the project start would be
delayed one year to 2013.
RECOMMENDATION
Discuss with the Transportation Committee the decision to authorize the submittal of
a grant application to extend Strander Boulevard from West Valley Highway to the
current Phase II project under construction.

DESCRIPTION:
from West Valley Highway to Oaksdale Ave.
JUSTIFICATION:
East/west capacity between 1 -405 and S 180 St is needed to serve Tukwila and Renton access.
This project will be constructed in three phases. Phase 1 has been completed that extended Stander Blvd
/SW 27th St from Oaksdale Ave to Naches Ave SW. Phase 2 will construct a 2 lane roadway from Naches to
STATUS:
the new Sound Transit Longacres parking lot (bids open Oct. 2011). Phase 3 will construct the undercrossing
of the UPRR and complete the 4 lane roadway from West Valley Hwy to Naches Ave SW.
MAINT. IMPACT:
New street.
Project partners include the City of Renton, Boeing, WSDOT, Sound Transit, Metro, Amtrak, and BNSF
COMMENT:
and UP Railroads. Tukwila's project share includes McLeod land for wetland mitigation and storm mitigation
site related to the S 180th St Grade Separation project (completed by Tukwila in 2004).

Design Update
ISSUE
A presentation of the combined Tukwila Urban Center Transit Center and Andover Park West
Roadway Widening Project prior to a property owner presentation on March 7, 2012.
BACKGROUND
In February 2006, IBI Group was retained by the City to begin the design of the Tukwila Urban
Center Transit Center on Andover Park W. The Transit Center's Concept Plan was completed in
December 2006. Due to the overlapping design needs of the Transit Center and the Andover
Park W widening project (98810404), the two projects were combined under the IBI Group
contract. The water main project (99840105) was also added to the IBI Group's design contract.
The 30% design for the projects was completed in 2011 and work progresses toward the
completion of 60% design.
DISCUSSION
Prior to completing the draft 60% plan set, the design team would like to get input from Council
and affected property owners on remaining design issues. A Stakeholder meeting is scheduled
for Wednesday, March 7, 2012 to present the status of the design and open up discussions with
property owners and businesses along Andover Park West. A similar presentation will be made
to the Transportation Committee on Monday, March 5, 2012 in advance of the Stakeholder
meeting. The design team will present information on the status of the design, identify design
issues needing direction or concurrence, and share the current schedule.
