This meeting was conducted remotely, with the City Council, Mayor and staff participating via a remote electronic system. The phone number for public participation that was provided via the agenda distribution process was: 1-253-292-9750, access code 670077847# as well as a link to join the Microsoft Teams Meeting. CALL TO ORDER/PLEDGE OF ALLEGIANCE/ROLL CALL Mayor Ekberg called the Regular Meeting of the Tukwila City Council to order at 7:01 p.m. and led the audience in the Pledge of Allegiance. Christy O'Flaherty, City Clerk, called the roll of the Council. Present at the meeting were Councilmembers Kathy Hougardy, De'Sean Quinn, Kate Kruller, Thomas McLeod, Cynthia Delostrinos Johnson, Tosh Sharp. LAND ACKNOWLEDGEMENT — Councilmember Delostrinos Johnson stated "The City of Tukwila is located on the ancestral lands of the Coast Salish people. We acknowledge their continuing connections to land, waters and culture. We pay our respects to their elders past, present and emerging." PUBLIC COMMENTS Those wishing to provide public comment had the opportunity to sign up via email by 5:00 p.m. today to read comments verbally at the virtual meeting. Mayor Ekberg asked those who had signed up to proceed with their public comments. There were no public comments. APPOINTMENTS AND PROCLAMATIONS a. Appointments to Commissions and Committees: 1. Arts Commission Confirm the appointment of Kai Curry to Position #6 on the Arts Commission, with a term expiring December 31, 2025. MOVED BY KRULLER, SECONDED BY HOUGARDY TO CONFIRM THE APPOINTMENT OF KAI CURRY TO POSITION #6 ON THE ARTS COMMISSION, WITH A TERM EXPIRING 12/31/2025. MOTION CARRIED 6-0. Equity and Social Justice Commission Confirm the appointment of Perri Doll to Position #2 on the Equity and Social Justice Commission, with a term expiring December 31, 2023. MOVED BY HOUGARDY, SECONDED BY QUINN TO CONFIRM THE APPOINTMENT OF PERRI DOLL TO POSITION #2 ON THE EQUITY AND SOCIAL JUSTICE COMMISSION, WITH A TERM EXPIRING 12/31/2023. MOTION CARRIED 6-0. 3. Sea -Tac Airport Stakeholder Ad ' Board Round Table Confirm the appointment of Peter Schilling to Community Position #1 on the Sea -Tac Stakeholder Advisory Board Round Table, with a term expiring December 31, 2023. MOVED BY QUINN, SECONDED BY MCLEOD TO CONFIRM THE APPOINTMENT OF PETER SCHILLING TO POSITION #1 ON THE SEA -TAC AIRPORT STAKEHOLDER ADVISORY BOARD ROUND TABLE, WITH A TERM EXPIRING 12/31/2023. MOTION CARRIED 6-0. CONSENT AGENDA a. Approval of Minutes: 1/24/22 (Sp*cia/Mh7) b. Approval ofVouchers: January 24, 2022 (2021 invoices): #387842-387868; #211200, #211207 in the amount of $636,504.30. c. Approval ofVouchers: February 7.2O22(2U22invoices): #OO4UOOO1'OO4OO1U4inthe amount nf $3.055.481.47. MOVED BY HOUGARDY SECONDED BY DELOSTRINOS JOHNSON THAT THE CONSENT AGENDA BE APPROVED AS SUBMITTED. MOTION CARRIED 6-0. UNFINISHED BUSINESS a. Weekly COVID-9 report. 7:07 p.m. Councilmember Abdi arrived at the remote meeting. David Cline, City Administrator, said the report has updates on rental and utility assistance, business recovery, and food resources. He explained the report also provides snapshots of COVID-1 9 data from King County Public Health and the Washington State Department of Health. The Tukwila mobile vaccine unit is led by the Fire Department, and he referenced COVID-19 vaccine events coming up at Thorndyke Elementary School and the Tukwila Library, COVID-19 testing continues at the Church by the Side of the Road where the numbers have declined from 700-800 per day to 300-400 a day. b. Update on King County Countywide Planning Policies. Nora Gierloff, Community Development Director, explained the King County Council has ratified an updated set of Countywide Planning Policies (CPPs) that create a shared and consistent framework for growth management planning for all jurisdictions in King County. These are being brought forward for discussion in preparation for the upcoming Comprehensive PIan update. The Affordable Housing Committeeisnaquiredtoconnp|ehathisvvorkbytheendof2O23andreporttotheGMPC(Growth Management Planning Council) quarterly on progress. The ratification of the updated policies will not have a direct financial effect on Tukwila, The process of revievvng, ana|yzing, and updating Tukwila's Comprehensive Plan in order to align with the new policy direction and other state and regional mandates will require significant staff time and possible consultant assistance. The Councilmembers asked clarifying questions and discussed the update to include the following comments: The need to establish budget priorities to move forward to meet the targets; The significance of preserving those affordable housing options that are already in place; It is essential that South King County not bear a disproportionate burden for meeting the regional targets; The need for accountability Tukwila City Council Regular Meeting Minutes February 7, 2022 Page 3 of 5 for all cities as it relates to affordable housing goals is vital; It is critical that the infrastructure to support and expand utilities be a primary focus as it relates to housing growth. REPORTS a. Mayor Mayor Ekberg reported that the Tukwila Police Department has developed a video relating to outreach to the homeless. It will be forthcoming on social media in the near future. b. City Council Councilmember Hougardy attended the Economic Development District Board Meeting where the focus was on an industrial lands analysis, with a goal of preserving land for jobs. She also attended the Equity and Social Justice Commission as a member, where work on the Juneteenth celebration is proceeding. The Commission is also working on the screening process to select a police member. Additionally, Cyndy Knighton from the Public Works Department provided the Commission an update on the Neighborhood Traffic Calming program. Ms. Hougardy also attended the virtual Council Retreat and was reappointed to the SCA (Sound Cities Association) Regiorial Transit Council. Councilmember Quinn also attended the virtual Council Retreat and found it to be well done, and he appreciates the time and effort put into the event. Councilmember Kruller attended the virtual Council Retreat and found it to be very productive in reviewing the budget and the Comprehensive PIan. She reported that the T&l (Transportation and lnfrastructure Services) Committee took action to approve a $2 million grant application to the National Highway Freight program for the 42nd Avenue South Bridge Replacement Project. Ms. Kruller applauded the video produced by the City for Black History Month and found it to be very well done and impressive. She also referenced the good work done by Steve Goldblatt over the years and encouraged folks to reach out to him during this difficult time. Councilmember Kruller referenced the recent win by the Seattle Seawolves Rugby Team. Councilmennber Delostrinos Johnson reported on the recent PCD (Planning and Community Development) Committee meeting. One of the items involves a potential extension to an expired rezone for Vintage©Tukwila in the Ryan Hill neighborhood. This topic should be considered by the Council in alignment with the Comprehensive Plan. Additionally, there was an update on a Wayfinding PIan as it relates to consistent signage across the City to include business districts and residential neighborhoods. Councilmennber Abdi reported on a meeting he had with staff from the Partner in Employment (PIE) organization. PIE works to guarantee the long-term economic stability of newly arrived refugees and immigrants in King County by providing tailored assistance in language acquisition, housing ababi|izadon, workforce entry, and job training in higher -wage industries. He is excited about the opportunity to work with this organization. MISCELLANEOUS Councilmember Quinn said he was a witness to a collision between a car and a schoolbus near Showalter Middle School in the area of the crosswalk where the traffic cameras are located. It appeared that a vehicle tried to pass the school bus, and the collision caused South 144th Street to be blocked. He expressed the importance of the ongoing work of the Council as it relates to safety. Councilmember Kruller referenced an email received from Lisa Krober of the Allentown Advocates that was distributed to all Councilmembers this afternoon. She would like to see discussion on the content in both the T&I (Transportation and Infrastructure Services) Committee and the Committee of the Whole. Ms. Kruller also referenced concerns from the Allentown Advocates about having the monthly meetings with City staff recorded. She asked for additional information about this issue as it relates to costs and staff impacts. Tukwila City CouncRegular Meeting Minutes February 7, 2022 Page 4 of 5 Council President McLeod referenced the need for elected officials in the region to be aware of the issues associated with the 42nd Avenue Bridge, truck rerouting, and BNSF as this situation has regional impacts. City Administration has put together a letter that addresses the above issues to send to regional elected officials (National, State, Local, and Port). This |e#er, which will be signed by the Mayor and Council President, was shared with the whole Council. Council President McLeod asked if there was Council consensus for the Ietter to be sent to regional elected officials, Councilmember Kruller suggested that WSDOT be included in the correspondence. Council consensus existed for the above referenced letter to be distributed. Councilmember Hougardy requested additional information regarding the portion of the CA (City Administrator) Report about a meeting between the Mayor, City Administnah/r, Deputy City Administretor, City Lobbyist and Senator Liias on January 27, 2022 regarding the 42nd Avenue South Bridge. David Cline, City Administrator, stated that Senator Liias supports the Council's view that the 42nd Avenue South Bridge is Tukwila's highest funding priority, and he will include the funding in the package in the next legislative session. Councilmember Kruller referenced Item #3 of the CA Report as it relates to increased enforcement regarding truck traffic near the 42nd Avenue Bridge. She would like a report on the outcomes of that effort. Eric D/ever, Police Chief, responded he would have information available at the next meeting. Ms. Kruller also requested an update on the meeting between City Administration and the Sheriffs Office and WSDOT (Washington State Department of Transportation) regarding the 42nd Avenue Bridge. Mr. Cline responded that will be forthcoming. Councilmember Sharp recounted an experience where residents of the City were asked to pay for parking at Starfire Sports complex (Fort Dent). It is his understanding that residents can park in the parking lot at Starfire for free and would like to see signs posted that ensure that clarity. Mayor Ekberg confirmed that parking is free at Starfire for Tukwila residents. Derek Speoh, Economic Development Administrator, explained that residents are allowed to park at Starfire at no charge when presenting a picture ID with a Tukwila address, However, there are training issues and staif turnover associated with the parking attendants that creates some difficulties. Starfire has been reluctant to put up signs regarding this issue, Staif will reach out to Starfire this week to address these concerns. There was support from the Councilnnennbers to have signage installed that makes clear that Tukwila residents are entitled to free parking at Starfire Sports Complex (Fort Dent). c. Staff David Cline, City Administrator, referenced the CA (City Administrator) Report, Monthly Construction and Budget Report and the 2021 4th Quarter Work Plan update and offered to answer any questions. Councilmember Kruller referenced the portion of the CA Report regarding the Tukwila Public Safety Plan Public Works status report and expressed her satisfaction that the doors have finally been installed in the Tukwfla City Council Regular Meeting Minutes February 7, 2022 Page 5 of 5 EXECUTIVE SESSION — Potential Litigation — Pursuant boRCVV42'38.11n(1)(i). (90 minutes) Mayor Ekberg announced the Council will now go nto an Executive Session to discuss: Potential Litigation — Pursuant to RC0V42.3O.11O(1)(i). (90 minutes) The total amount of time will be no more than 90 minutes, and no decisions will be made during the Executive Session. No action will be required in the Open Meeting after the Executive Session has concluded. He declared the meeting adjourned as of the conclusion of the Executive Session. The Executive Session will not be extended beyond the announced time, and they will not be returning to open session to adjourn or for any other reason. 8:17 p.m. Mayor Ekberg called for a brief recess to allow the Councilmembers to convene a separate remote meeting.
