SPECIAL MEETING This meeting was conducted remotely, with the City Council, Mayor, and staff off-site and participating via a remote electronic system. All participants, including the Mayor, Councilmembers, City staff, and legal counsel were not at Tukwila City Hall and participated via a remote electronic system. The phone number for public participation that was provided via the agenda distribution process was: 1-253-292-9750, access code 670077847# as well as a link to join the Microsoft Teams Meeting. CALL TO ORDER Mayor Ekberg called the remote Special Meeting of the Tukwila City Council to order at 9:57 p.m. directly following the Committee of the Whole meeting. ROLL CALL Andy Youn, Deputy City Clerk, called the roll of the Council. Present at the virtual meeting were Councilmembers Kathy Hougardy, De'Sean Quinn, Kate Kruller, Thomas McLeod, Cynthia Delostrinos Johnson, Mohamed Abdi, Tosh Sharp. Allan Ekberg, Mayor; David Cline, City Administrator; Rachel Bianchi, Deputy City Administrator; Kari Sand, City Attorney; Nora Gierloff, Community Development Director; Derek Speck, Economic Development Administrator; Vicky Carlsen, Finance Director; Tony Cullerton, Deputy Finance Director; Jay Wittwer, Fire Chief, Norm Golden, Deputy Fire Chief; Tracy Gallaway, Parks & Recreation Director; Eric Drever, Police Chief; Eric Lund, Deputy Police Chief; Hari Ponnekanti, Public Works Director; Brittany Robinson, Public Works Grant Analyst; Mike Perfetti, Senior Surface Water Manager; Joel Bush, Chief Technology Officer; Laurel Humphrey, Legislative Analyst; Andy Youn, Deputy City Clerk. CONSENT AGENDA a. Approval of VeuGheFs. (no vouchers required payment for this meeting). b. A resolution authorizing submission of an application(s) for grant funding assistance for the Gilliam Creek Fish Barrier Removal Project (#99830105) to the Salmon Recovery Funding Board and to the Brian Abbott Fish Barrier Removal Board as provided in RCW 77.85, RCW 77.95.180, WAC 420 and other applicable authorities. MOTION CARRIED 7-0. Tukwila City Council Special Meeting Minutes February 14, 2022 EXECUTIVE SESSION — Potential Litigation — Pursuant to RCW 42.30.110(1)(i) (30 minutes) Mayor Ekberg announced the Council will now go into an Executive Session to discuss: Potential Litigation — Pursuant to RCW 42.30.110(1)(i) Page 2 of 2 The total amount of time will be no more than 30 minutes, and no decisions will be made during the Executive Session. No action will be required in the Open Meeting after the Executive Session has concluded. He declared the meeting adjourned as of the conclusion of the Executive Session. The Executive Session will not be extended beyond the announced time, and they will not be returning to open session to adjourn or for any other reason. 9:57 p.m. Mayor Ekberg called for a brief recess to allow the Councilmembers to convene a separate remote meeting.
