Virtual Meeting due to COVID-19 Emergency; telephonic access provided to the public City Council PRESENT City Council: Thomas McLeod, Council President: Kathy Hougardy, De'Sean Quinn, Kate Kruller, Cynthia Delostrinos Johnson, Mohamed Abdi, Tosh Sharp Mayor&Staff Allan Ekberg, David Cline, Rachel Bianchi, Vicky Carlsen, Nora Gierloff, Laurel Humphrey Council President McLeod called the meeting to order at 9:00 a.m. Activity 1: Virtual Potluck Attendees participated in an ice -breaker exercise. Budget Process & Calendar Ms. Carlsen presented an overview of the process and calendar for adoption of the 2023-2024 biennial budget. Councilmembers discussed the information. Suggestions included scheduling smaller departmental budgets early in the process, reviewing the last community budget survey again, applying an equity lens, and providing an analysis of what city expenses are fixed and cannot be changed. Citywide Work Plan Mr. Cline provided an overview of the work plan for the year. Councilmembers provided input into the format of the document. Suggestions included adding descriptions, numbering, inception dates, sorting by department, and tying to committee work plans. Staff will bring a revised document back to the Committee of the Whole. Activity 2: Commonalities Councilmembers and Mayor participated in an ice -breaker exercise. Comprehensive Plan Overview & Process Ms. Gierloff provided an overview of the forthcoming Comprehensive Planning process, which is required by the Growth Management Act and due to be completed mid -2024. The Planning& Community Development Committee will resume this policy discussion later in the year. Permitting Ms. Gierloff provided an update on the status of development permitting and associated staffing challenges. Councilmembers discussed the important of equity in providing services. Council Processes Councilmembers discussed opening meetings with a land acknowledgement and will continue the practice this year. Councilmembers also discussed that there is a new process for voucher review to learn due to the new finance enterprise system. Councilmembers discussed the length of Council meetings and possibly finding an alternative schedule for executive sessions. The 2022 Tukwila City Council Retreat was adjourned at 12:46 p.m.
