MINUTES REGULAR MEETING CALL TO ORDER/PLEDGE OF ALLEGIANCE /ROLL CALL Mayor Haggerton called the Regular Meeting of the Tukwila City Council to order at 7:00 p.m. and led the audience in the Pledge of Allegiance. ROLL CALL Christy O'Flaherty, City Clerk, called the roll of the Council. Present were Councilmembers Joe Duffie, Dennis Robertson, Verna Seal, Allan Ekberg, Kathy Hougardy, De'Sean Quinn, and Kate Kruller. CITY OFFICIALS Jim Haggerton, Mayor; David Cline, City Administrator; Rachel Turpin, Assistant City Attorney; Mike Villa, Police Chief; Peggy McCarthy, Interim Finance Director; Bob Giberson, Public Works Director; Frank Iriarte, Public Works Deputy Director; Jack Pace, Community Development Director; Christy O'Flaherty, City Clerk. SPECIAL PRESENTATIONS a. Tukwila Library Advisory Board Annual Report. Marie Parrish and Sharon Kidd, Board Members Sharon Kidd and Marie Parrish provided an overview of the work of the Library Advisory Board during 2011. Highlights include the following: Since the Tukwila Library closed, circulation has increased at Foster Library. The Library -to -Go van has made targeted visits to apartments and pre schools. The Tech Lab has made more than 80 visits to the area. The Teen Book Club is very strong. The Study Zone at the Foster Library is successful. English as a Second Language (ESL) and citizenship classes are provided. Dr. Seuss events are also provided and well accepted. King County Library Services has reconfigured "clusters" such that Southcenter is now in the Tukwila cluster. The Southcenter Library has undergone a remodel that added additional seating as well as outlets for laptops and e- readers. Staff from King County Library Services and the Library Advisory Board are focused on community outreach and literacy. The Library Advisory Board members are looking forward to having the new library at the Tukwila Village site. It is anticipated there will be at least one public meeting for input from the community, and a great deal of effort is being put into raising funds to increase the size of the library by 2,000 square feet. Staff from the King County Library System have indicated they realize the significance of the 2,000 square foot increase and are striving to make that a reality. The Councilmembers asked questions of Ms. Kidd and Ms. Parrish and thanked them for their good work in the community. Mayor Haggerton referenced the Community Center for Education Results (CCER) third grade reading proficiency program and relayed that information would be provided to the Library Board about the program. Lynn Wallace, President Lynn Wallace, President of the Chamber of Commerce, provided an overview of the 2011 Year -End Report. The services provided to the City of Tukwila by the Chamber of Commerce include: Assistance with coordination and promotion of projects and events designed to enhance economic development. Service as an information center to businesses relocating or expanding into the area. Tracking and forwarding of all visitor information inquiries to Seattle Southside Visitor Services. Promotion of projects and events designed to enhance support and enthusiasm and foster a spirit of community within the City. Assistance with promotion and maintenance of the Tukwila International Boulevard Action Committee (TIBAC). Participation as a member of the Equity and Diversity Commission. Support to the Tukwila Domestic Violence Committee. Liaison between the City and business community with regard to programs such as Regional Transit Project, Commute Trip Reduction, Six -Year Parks and Open Space Plan, etc. Conduct monthly government affairs meetings. The Councilmembers thanked Ms. Wallace for the summary of Chamber of Commerce business for 2011 and for the work done in the City. Mayor Haggerton emphasized the importance of recognizing the connection between the business and residential communities. CITIZEN COMMENTS There were no citizen comments. CONSENT AGENDA a. Approval of Minutes: 2/6/12 (Regular) b. Approval of Vouchers: #359789 359871 and #120200 120203 in the amount of $1,998,293.70 c. Accept as complete the 2011 Overlay and Repair Program (contract #11 -105) with Watson Asphalt Paving Company, Inc.; authorize release of retainage, subject to the standard claim and lien release procedures (final cost of project, including retainage: $781,047.88). MOVED BY DUFFIE, SECONDED BY ROBERTSON THAT THE CONSENT AGENDA BE APPROVED AS SUBMITTED. MOTION CARRIED 7 -0. UNFINISHED BUSINESS a. Authorize the Mayor to sign an Interlocal Agreement with the King County Solid Waste Division to accept grant funds for the Tukwila Recycling Program in the amount of $78,934.00. MOVED BY ROBERTSON, SECONDED BY DUFFIE TO AUTHORIZE THE MAYOR TO SIGN AN INTERLOCAL AGREEMENT WITH THE KING COUNTY SOLID WASTE DIVISION TO ACCEPT GRANT FUNDS FOR THE TUKWILA RECYCLING PROGRAM IN THE AMOUNT OF $78,934.00. MOTION CARRIED 7 -0. b. A resolution reducing the change fund level for the Parks Recreation Department. MOVED BY QUINN, SECONDED BY SEAL THAT THE PROPOSED RESOLUTION BE READ BY TITLE ONLY. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, REDUCING THE CHANGE FUND LEVEL FOR THE PARKS RECREATION DEPARTMENT, AND REPEALING RESOLUTION NO. 1754. MOVED BY QUINN, SECONDED BY DUFFIE THAT THE PROPOSED RESOLUTION BE ADOPTED AS READ. MOTION CARRIED 7 -0, TO ADOPT RESOLUTION NUMBER 1762. c. A resolution acknowledging the formation of the Community Connectivity Consortium and approving its charter and authorizing the Mayor to enter into an Interlocal Agreement for the construction and management of fiber optic projects. MOVED BY ROBERTSON, SECONDED BY DUFFIE THAT THE PROPOSED RESOLUTION BE READ BY TITLE ONLY. MOTION CARRIED 7 -0. Christy O'Flaherty, City Clerk, read the proposed resolution by title only A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, ACKNOWLEDGING THE FORMATION OF THE COMMUNITY CONNECTIVITY CONSORTIUM (CCC), A PUBLIC CORPORATION, AND APPROVING ITS CHARTER; AUTHORIZING THE MAYOR TO ENTER INTO AN INTERLOCAL AGREEMENT TO JOIN THE CCC —ALONG WITH OTHER GOVERNMENT AGENCIES —FOR THE CONSTRUCTION AND MANAGEMENT OF FIBER OPTIC PROJECTS; AND REPEALING RESOLUTION NO. 1708. MOVED BY ROBERTSON, SECONDED BY KRULLER THAT THE PROPOSED RESOLUTION BE ADOPTED AS READ. MOTION CARRIED 7 -0, TO ADOPT RESOLUTION NUMBER 1763. d. Authorize the Mayor to sign an Interlocal Agreement with King County for the 2012 Regional Aerial Mapping Project in the amount of $12,753.76. MOVED BY ROBERTSON, SECONDED BY DUFFIE TO AUTHORIZE THE MAYOR TO SIGN AN INTERLOCAL AGREEMENT WITH KING COUNTY FOR THE 2012 REGIONAL AERIAL MAPPING PROJECT IN THE AMOUNT OF $12,753.76. MOTION CARRIED 7 -0. e. Authorize the Mayor to sign an agreement with Waste Management of Washington, Inc. for 2012 -2019 comprehensive solid waste, recycling and compostables collection. (Does not include mandatory collection) MOVED BY ROBERTSON, SECONDED BY DUFFIE TO AUTHORIZE THE MAYOR TO SIGN AN AGREEMENT WITH WASTE MANAGEMENT OF WASHINGTON, INC. FOR 2012 -2019 COMPREHENSIVE SOLID WASTE, RECYCLING AND COMPOSTABLES COLLECTION.* Jodie Vice from Cleanscapes extended thanks for the opportunity to bid on this contract. She thanked the staff and the consultant for a fair and competitive process. She has had the opportunity to get to know many members of the community, and Tukwila is fortunate to have so many hardworking citizens. Mayor Haggerton and the Councilmembers thanked Ms. Vice for her gracious and professional comments. Acknowledgement was also extended to Frank Iriarte, Public Works Deputy Director, for his work on this project. It was noted that discussion and public comments on the mandatory collection component of the contract will be on the agenda of the April 23, 2012 Committee of the Whole meeting. *MOTION CARRIED 7 -0. Tukwila City Council Regular Meeting Minutes February 21, 2012 Page 4 of 5 NEW BUSINESS Authorize the Mayor to sign an addendum to the Interlocal Agreement with the Tukwila Metropolitan Park District (MPD) for support services. MOVED BY SEAL, SECONDED BY QUINN TO AUTHORIZE THE MAYOR TO SIGN AN ADDENDUM TO THE INTERLOCAL AGREEMENT WITH THE TUKWILA METROPOLITAN PARK DISTRICT FOR SUPPORT SERVICES.'` The addendum to the Interlocal Agreement (ILA) clarifies that the salaries and benefits of the pool staff and management are not a part of the ILA and are not charged to the District separately, and are not included in City of Tukwila support services costs subject to the $7,500 per month maximum fee. The MPD Board approved this addendum at the February 13, 2012 Board meeting, and the same action is required by the City Council. "MOTION CARRIED 7 -0. REPORTS a. Mayor Mayor Haggerton attended the King County Aerospace Alliance media event at South Seattle Community College in Tukwila on February 14, 2012. King County Executive Dow Constantine was in attendance as were Mayors from the valley cities and representatives from the University of Washington, Washington State University and local high schools. The Alliance is working diligently to ensure that Boeing manufacturing remains in the State of Washington. The Mayor reported that the discussion regarding the letter of support to reclassify marijuana /cannabis as a Schedule 2 drug will be on the agenda of the February 27, 2012 Council meeting. Additionally, the prescreening process for Finance Director has concluded, and 5 excellent candidates have been selected for interviews. b. City Council Councilmember Robertson referenced the increase in residential burglaries and thanked Police Chief Villa for his work on this issue. He also acknowledged Councilmember Hougardy for her involvement in raising awareness. Council President Seal attended a recent Teens for Tukwila meeting and was impressed with the inquisitiveness and confidence of the students. She credited Nate Robinson, Teen Specialist at the Tukwila Community Center, for his work with the teens in helping them find their voice in the community. Councilmember Ekberg attended the Save the Tukwila Pool meeting on February 18, 2012. He also attended the South County Area Transportation Board (SCATbd) meeting where an item of discussion involved Transportation Benefit Districts and funding from gas taxes. As Transportation Committee Chair, he will be having the Transportation Committee look at this issue. Additionally, as it relates to Teens for Tukwila, he has contacted the American Legion as they provide sponsorship to Central Washington University for young people to learn about the State legislative process. Councilmember Hougardy reported that the school levy is passing at approximately 66 She also announced there will be a Community Block Watch meeting at the Foster Tukwila Presbyterian Church on February 23, 2012 at 6:30 p.m. She thanked Police Chief Villa and Community Policing Coordinator Chris Partman for their help and involvement in this matter. Councilmember Quinn was a speaker at the recent Global to Local event in the City of SeaTac, which was very well attended. The Global to Local project involves reducing health access challenges in the cities of Tukwila and SeaTac. It is a unique concept that they hope to replicate across the country. Tukwila City Council Regular Meeting Minutes February 21, 2012 Page 5 of 5 Councilmember Kruller thanked Councilmember Hougardy and her husband for their work on the school levy. She attended the Save the Tukwila Pool meeting on February 18, 2012 and is looking forward to the contributions of the Citizens Pool Advisory Committee. She reported that Representative Bob Hasegawa had a town hall meeting at the Tukwila Community Center on February 18, 2012 that was well attended. c. Staff David Cline, City Administrator, referenced the City Administrator Report that is part of the Council packet. He reported there were 17 responses to the Request for Proposals for the Strategic Plan. The review team, which includes Mayor Haggerton and Council President Seal, has honed the list of proposals down to 6 and additional review is continuing. d. City Attorney There was no report. e. Intergovernmental The Council Analyst is not required to attend Regular Meetings. MISCELLANEOUS Mayor Haggerton relayed that at the King County Aerospace Alliance event, one of the students from South Seattle Community College was in attendance. Mohammed Dahir from Tukwila will be graduating in the near future in the field of aviation, and the Mayor will be inviting him to a Council meeting to make a presentation. Additionally, the Mayor's grandson wrestled in the 106 pound weight division for Foster High School and came in 4` in the state. Councilmember Ekberg inquired about the sales tax information in the City Administrator's Report. David Cline, City Administrator, responded that the report is for 2011 and that sales tax for December 2011 was down from December 2010. Councilmember Ekberg inquired if the upcoming issue regarding the Sound Transit Station is quasi judicial, requiring the Council to refrain or limit outside discussions. Rachel Turpin, Assistant City Attorney, answered in the affirmative and offered to talk with any Councilmember who has questions.
