BACKGROUND This is the 2nd year that the police department reviewed all use of force incidents together with community representatives. The community representatives were the same in 2020, which consisted of members selected for the Valley Independent Investigative Team related to officer involved shooting incidents. The participants were Sean Goode, Allan Howard, Ross Dworman, and Sharon Myklebust. Also included in the discussions were defensive tactics instructors from the department. The participants from the PD included Sergeant Isaiah Harris, Detective Erik Kunsmann, and Officer Eric Hines. For 2021 the group met quarterly to review more current incidents. The dates that the group met were: • Quarter 1 review • Quarter 2 review • Quarter 3 review • Quarter 4 review — May 11th, 2021 — August 10th, 2021 — December 23rd, 2021 — February 8th, 2022 The review process consists of a basic overview of each incident which includes the type of call, type of force used, injuries sustained (to the subject and/or officer), how the force was reviewed, and the disposition of the report. If body -worn camera footage was available, a clip of the force used was shown to the group. After each incident, the community reps were encouraged to ask questions about the incident. ANALYSIS In 2021 there were 34 reported use of force incidents. This is a 37% decrease from 2020. The PD responded to 31,317 calls for service (CFS) in 2021. Force was used only in 0.10% of CFS. 755 calls were cleared with an arrest, which is down 29% from 2020. 439 calls were cleared with a code indicating a possible mental health issue. This is down 24% from 2020. In all calls involving an arrest or a possible mental health issue, force was used in 2.8% of the calls, down 0.6% from 2020. In 2021 arrests were down 29% compared to 2020 even though CFS were up 4% from 2020. The lower number of arrests can be contributed to legislative reform that was enacted in July of 2021. Officers currently are not able to physically detain an individual that is only suspected of committing a crime, therefore, many suspects are simply walking away from officers before probable cause is obtained. 3 4 INFORMATIONAL MEMO Page 2 All 34 use of force incidents were reviewed at three levels within the department. After the UOF report is submitted, it is reviewed by a Sergeant, Commander, and the Deputy Chief. The review consists of reading reports and viewing BWC footage. All but one of the 34 use of force incidents were found to be within policy. One of the incidents was found that one of the officers could benefit from mentoring/coaching. The citizen representatives did not have any issues or concerns with any of the use of force incidents reviewed in 2021. Officers developed probable cause for the arrest of the male and made contact at the apartment door. The male suspect was in the door when the officers opened it and told him he was under arrest. The suspect did not cooperate with command and was resisting arrest by holding on to the railing Officers discover male is holding a red knife in his hand. One officer delivers a strike to the face of the male, which stuns him and allows officers to take male to the ground and place him in handcuffs. Male was transported to the hospital for medical eval, then booked into King County Jail felony No - Contact Order Violation due to 2 previous convictions. Reviewed by Sergeant, Commander, and Deputy Chief. Found to be within policy.
