CALL TO ORDER: The meeting was called to order at 5:19 p.m.
I. PRESENTATIONS
No presentations.
II. BUSINESS AGENDA
A. Tukwila Urban Center Access (Klickitat) Proiect SUDDlement No. 2 with CH2M Hill
Staff is seeking Council approval for Construction Management Supplement No. 2 with CH2M Hill in the
amount of $81,047.80 for the TUC Access (Klickitat) Project. With the holiday traffic moratorium and the
heavy snow in Januaiy 2(_)12, construction management services need to be extended to June 30, 2(_)12. The
budget for construction management remains the same, but the Citv construction management staffing estimate
Of $302,77520 vvas reduced to compensate for the additional CH2M Hill supplement. UNANIMOUS
APPROVAL. FORWARD TO MARCH 12 COW FOR DISCUSSION.
B. Ordinance: 2012 WSDOT Standard Sbeclficatlons
Staff is seeking Council approval for an ordinance adopting the 2012 WSDOT Standard Specifications. The
ordinance is needed to adopt the Standard Specifications for any Federal Aid Projects so that the contract format
is the same across all jurisdictions. The mandated contract specifications are only Division I of the WSDOT
Standard Specifications, whereas Divisions 2 through 9 can be modified to meet our specific City's
requirements. There are only minor technical changes to the Division I contract boilerplates. The Committee
vvas concerned that there were not "substantial" changes and requested a synopsis of the 2012 updates if
available. The draft ordinance will repeal Ordinance No. 2284. After further discussion, staff will make an
inquiry to the City Attorney's office to see if the draft ordinance could be changed to reflect acceptance of all
ftrture/subsequent editions to make this process more efficient. Again, the Committee and /or Council would be
informed of any significant changes made in these editions (i.e. such as changes made in 2014).

C. Strander Blvd /SW 27"' St Extension Phase III Grant Auulication
Staff is seeking Committee approval to apply for the Federal Highway Administration's TIGER IV grant for
Phase III of the Stander Bh-d Extension Project. Phase III is completely in the City of Tuk vila and will connect
Strander Boulevard from the TUklylla Longacres Station under the railroad tracks to West Valley Highway.
At Committee, Bob announced that the Freight Mobility Strategic Investment Board FMSIB) has pledged $5
million for Phase III. With the $5 million, only $22 million will be requested from the TIGER IV grant as the
total project cost is estimated to be $27 million. Matching funds are available from Phases I and II and
Tukwila's contribution should be $0.00. This grant is vely competitive, but the City of Renton and FMSIB are
requesting the City's participation. An updated informational memo was requested to be attached to the
Committee minutes with the new information. UNANIMOUS APPROVAL FROM UTILTIES
COMMITTEE TO APPLY FOR TIGER IV GRANT.
D. TUC Transit Center and Andover Park W Street hnarovements Desian Uadate
Cyndy informed Committee on the Transit Center and Andover Park West street improvement design before the
stakeholders meeting scheduled for Wednesday_ March 7, 2012 at LOO pm at the Chamber of Commerce (on
Interurban across from Galliano's).

The project's 60% design should be completed by April 1, 2012, and construction should be advertised for bid
in JUIv 2012. Some of the luglilights include:
Northbound zone is located in front of California Pizza Kitchen
Security concerns have been addressed that include CCTV cameras, Nyalls /fencing /plants vvill separate the
Transit Center from the Mall parking lot, California Pizza Kitchen, ACME Bowl and Acura
Emergency- call boxes will be installed (same as the Mall parking garages), but no payphones
Rapid Ride bays will be included
There will be no pullout or bus shelter on Balser Boulevard, but the sidewalk on Balser Boulevard will tie -in
v*di the design
The sidevvalk design vvill match the TUC Access (Klickitat) sideNvalks (sidewalks vvill only be 8 -9 ft wide)
A pedestrian scramble phase at the signal is being considered and a visually strong concrete design is
planned for the Andover Park West/Baker Boulevared intersection
No properties Nyill loose their existing parking stalls
Firestone's canopy and pump islands Nyill be removed and 8 parking stalls Nyill be replaced
Puget Sound Energy- above ground svvitches may be relocated (cost is estimated at $200k), there is a PSE
underground vault in front of Firestone that will have a cost impact on the 20' extension of the southbound
bus pullout requeste by King county Metro for future bus seiirice
The bus bay shelters Nyill have custom roofing, but Nyill use King Count Metro parts and the glass portion
will be standard KC Metro
The design is still considering colors for the bus shelters along with the landscaping palette for the trees
along Andover Park West
The bus stop in front of REI will be removed
Additionally, some driveways egress vvill be restricted to only right turns with no left turns alloyed. This may
be an issue at the stakeholders meeting. Cyndy also reported that there may be additional Temporal
Construction Easements or License to Construct(s) that may require Council approval. INFORMATION

III. SCATBd
No discussion held, but the Committee Nyill review the Februaiy 21, 2012 agenda N-, hen the minutes have been
published by King County staff. INFORMATION ONLY.
IV. MISCELLANEOUS
Sharon Mann requested that a speed study be considered on Tukwila International Boulevard as the speed changes
from 35 MPH at East Marginal Way Sout to 40 MPH after SR 599 and then is 40 MPH along most of the
Boulevard. Sharon is concerned about speed, jav walking, if the tNyo lighted mid -block crosswalks could get the
overhead lights and that with Tukwila Village, there will be more pedestrian traffic. Bob responded that Ave Avaited
until all construction had been completed on TIB and are currently routing a contract for a speed study. Bob is also
looking at the mid -block cross-,yalks and if there is nevv technology such as LED lights or advance Nyarning lights to
improve the crosswalks. Allen requested that Sharon be invited to the fijture Transportation Committee meeting
N-, hen the speed stud has been completed and is reported to Committee.
Future Agendas. Allan requested that the Transportation Benefit District be a future item (after the State legislature
is finalized).
