COMMITTEE OF THE WHOLE CALL TO ORDER/PLEDGE OF ALLEGIANCE Council President McLeod called the Tukwila City Council meeting to order at 7:00 p.m. and led the audience in the Pledge ofAllegiance. OFFICIALS Present at the hybrid meeting were Council President McLeod (on-site); Councilmembers Kathy Hougardy (on-site), De'Sean Quinn (on-site), Cynthia Delostrinos Johnson (on-site), Mohamed Abdi (on- site), Tosh Sharp (on-site). PUBLIC COMMENTS 7:04 p.m. Council President McLeod announced there were technical difficulties earlier in the meeting that prevented the audio and video from being streamed during the Call to Order/Pledge of Allegiance, statement insupport ofUkraine, and the land acknowledgement. Dave Puki addressed the Council regarding the Teen and Senior Center and expressed concern that the Star Nursery site is being considered as a potential location when it was originally intended for a new fire station. He would like to see mitigation efforts as the Tukwila Community Center is underutilized by residents in favor of revenue -generating activities. 2. Joe Duffie stated he was previously supportive of the Bartell site for the Teen and Senior Center but has reconsidered in favor of the Star Nursery site since it is already owned by the City. He would like the City to hold a meeting with the community regarding the Teen and Senior Center. Council President McLeod referenced an email sent to the Council on March 14, 2022 from Lucas Weisbecker regarding the Teen and Senior Center. SPECIAL ISSUES a. Weekly COVID-1 9 Report. Rachel Bianchi, Deputy City Administrator, provided an update on the City's COVID-19 response as follows: City staff returned to pre -omicron in-person services as of March 1, 2022. The Tukwila Pantry is in need of volunteers and donations including bars of soap, detergent, toothbrushes, toothpaste, diapers, and sanitary items. b. An update on the Teen and Senior Center project siting. Rachel Bianchi, Deputy City Administrator, outlined answers to questions asked by the Council at the February 14, 2022 Committee of the Whole meeting related to the siting of the facility. She relayed the City recently received the King County Parks Grant for $100,000 and a $258,000 allocation in the State capital budget. Councilmember Sharp expressed concern that the costs of this project will be shouldered by Tukwila residents that are already burdened by high property taxes. The Councilmembers asked additional clarifying questions and offered comments including the need for caution in order to provide accurate project cost estimates; the importance of investing in the future; and the need for additional information (partnership opportunities with the Tukwila School District, timelines associated with the grants recently awarded, and the Parks and Recreation senior needs assessment) before making a decision. CONSENSUS EXISTED TO DISCUSS THIS ISSUE AT A FUTURE MEETING. c. A resolution updating land use fees. Max Baker, Development Supervisor, explained this resolution amends the City's fee schedule to ensure consistency with updates to Tukwila Municipal Code Chapter 18.58, "Wireless Communication Facilities." Permit decision types are being replaced and associated fees updated, and the Zoning Verification Letter fee will be increased. CONSENSUS EXISTED TO FORWARD THIS ITEM TO THE NEXT REGULAR MEETING CONSENT AGENDA. d. An update on development review permitting. Mayor Mayor Ekberg reported the City will be hosting the upcoming virtual Governing for Racial Equity and Inclusion (GRE|) meeting nnMarch 18.2O22.The session will beled byNieehaFVrt-Brooks.Community Engagement Manager. b. City Council Councilmember Hougardy attended a reception for the newly appointed Greater Seattle Partners President and Chief Executive Officer, Brian Surratt. Councilmember Quinn participated in a Washington State Criminal Justice Training Commission meeting and acknowledged Police Chief E)revervvho spoke regarding training requirements and needs. He attended the reception for the Greater Seattle Partners President and Chief Executive Officer, Brian Surrett. Councilmember Delostrinos Johnson shared she will be attending a South King Housing and Homelessness Partners (SKHHP) Executive Board meeting on March 18, 2022 and announced SKHHP is seeking applications from the Tukwila community for the Advisory Board, Coumj|mombmrAhdispoke with abusiness owner located near the Bartell site who iosupportive of the Teen and Senior Center but concerned about possible impacts to his business. He relayed he will be meeting with Hien Kieu, Executive Director ofPartners in Employment, on March 16. 2022 to dieoVne youth engagement opportunities. There was no report. Tukwila City Council Committee of the Whole Minutes March 14, 2022 Page 4 of 4 MISCELLANEOUS Councilmember Hougardy stated the Port of Seattle has reached out requesting a letter of support from the City to pursue federal grant funding for airport access improvements and congestion reductions. Laurel Humphrey, Legislative Analyst, indicated the project would widen roadways, add lanes near the terminal, simplify access to the parking garage and ground transportation center, and improve safety overall. The intention is to get congestion out of neighborhoods and reduce idling and vehicle emissions. There was consensus for the Mayor to sign the letter of support. Councilmember Quinn reported the Finance and Governance Committee was introduced to the American Rescue Plan Act (ABPA) Analyst, Julie Hatley, and received updates on the use of ARPA funds for Parks and Recreation programs.
