Amendment No. 1 will award an additional $50,000.00 (for a total of $168,112.00) from the WA State Local Toxics Control Account. This is a non competitive grant and no matching funds are required. BACKGROUND Tukwila received $118,112.00 in a Municipal Stormwater Capacity Grant in 2010. The DOE informed Tukwila that it has been awarded an additional $50,000.00 in grant funds. This is Tukwila's share of funding from the Washington State Legislature that provided an $8.9- million appropriation from the Local Toxics Control Account in the 2012 -2013 Operations Budget. ANALYSIS Staff has reviewed the requirements for this additional funding and identified proposed projects that are currently listed in our Surface Water Management Program which meet the eligibility requirements for this grant. This is a non competitive grant and matching funds are not required. GI100108 BETWEEN THE STATE OF WASHINGTON DEPARTMENT OF ECOLOGY AND CITY OF TUKWILA PURPOSE: To amend the above referenced grant agreement between the Department of Ecology [DEPARTMENT] and City of Tukwila [RECIPIENT] for the Municipal Stormwater Capacity Grant Project. This amendment is needed to increase budget for Phase II community NPDES Permit Activities by $50,000 and extend the expiration date of the grant agreement. IT IS MUTUALLY AGREED that the grant agreement is amended as follows: PART I. GENERAL INFORMATION 1. The general information shall be modified as follows: a. The expiration date is extended from June 30, 2012 to June 30, 2013. PART IV: PROJECT BUDGET 1. PRESENTATIONS No presentations. II. BUSINESS AGENDA A. NPDES Proaram: Washinaton State DOE Grant Amendment Staff is seeking Council approval to accept an amendment to the Washington State Department of Ecology (DOE) Grant for an additional $50,000 in funding. In November 2010 (see Utilities Committee minutes dated October 12, 2010), the Council approved a grant agreement with the Washington State Department of Ecology (DOE) to accept non competitive grant funds in the amount of $118,112 for the Municipal Stormwater Capacity Grant. Tukwila has been informed that DOE has an additional $50,000 in funding available from the State Local Toxics Control Account to add, to the existing funds. Staff will utilize /apply these funds to the outfall program and public education relative to NPDES. UNANIMOUS APPROVAL. FORWARD TO MARCH 12 COW FOR DISCUSSION. III. MISCELLANEOUS There was a brief discussion regarding a consent agenda process that will soon be moving through the Finance Safety Committee. If implemented by ,full Council, the Committee noted that above item would be an excellent example of an item recommended for consent agenda. Committee Chair Robertson requested, and the Committee concurred, that when there is only one item on an agenda, if it is not urgent or time sensitive, that it be moved to a future Committee meeting in consideration of improving efficiency of meetings. However, if a one or two item meeting is required and it does not appear to be time consuming, staff should prepare to use the extra meeting time as an educational opportunity for the Committee. For example, if an agenda time only takes 5 minutes of Committee time, perhaps the next 20 -25 minutes could be used to provide information regarding the CIP process.
