MINUTES COMMITTEE OF THE WHOLE MEETING CALL TO ORDER /PLEDGE OF ALLEGIANCE Council President Seal called the Tukwila City Council meeting to order at 7:03 p.m. and led the audience in the Pledge of Allegiance. OFFICIALS Present were Verna Seal, Council President, Councilmembers Joe Duffie, Dennis Robertson, Allan Ekberg, Kathy Hougardy, De'Sean Quinn, Kate Kruller. CITY OFFICIALS Jim Haggerton, Mayor; David Cline, City Administrator; Mike Villa, Police Chief; Bob Giberson, Public Works Director; Don Tomaso, Fire Marshal; Peggy McCarthy, Interim Finance Director; Kimberly Matej, Council Analyst; Melissa Hart, Deputy City Clerk. CITIZEN COMMENTS There were no citizen comments. SPECIAL ISSUES a. Bid award for a fire alarm system for the 6300 Building. Councilmember'Robertson indicated this item was discussed at the Utilities Committee meeting on February 14, 2012. The committee members were unanimous in recommending approval. Bob Giberson, Public Works Director, explained audible alarms could not be heard throughout the 6300 Building during the annual fire confidence testing and planned fire drills. The proposed contract will add 175 new devices throughout the 6300 Building including strobes, horns, and smoke detectors. Three vendors submitted proposals, and Custom Security Systems (Ace Fire) submitted the lowest bid. The Council is being asked to approve the contract with Custom Security Systems (Ace Fire) for the 6300 Building's fire alarm system upgrade in the amount of $45,821.37. COUNCIL CONSENSUS EXISTED TO FORWARD THIS ITEM TO THE NEXT REGULAR MEETING. b. Updates to Fire and Parks impact fee ordinances. Councilmember Quinn indicated this item was discussed at the Finance and Safety Committee meeting on February 22, 2012. The committee members were unanimous in recommending approval. Don Tomaso, Fire Marshal, explained issues arose during the implementation of the Fire and Parks impact fee ordinances regarding the interpretation and conflicting language within each ordinance. The proposed changes correct the conflicting language and provide greater clarity for staff and developers. Discussion and consensus regarding support letter to reclassify medical marijuana /cannabis as a Schedule II drug. Mayor Haggerton is seeking Council consensus regarding whether or not the Council is interested in taking a position in support of Federal reclassification of medical marijuana /cannabis as a Schedule II drug under the Controlled Substances Act (CSA). At the February 8, 2012 Suburban Cities Public Issues Committee (PIC) meeting, John Partridge, Regional Law Safety and Justice Committee Vice Chair, gave a brief presentation on a petition that Governor Gregoire has filed with the United States Drug Enforcement Administration (DEA) seeking to have medical marijuana /cannabis reclassified as a Schedule II drug. The PIC members have been asked to obtain feedback from their respective jurisdictions on their position on this issue and report back at the March PIC meeting. The Councilmembers exchanged comments on the above mentioned topic, and there was Council consensus to support the Mayor signing the Suburban Cities letter. REPORTS a. Mayor Mayor Haggerton participated in the February 22, 2012 working lunch with the City's Federal Lobbyists, Hal Hiemstra and Michelle Giguere from Ball Janik. On February 23, 2012 he attended a meeting with the Valley Mayors and King County Executive, Dow Constantine to discuss the proposed tax distribution relating to the transportation motor vehicle excise tax (MVET) bill currently before the Washington State Legislature. Later that afternoon, he attended the Emergency Medical Service (EMS) Regional Sub Committee meeting. On February 24, 2012 he attended the King County Flood Control District meeting, where the topic of discussion was cost sharing relating to the removal of the HESCO barriers along the Green River. Additionally, he participated in the City Council Retreat on February 25 -26, 2012 in Olympia. b. City Council Councilmember Duffie attended the Council Retreat on February 25 -26, 2012 in Olympia. Councilmember Robertson attended the Council Retreat on February 25 -26, 2012 in Olympia. Councilmember Ekberg attended the February 22, 2012 meeting with the City's Federal Lobbyists, Hal Hiemstra and Michelle Giguere from Ball Janik. He attended the Community Block Watch meeting on February 23, 2012 and the Council Retreat on February 25 -26, 2012 in Olympia. Councilmember Hougardy attended the February 23, 2012 Community Block Watch meeting and the February 25 -26, 2012 Council Retreat in Olympia. Ms. Hougardy reported to the Council about the Code Enforcement and Rental Housing update that was presented earlier this evening at the Community Affairs and Parks Committee meeting. There was Council discussion about the presentation to the Committee, and a request was made to have the same presentation for the full Council at a Council meeting. Council President Seal stated she would work with the City Administrator to schedule the staff presentation for a future Council Meeting. Councilmember Quinn attended the Council Retreat on February 25 -26, 2012 in Olympia. Councilmember Kruller attended the Community Block Watch meeting on February 23, 2012, and she participated in the Council Retreat on February 25 -26, 2012 in Olympia. She reminded the audience of the Tukwila Rotary Bowl -a -thon to benefit the Tukwila Food Pantry, March 24, 2012 at ACME Bowl. Council President Seal thanked the Police Department staff for their work and organization of the February 23, 2012 Community Block Watch meeting. She also participated in the Council Retreat February 25 -26, 2012 in Olympia. Staff David Cline, City Administrator, thanked the Council for inviting City staff to participate in the Council's annual retreat on February 25 -26, 2012 in Olympia. d. City Attorney The City Attorney's presence is not required at Committee of the Whole meetings. e. Intergovernmental Kimberly Matej, Council Analyst, thanked the Council for the compliments and commended the Council for their work at the Council Retreat. MISCELLANEOUS Mayor Haggerton offered follow -up on one of the Council Retreat items relating to Council acknowledgement at public meetings. At the City's Executive Staff Meeting earlier today, he reminded City staff to be sure to acknowledge the Councilmembers at public meetings.
