This meeting was conducted both on-site at Tukwila City Hall and also virtually based on the Governor's
Proclamation 20-28, adopted March 24, 2020.

CALL TO ORDER/PLEDGE OF ALLEGIANCE/ROLL CALL
Mayor Ekberg called the Regular Meeting of the Tukwila City Council to order at 7:01 p.m. and led the
audience in the Piedge ofAllegiance.
Andy Youn, Deputy City Clerk, called the roll of the Council. Present at the meeting were
Councilmembers Kathy Hougardy (on-site), De'Sean Quinn (on-site), Kate Kruller (on-site),
Thomas McLeod (on-site), Cynthia Delostrinos Johnson (on-site), Mohamed Abdi (on-site),
Tosh Sharp (on-site).

LAND ACKNOWLEDGEMENT — Councilmember Delostrinos Johnson stated "The City of Tukwila is
located on the ancestral lands of the Coast Salish people. We acknowledge their continuing connections
to land, waters and culture. We pay our respects to their elders past, present and emerging."
PUBLIC COMMENTS
Those wishing to provide public comment had the opportunity to signupviaemoi|by5:OO[zm.hodayto
read comments verbaily at the meeting. Mayor Ekberg asked those who had signed up to proceed with
their public comments.
David Chivis said he attended a wonderful event that was handled by Nate Robinson, Teen Recreation
Program Sialist, to provide an opportunity for Foster Hih School youth and senior citizens in the
community to interact. He explained that there is a new manager at the SHAG (Sustainable Housing for
Ageless Generations) facility who is working on addressing various issues. He asked for information as it
relates to the proposed Teen and Senior Center.
Chad Roberson explained he lives in the Cascade View neighborhood and relayed there has been an
uptick in crime by way of home and car break-ins, shootings and graffiti that has the residents feeling
unsafe, He would like to work with the City and other community members to help resolve these issues.
He suggested outreach to those in the community who may need assistance with language barriers.
Councilmember Kruller said she also lives in the Cascade View neighborhood and would like to work on
coordinating a block watch and asked Mr. Roberson to leave his contact information with the Legislative

Council President McLeod conveyed that he has spoken to Mr. Roberson and will also speak with the
Police Chief about options. The City Council and the Police Department do take the concerns very
seriously.
Councilmember Kruller relayed that more Ietters from students from the CivicsClass were recived, and
she would like them entered into the record.
Council President McLeod explained approximately 75-80 letters have been sent to the Council by the
students, and it is the Council President's responsibility to respond. Rather than sending an email to
each student individually acknowledging receipt of their Ietter, he reached out to the teachers, and he will
be going on-site to respond to the students in their classrooms. A date of April 19, 2022 is being
considered, and that date has yet to be confirmed. Councilmember Kruller expressed interest in
attending.
Councilmember Quinn requested that an update be given regarding the Teen and Senior Center based
on the request by Mr. Chivis under the Public Comments portion of the meeting.
David Cline, City Administrator, explained that currently the City Council is gathering input from the
community as it relates to the design and location for the proposed Teen and Senior Center.
PROCLAMATIONS
A proclamation recognizing April as Sexual Assault Awareness Month
Councilmember Kruller read a proclamation recognizing Sexual Assault Awareness Month in the City of
Tukwila.
PRESENTATION
Promotions of Fire Department staff. Norm Golden, Assistant Fire Chief
Joshua Kelch to the position of Battalion Chief, and Cathy Browning to the position of Fire
Captain
Mayor Ekberg administered the Oaths of Office to Captain Browning and Battalion Chief Ne|ch.
CONSENT AGENDA
a. Approval of Minutes: 3/21/22 (Regu|aryWbJj; 3/28/22 (Special Mtg.)
b. Approval of Vouchers #00400349-00400431 in the amount of $845,354.26
c. Authorize the Mayor to sign a contract with KPG-Psomas for the South 152nd Street SRTS (Safe
Routes to Schools) Project Design in the amount of $453,254.00.

REPORTS
a. Mayor
Mayor Ekberg attended an event recognizing the Riverton Creek Flapgate project that allows salmon to
swim upriver to spawn. King County Executive Dow Constantine was also in attendance. There is also
great bamboo artwork in this area of the Green River Trail.
b. City Council
Councilmember Hougardy attended the recent SCA (Suburban Cities Association) dinner, where in-
person networking occurred with the attendees to include King County Executive Dow Constantine, She
also attended the Greater Seattle Partners Economic meeting and the King County Metro Electrification
celebration (opening of charging facility and beginning of battery -electric bus service). yWs.Hougondy
provided the opening remarks at this event and was proud to be able to convey compliments to those
who worked so hard on this pjecL
Councilmember Quinn reported that he had the privilege of speaking with Mr. Roberson who spoke under
the Public Comments portion of toniht's meeting. He was inspired by the willingness of the resident to
seek to resove the issues as a community. He also spoke to a resident from Tukwila Village where new
management is underway, and there are ongoing concerns about safet. He would like to see the City
work together with community members with creativity and innovation.
Councilmember Kruller attended the King County Metro Electrification celebration, where Foster High
School student Preston Hopp sounded the trumpet charge during the event, She also attended the SCA
dinner and emphasized the importance of being able to network with regional leaders in person.
Additionally, Congressman Adam Smith was recently in town, noting that he supported 9 Tukwila
projects, with $1 miUiongoingtotheVVad jir development. He has really moved the needle for Tukwila
and the region. She also reported on the Transportation and Infrastructure (T&I) Services Committee
meeting this evening that involved approving an application for a RAISE grant for the Strander Blvd.
Extension project and a grant award from King County Waterworks for the Stormwater Quality Retrofit
project.
Councilmember Delostrinos Johnson received a call from a resident in the Duwamish neighborhood who
reported an outbreak of vehicle break-ins and vandalism, Community safety has become a common
theme, and she is hoping that discussions can occur around this important issue. She also attended the
Joint Recommendations Committee meeting (An inter -jurisdictional body that provides funding
recommendations and advice on guidelines and procedures for King County and its city partners on a
wide range of housing and community development issues), where the topics included: The Annual
Performance Report; renewal of the Interlocal Cooperation Agreement; and an update on funding
timelines for applications for applicable projects. Ms. Delostrinos Johnson reported on the Planning and
Community Development Committee meeting where the topics included applications for the use of
Lodging Tax Funds for a Juneteenth commemoration and a Fiesta 5K OLE; an ordinance extending a
rezone for Vintage@Tukwila; and an update on the Tukwila Village Development Association, which
manages the Sullivan Center.
Councilmember Abdi reported that he joined a Muslim Board for the agency Essentials First,
which provides hygiene and warmth kits to vulnerable populations including those who are homeless or
living in shelters. He also relayed that he was invited to be involved in the Juneteenth celebration.
Councilmember Sharp explained that he was approached by a senior citizen from Tukwila who expressed
appreciation for the recent recycling event. He attended the Vietnam Veterans Memorial event and
emphasized the significance of the sacrifice the veterans have given to this country. While they do not
request thanks for their sen/ima, it is important to acknowledge them for the contributions they have given
and to help them out when poaoib|e, as many are struggling.

c. Staff
David C|ine, City Administna0xr, referenced the CA (City Administrator) report and Monthly Construction
and Budget Report and offered to answer any questions. Additionally, Mr. Cline explained that City staif
will follow up with those who provided public comments.
Councilmember Hougardy stated that there is a great deal of good information in the CA Report,
referencing the portions of the report regarding briefings with Senators Murray and Cantwell; the Teens
for Tukwila meeting with Representative Bergquist; the Teen Room and Late Night event with 65 teens
participating; the update on the 42nd Avenue South Bridge with a plan to open one lane in the southbound
direction on April 5; and the response to Councilmember Sharp's request that the Council Meeting
Minutes be more accessible by adding the Iinks to the weekly agenda email.
MISCELLANEOUS
Councilmember Hougardy referenced a water main break on March 30, 2022 in the early morning, which
received a quick response from the Public Works Department. She asked Bryan Still, Public Works
Operations Manager, to provide a summary of the event,
Mr. Still provided an overview of the water main break at the intersection of Andover Park West and
Tukwila Parkway that ruptured at 1:15 a.m. on March 30 involving a 18SOa8^cast iron water main. It was
an all -hands on deck project, requiring 80-90 tons of material to refill it with gravel and 20 tons of asphalt
on top of that. The water was back on by 2:00 p.m., and the road was opened via a temporary patch by
6:00 p.m. on March 30. This was a good example of City staif coming together for a successful end
The Councilmembers asked clarifying questions regarding the overview and thanked the Public Works
Department for their great work.
