City of Tukwila Allan Ekberg, Mayor INFORMATIONAL MEMORANDUM TO: COMMUNITY SERVICES & SAFETY COMMITTEE FROM: Mayor Ekberg David Cline, City Administrator DATE: April 13, 2022 SUBJECT: Amendment #2 to the Karen Reed Consulting Contract ISSUE The City Council approved the formation of a Fire/EMS Community Advisory Committee and appointed members to the Committee with consultant Karen Reed as the facilitator. Council has authorized up to $75,000 as compensation for these services. The Committee is scheduled to meet every other week through mid-May, which may be extended to finalize the final task report. Additional funds are being requested for Ms. Reed to continue to facilitate these meetings and compile the final task report. BACKGROUND The City executed a contract with Karen Reed Consulting LLC on June 17, 2021 not to exceed $35,000 with a term expiring December 31, 2021 to assist with the preliminary groundwork to form the Fire Advisory Committee. On November 1, 2021 City Council authorized an amendment to the contract that revised the Scope of Services to include facilitation of the Fire/EMS Community Advisory Committee, extended the term of the contract to December 31, 2022 and increased the compensation to $75,000. DISCUSSION The attached contract amendment revises the Scope of Services to extend the timeframe for completion of the task force final report and increases the compensation by $40,000 to not exceed $115,000. RECOMMENDATION The Committee is being asked to move this item forward to the consent agenda of the May 2, 2022 City Council Meeting for approval and authorization for execution by the Mayor. The Consultant agrees to perform the services, identified on Exhibit "A" attached hereto, including the provision of all labor, materials, equipment and supplies. Section 4: Payment. The Consultant shall be paid by the City for completed work and for services rendered under this Agreement as follows: A. Deliverables will include: • Conduct short introductory virtual meetings with individual Team members • Interview each Councilmember virtually and develop a summary document outlining themes for guidance of the Team's work. • Creation of Team committee charter (mission, scope of inquiry, reporting) • Creation of a proposed work plan for the Team • Prepare committee agendas & email summaries after each meeting of action items and follow-on task assignments. • Meeting facilitation • Developing Team reports and recommendations to the City Council, with support and input of the Team and the financial consultant engaged by the City. • Presentation to City Council or other Council committees as needed The first phase of work will be to establish the Committee charter and reach agreement on a work plan to prepare background and other important materials for a Council Fire Advisory Task Force which is expected to begin in Fall of 2021. The second phase of work will be to identify and analyze options for the future of the City Fire Department, to include but not necessarily limited to: remaining part of the City; transferring service responsibility by contract and/or annexation to a regional fire authority or partnering with another agency to create a regional fire authority. The third phase of work will be to present the findings and recommendations of the Team to the Mayor and City Council, including recommendations for next steps, including how best to form and support a successful Council Fire Advisory Task Force. Once agreed upon by City Council, the Council Fire Advisory Task Force or a similar community engagement effort, consultant will provide advice on the scoping and phasing of that effort and facilitate that community task force or engagement effort, anticipated to include149€ tga task force meetings, with a final task force report submitted by the end of April 2022; the Consultant will draft the task force report, with assistance from City staff, at the direction of the task force. Consultant is an attorney but will not provide the City legal advice. The City will provide legal assistance to the Team as needed. Consultant will bill at the rate of $215/hr., in quarter hour increments. Any travel time to meetings exceeding 1 hour per round trip is billed at the regular hourly rate. City is responsible for copying of meeting materials as may be needed and for calendaring of all meetings and interviews, and for providing all scheduling and other logistical support to the community task force. BACKGROUND With the busy season ahead of us, Parks & Recreation has made some immediate modifications to help mitigate concerns of and complaints from residents that live adjacent to city parks. COMPLAINTS/CONCERNS MITIGATION SUMMARY Briefly we would like to share with the committee improvements Parks & Recreation has made to being a good neighbor and a community partner with residents that live adjacent to city parks. These include: Rental customers: 1. We have added this additional language to rental agreements to mitigate undesired behaviors: • In order to receive your full refund of your damage deposit the following must be met: o Clean up all trash in and around picnic shelter. o Take trash to dumpster or take with you. This reduces potential for litter caused by weather and wildlife. o Keep all grills on concrete and next to designated barbecue pit area. o Inflatables (ex. bouncy houses) are allowed with prior consent and rental of a field. o Be mindful of your neighbors in and around the park ■ NO alcohol allowed in Tukwila Parks ■ NO loud music or PA systems (if you can't hear your conversation next to you, then it is too loud) ■ If you did not reserve the field area, do not occupy it as part of your rental ■ If any city official is notified or called to site, your deposit will be affected, if found you are the reason for the visitation. 7 INFORMATIONAL MEMO Page 2 • All park rules are in accordance with the Tukwila Municipal Code and will be enforced by Tukwila Police. 2. Additionally, these steps are also being taken: i. We will not allow rental of multiple outdoor locations within a park to one group. This reduces the number of people and in turn noise. ii. Power at rental sites will only be activated for rental customers. This reduces the potential for unplanned gatherings to access power and in turn cause noise. iii. We are in the process of hiring seasonal workers that will check in on rental customers to both make sure they are receiving everything they need, as well as abiding by rental rules. General Park Users: 1. Park Rules posted in all parks. 2. Issues that arise with general park visitors - All park rules are in accordance with the Tukwila Municipal Code and will be enforced by Tukwila Police. RECOMMENDATION This memorandum is for discussion and awareness -building among Councilmembers. Proposal For The Tukwila Police Department ISSUE The Tukwila Police Department is continually exploring ways to improve communication and transparency between the Department and the Community, and provide excellent customer service. In August 2021, the Department deployed the COPCAB/PD community survey to solicit feedback from the community. We have since contracted with Specialized Police Intelligence Development Resource (SPIDR) Tech to further improve the services provided to the Tukwila residents, business owners, and visitors. BACKGROUND SPIDR Tech developed technology to help police improve operational efficiency and community engagement. The SPIDR Tech Platform was designed to incorporate relevant data from the Police Department's records management system (RMS) and/or computer aided dispatch (CAD) system to automatically generate and send customized text and email messages to victims of crime and reporting parties. Subsequently, customers will receive mobile -friendly surveys that can be utilized to measure community trust and satisfaction. DISCUSSION SPIDR Tech software overview: • Cloud -hosted platform that allows agencies to engage with their communities using data driven and focus -driven policing models. • Using an agency -specific Records Management System (RMS) and Computer Aided Dispatch (CAD) connection, the SPIDR Engage platform automatically compiles and sends communications as emails or as SMS (text) messages to people who interact with the police agency. The platform can ingest data via an API or via a direct connection to DB servers, making the workflows unique. • Automates the generation, compiling, sending, and logging of crime -specific, customized, one to one messages to victims of crime based on RMS report data. Uses triggers customized based on the agency's specifications. • Automates the generation, compiling, sending, and logging of incident -specific, customized, one to one messages to reporting parties based on CAD data. Uses triggers customized based on the agency's specifications. • No local storage infrastructure or software needed. • Controlled access to all sensitive data. Fully compliant with CJIS policies. • Configurable integration with Law Enforcement data systems: RMS and CAD. • Highly configurable with customization on the agency, division, crime type, message templates, message delivery, text and email templates, and message category levels. 15 16 INFORMATIONAL MEMO Page 2 • Utilizes white labeled domains and security so message domains match the agency's domains. FINANCIAL IMPACT The yearly cost for the program is $23,100, which includes subscription, maintenance and support.
