HomeMy WebLinkAboutReg 2012-03-19 Item 8C - Report - City AdministratorCity of Tukwila Jim Haggerton, Mayor CITY ADMINISTRATOR REPORT TO: Mayor Haggerton Councilmembers FROM: David Cline, City Administrator DATE: March 14, 2012 SUBJECT: Report for March 19, 2012 Regular Council Meeting The City Administrator Report is meant to provide the Council, staff and community an update on the activities of the City and on issues that concern Tukwila. The report consists of information provided by the Executive Team, with editing and input by the City Administrator. Please let me know if you have any questions or need additional information about any of the following items, and please feel free to contact any of the Department Heads for additional information. I. INTERGOVERNMENTAL AND LOCAL ISSUES UPDATE King County City Administrators /Managers Meeting March 7 At this monthly meeting, the following items were discussed: State Legislative Update: Association of Washington Cities' lobbyist, Candice Bock, discussed the current budget situation. The main concern for cities is that there is a reduction in Liquor Excise revenues proposed in most budget plans and this may be permanent reduction. The cities continue to work for flexibility in revenues and in regulations. All of these issues will move to a special session. Automated Finaerprint Identification Svstem (AFIS) Update: AFIS Director, Carol Gillespie, provided the annual report of this regional, voter approved system, which assists law enforcement in processing crime scenes and matching fingerprints. This past year, AFIS implemented full palm print technology that has already helped in matching suspects to crime scenes. This program will be on the November ballot for continued funding. Additional information will be provided to all cities this fall. Suburban Cities Association Update: SCA Director Deanna Dawson provided an update on SCA activities including recent conversations with King County regarding possible legislation for transportation and transit funding. King County CEO Meeting March 7 Mayor Haggerton and City Administrator Cline met with other City Mayors, Administrators and Managers to discuss tourism promotion within cities and also within the State of Washington. One representative, Jane L. Kilburn, Director of Tourism Development for the Port of Seattle, provided background on the new Washington Tourism Alliance. The WTA was formed by industry providers to promote statewide tourism and to fill the void left by the State closing down its offices. They are looking for a sustainable financing model that would include all parts of the tourism industry, from cruise ships, to hotels, to retail and entertainment venues. Ms. Kilburn confirmed that the WTA is not interested in usurping 19 City Administrator Report Page 2 local jurisdictions ability to create Tourism Promotion Areas, which is funded through a self assessment on hotels. DEPARTMENT UPDATES FIRE DEPARTMENT Emergency Management Kendra Kay, Community Emergency Response Team (CERT) Coordinator, hosted the first CPR class of 2012. The next class will be a combined CPR /First Aid class on June 2. A meeting was also held at Foster High School with the Safety Club to assess partnering opportunities to involve students in the CERT Program. HUMAN SERVICES 2013 Joint Cities Human Services Funding application Launched Ongoing collaboration between 18 cities produced an improved process for organizations to use when requesting funding from multiple jurisdictions. The new process includes one common online request for proposal process. On March 15 a technical assistance workshop was held in Renton to explain this proposal. The Tukwila Human Services Advisory Board will be reviewing applications from this process for the years 2013 and 2014. Responsive Philanthropy Human Services staff and the South King County Council of Human Services Directors participated in a responsive philanthropy workshop. Our presence elevates the interest and need of South King County cities to be more engaged with public and private philanthropy. Aging Your Way Summit Human services and economic development staff will be participating in the summit next Wednesday to learn the result of community forums on how citizens want their communities to look like in the future. Tukwila Village will be highlighted. ECONOMIC DEVELOPMENT King County Aerospace Alliance On March 13, 2012, economic development staff supported the King County Aerospace Alliance by staffing one of the "coffee corners" at the Aerospace Defense Supplier Summit. This summit is an opportunity for leaders in the aerospace industry to meet with potential industry partners. We estimate attendance at 600 companies from 30 countries. Congressman Adam Smith's Small Business Advisory Council On March 16, 2012, Congressman Smith held a quarterly small business advisory council at Airways Brewing Company in Kent. As requested by congressional staff, Economic Development staff attended and invited some key small businesses to participate. 20 Z:1 CityAdministratorReports20l2kCAReportMarch19- 2012.docx City Administrator Report Page 3 Tourism Promotion Areas On March 2, the City Administrator and Economic Development Administrator met with staff from Seattle Southside and the City of SeaTac regarding a proposal from some hoteliers to create a Tourism Promotion Area (TPA). Staff will provide a briefing paper on TPAs to Council sometime in the next two months. POLICE DEPARTMENT Washington's Most Wanted Capture by Tukwila Police Officers On March 12, several of our officers took one of Washington's most dangerous criminals off Tukwila streets. A citizen reported to Tukwila Police Officers that he recognized a man identified as one of Washington's most wanted criminals. Washington's Most Wanted, is a Q13 television broadcast which identifies our most wanted criminals and solicit the public's assistance in apprehending them. Our officers conducted a quick investigation, devised a plan and took the person into custody. The subject had a no -bail Department of Corrections escape warrant for robbery, several felony warrants for promoting prostitution and a misdemeanor DV assault warrant for a combined total of $175,000 bail. Community Outreach On Thursday, May 8, Police Department representatives partnered with representatives of the International Rescue Committee and presented safety information to our local Bhutanese and Burmese community. Our representatives received positive feedback from the community. We plan on continuing partnerships focused on serving the needs of our refugee community. PARKS RECREATION and METROPOLITAN PARK DISTRICT Recreation Teen Late Night on Fridays has been attended by approximately 160 teen each night for the past three weeks. The summer Parks Recreation Guide (May- August) should be in mailboxes the week of March 26, 2012. Parks The Duwamish Hill Preserve name sign was installed this last week. -time staff are back to work for the year. Tukwila Pool Tukwila will be hosting a gathering of Metropolitan Park District (MPD) staff from around the state on March 23, 2012. Next `special' Citizen's Pool Advisory Committee (CPAC) meeting is scheduled for March 24, 2012 from 8 -9:30 am. DEPARTMENT OF COMMUNITY DEVELOPMENT Eastland Mobile Home Relocation 12242 48th Avenue South The Building Permit for Mr. Fred Eastland at 12242 48th Avenue South was approved on March 7, 2012 and he has been notified that the permit is ready to pick up. The scope of this permit is to replace an existing single wide mobile home with a double wide. ZAC ityAdministratorReports20l2\CAReportMarch 1 9-2012.docx 21 City Administrator Report Page 4 King Conservation District Grant Ruling by State Supreme Court In mid- February, the State Supreme Court issued a decision in a Mason County case that will affect most Conservation Districts in the state, including King Conservation District (KCD). The State Supreme Court invalidated the Mason Conservation District's ordinance because it set a $5 per parcel fee instead of a per acre assessment. The court stated the statute establishing district assessments and the State Conservation Commission rule on district assessments both require a per parcel and a per acre assessment to be levied. The City of Tukwila has almost $80,000 built up in KCD assessments that have not been used. DCD staff has asked for clarification from King Conservation District staff on whether these funds are still available for use by the City. KCD has notified local jurisdictions that it is reviewing the legal implications of the court's ruling and that for now, all grant awards are on hold. This may affect the $20,000 grant that the KCD Grant Subcommittee had recommended for approval to be used on the Duwamish River Restoration Challenge, spear headed by BECU. Staff will continue to follow this issue. North Highline Annexation Seattle staff briefed their City Council on the work plan for North Highline Annexation area. At this time, Seattle is adding the `Sliver on the River" area to their potential annexation area (PAA) and may also include the Duwamish Triangle" area (the area that overlaps with Tukwila's PAA). Tukwila City staff members continue to monitor this effort and will be updating the Council in the next few months on the City's efforts and options in this area. The City of Burien continues to work on annexing the final North Highline area. If the State Legislature preserves incentives for annexation, this may be on the ballot in November. III. INTERNAL UPDATES Strategic Planning Consultant Selection Update The City received 17 proposals for Strategic Planning Services from a broad group of consultants. After an initial review, the group was narrowed down to six finalists. Ultimately, three consulting firms were invited to make presentations to the interview team (Council President Seal, Councilmembers Quinn and Hougardy, Mayor Haggerton, David Cline, Mike Villa, Jack Pace, Bob Giberson, Evelyn Boykan and Joyce Trantina). The presentations provided specific information about each firm's background, experience and were able to meet the staff that would be working with the city and the Tukwila community. The City continues review the materials and check references, especially with other cities and agencies that have worked with these firms. A final selection is expected later this week. A recommendation and contract will be presented to the Finance and Safety Committee for discussion in April. This important community -wide effort will be funded within existing resources of the 2011- 2012 Adopted Budget. The funding for this effort will be from the Mayor's office using unspent budgeted 2011 funds. 22 Z:1 CityAdministratorReports20l2 \CAReportMarch19- 2012.docx City Administrator Report Page 5 IV. RESPONSES TO QUESTIONS FROM COUNCIL MEETINGS Tukwila Teen Programs /Team Center In response to a request from a Councilmember, Parks staff members will prepare a packet of information regarding the Teen program and a proposed Teen Program for presentation at the March 26, 2012 Community Affairs and Parks Committee meeting. This item will be for information only. New Stop Signs on SR -518 and 51 Ave. S. /Klickitat Drive Off -ramp Washington State Department of Transportation WSDOT) installed stop signs at the intersection of the SR -518 off -ramp with 51 Ave S /Klickitat Drive. Staff continues to monitor and share issues with WSDOT. Ultimately, WSDOT will install a traffic signal at this location once funding is secured. Allied Waste Recycling In response to concerns raised by a Councilmember, City staff members have contacted Allied Waste with the message that new 3 -year recycling contracts at the end of their contract is problematic and needs to stop.
