Re: Final Report on Non Represented Wage and Benefit Analysis
As I promised to the City Council in December 2011, the City commissioned an independent
compensation expert Mr. Ross Ardrey of NW Management Consulting, Inc., to conduct a Wage and
Benefit Analysis for non represented employees. His review has been completed, and his final report is
being provided for your review and discussion. Mr. Ardrey will be presenting the findings of his report
at the City Council study session on Monday, March 19, and will facilitate a discussion of his report with
the whole Council at this time.
Based upon the findings in his report, you will learn that this study validates the current practices and
provides recommendations on developing best practices for future years. In addition, as addressed with
the City Council during its February 2012 retreat, a stated priority in our work plan is to begin the
process of developing a comprehensive compensation policy based upon the additional
recommendations provided in the report. This will serve as our guide to improve our compensation
practices and to further the ideas that came out of your retreat.
For further consideration, note that in 2011, all non represented employees did not receive a wage
adjustment. In 2010 the non management positions for non represented received a wage adjustment
and the upper management positions did not. We are now going into year three of no wage
adjustments for upper management positions whereas most of the cities represented groups have
received wage adjustments annually. See attached spreadsheet.
A key value we all share is to treat all of our employees with respect and to compensate them fairly and
equitably for the hard work they do in the community. I am recommending that the City Council
approve the original recommendation made to the Finance and Safety Committee in October, 2011, for
non represented compensation changes, and that this be retroactive to January 1, 2012
