CITY OF TUKWILA REQUEST FOR PROPOSALS (RFP)
SOUTH 131 ST PLACE DRAINAGE IMPROVEMENT PROJECT

and design services. The South 131 Place Drainage Improvement Project will address local
flooding of roadway and adjacent private properties and address upstream issues that
contribute to flooding, water quality concerns and present fish barriers and habitat degradation.
The project will restore access and habitat and will be designed to allow juvenile fish passage
upstream. The project area is constrained by local roads, residential, industrial, and commercial
development, and local utilities.

firms have three options to submit their proposal (e-mail, mail, or hand-deliver). All formats
should be addressed to Joshua Hopkins. Please reference the RFP title on all communication
and mailing labels.
All submission formats should be received no later than 5:00 p.m. PST, Friday, May 27, 2022.
No submittal will be accepted after this date and time. The City will not be liable for delays in
delivery of proposals due to handling by the US Postal Service or any other type of delivery
service. Faxed submittals will not be accepted.

Hand-delivered submittals will be accepted at Tukwila City Hall on Mondays or Wednesdays
from 8:30 a.m. to 4:00 p.m. PST, contingent on current public health guidelines. The entrance is
near the flagpole. There is also a drop box at the entrance doors to City Hall 24 hours a day,
however, it may not be large enough to handle the proposals. Please plan accordingly to
meet the deadline.

S 131 Place Drainage Improvements Project
PROFESSIONAL ENGINEERING AND DESIGN SERVICES
PROJECT DESCRIPTION:

The purpose of this project is to address localized flooding along S. 131 Place and
st
further, to improve stream conditions in the Southgate Creek basin. S. 131 Place is a
low volume roadway positioned in a lowland area in the Riverton neighborhood of
Tukwila that primarily services local commercial and industrial land uses. During high
st
flow events, Southgate Creek overtops its bank and flows over and across S.131 Place
st
and onto private properties on the opposite side of 131 Place, resulting in flooding,
debris deposition, and minor roadway and property damage. To reduce the frequency
and impacts of these flood events, the mainstem streambed is periodically dredged by
the City in compliance with a limited Hydraulic Project Approval (HPA) from the WA
Department of Fish and Wildlife. City staff have identified the following factors that

potentially contribute to flooding along S. 131 Place and other stream impairments in
Southgate Creek:
lack of buffer between road and stream
roadway elevation
undersized culvert beneath 131st Place (with a reverse profile grade)
adjacent land development
reach-altering alignment interventions for stormwater control
flow diversion

increased rates of sediment deposition along S. 131 Place due to low flow
upstream sources of sediment include channel incision, a localized land slide in
the middle reach, and choked sediment traps in multiple reaches
CONSULTANT SCOPE
related components with overlapping or simultaneous timelines. Part A will be to
develop, to a 90%-level or greater, a permitted design for a fish-passable culvert
st
beneath S. 131 Pl and associated stream and/or roadway improvements that will
improve stream flow, alleviate flooding, and eliminate barriers to fish migration. Part B
will entail an assessment and analysis of the Southgate Creek basin for the purpose of
identifying future surface water improvement projects that will reduce downstream
flooding, eliminate the need for regulated dredging activities, improve water quality,
reduce undesirable erosion, and improve stream flow alignments and/or conditions to
benefit fish passage and habitat. Improvement project(s) that directly reduce flooding at

131 Place may be carried forward with Part A of the project, depending on budget and
other considerations. Property acquisition may be considered for both parts of the
project, if feasible and if justified, to meet project goals. The City has two documents
that are available upon request that provide additional context to the project.

SUBMITTAL REQUIREMENTS
Submittals will be evaluated and ranked based on the following criteria listed in order of
importance: 1) Relevant project experience of key personnel; 2) Project understanding
and project approach; 3) Ability to manage complex multi-disciplinary projects with
stakeholder involvement; 4) Ability to proactively keep projects on schedule and within
budget; 5) Personnel availability including a personnel schedule for each key team
relevant projects.
Submittals should be limited to 20 pages, excluding résumés and any supporting
information, and should include the following information: firm name; phone numbers;
name and e-mail address for the primary contact; specific staff and disciplines to be
assigned to the project; similar project experience examples. Similar information shall
be provided for any sub-consultants.
Consultant selection will be based on RFP review and ranking and outcomes of
potential interviews, if applicable, on a date to be determined. The City reserves the
right to reject all proposals or waive any informalities in the proposals and make the
award as deemed to be in the best interest of the City.
The City of Tukwila hereby notifies all prospective consultant firms that it will
affirmatively ensure that in any contracts entered pursuant to this contract, minority
business enterprises will be afforded full opportunity to submit bids in response to this
invitation and will not be discriminated against on the grounds of race, color, sex, or
national origin in consideration for an award.
