TukwilaCouncil City Reguxax Meeting On-site and Virtual Meeting April 18,2022-7:00P.K8. MINUTES REGULAR MEETING This meeting was conducted both on-site at Tukwila City Hall and also virtually based on the Governor's Proclamation 20-28, adopted March 24, 2020. CALL TO ORDERIPLEDGE OF ALLEGIANCE/ROLL CALL Mayor Ekberg (on-site) called the Regular Meeting of the Tukwila City Council to order at 7:02 p.m. and led the audience in the Pledge ofAllegiance. Andy Youn, Deputy City Clerk, called the roll ofthe Council. LAND ACKNOWLEDGEMENT — Mayor Ekberg stated "The City of Tukwila is located on the ancestral lands of the Coast Salish people. We acknowledge their continuing connections to land, waters and culture. We pay our respects to their elders past, present and emerging." PUBLIC COMMENTS Those wishing to provide public comment had the opportunity to sign up via email by 5:00 p.m. today to read comments verbaily at the meeting. Mayor Ekberg asked those who had signed up to proceed with their public comments, Joe Duffie asked for a moment of prayer for Tukwila's Police Officers and Firefighters. He also expressed to the Council that the majority of Tukwila citizens have not been in favor of fireworks. PRESENTATION 2022 Legislative Session Overview. Rachel Bhanohi, Deputy City Administrator, explained that David Foster, City Lobbyist, had an emergency and was unable to attend this evening. She conveyed that in the recent legislative session, Tukwila received $258,000 for the Teen and Senior Center and $17 million for the 42nd Avenue South Bridge. Ms. Bianchi introduced Senator Bob Hasegawa and Representative David Hackney (Representative Steve Bergquist was unable to attend), all of whom were instrumental in passing legislation that benefits the Tukwila Community and the region. David Cline, City Administrator, provided a summary of the COVID-19 Report that focuses on Human Services and booster and vaccine services in the area. City facilities are operating with staff on-site and virtually. b. An ordinance amending Ordinance No. 1663 §1, subparagraph A, "Legal Holidays," as codified at Tukwila Municipal Code Section 2.52.030.a, to add the nineteenth of June, recognized as Juneteenth, to the list mflegal holidays. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, AMENDING ORDINANCE NO. 2650 §7 (PART) AS CODIFIED AT TUKWILA MUNICIPAL CODE SECTION 16.16.040, SUBPARAGRAPH FF, TO UPDATE REGULATIONS REGARDING FIREWORKS; PROVIDING FOR SEVERABILITY; AND ESTABLISHING AN EFFECTIVE DATE. MOVED BY HOUGARDY, SECONDED BY QUINN THAT THE PROPOSED ORDINANCE BE ADOPTED AS READ.* Based on a question by Councilmember Kruller, Laurel Humphrey, Legislative Analyst, explained that per RCW 70.77.250(4), "Any ordinances adopted by a county or city that are more restrictive than state law shall have an effective date no sooner than one year after their adoption." This means that if the City Council reviews the implementation of this ordinance early in 2023, and then decides to reinstate a complete ban on all personal use of consumer fireworks, that could not take effect until one year after the new ordinance is adopted. *MOTION CARRIED 6-0, TO ADOPT ORDINANCE NO. 2672. e. Authorize the Mayor to sign a WaterWorks Grant Program agreement with King County for the Stormwater Outfalls Water Quality Retrofit Project in the amount of $189,275.00 (coming to the City). 8:03 p.m. Councilmember Quinn recused himself from this item and left the Council Chambers. MOVED BY KRULLER, SECONDED BY ABDI TO AUTHORIZE THE MAYOR TO SIGN A WATERWORKS GRANT PROGRAM AGREEMENT WITH KING COUNTY FOR THE STORMWATER OUTFALLS WATER QUALITY RETROFIT PROJECT IN THE AMOUNT OF $189,275.00 (COMING TO THE CITY). Tukwila City CouncRegular Meeting Minutes April 18, 2022 Page 4 of 5 NEW BUSINESS Discussion on a Memorandum of Understanding (MOU) between Washington municipalities to mitigate harm associated within the Pharmaceutical Supply Chain who manufacture, distribute, and dispense prescription opioids. 8:04 p.m. Councilmember Quinn returned to the Council Chambers. Kari Sand, City Attorney, provided a summary of this toCertain Iocal governments are engaged in litigation seeking to hold entities within the Pharmaceutical Supply Chain of prescription opioids accountable for the damage they have caused to the local governments. There is a common desire to ensure that principals of equity and equitable service delivery are factors considered in the allocation and use of Opioid Funds. The local governments engaged in this effort and the other cities and counties in Washington desire to agree on a form of allocation for Opioid Funds they receive from entities within the Pharmaceutical Supply Chain. The MOU needs to be signed by the end ofApril 2022. 8:11 p.m. CouncilmemberAbdi exited the Council Chambers. 8:18 p.m. Councilmember Abdi returned to the Council Chambers The Councilmembers exchanged comments and asked questions regarding the presentation. Ms. Sand explained she would follow-up with the Council as it relates to their questions to include information on allocations related to treatment, composition of the Abatement Council, prevention, and outreach. 8:28 p.m. Councilmember Hougardy exited the Council Chambers, 8:29 p.m. Councilmember Hougardy returned to the Council Chambers. Consensus existed to forward this item to the April 25, 2022 Special Meeting. REPORTS a. Mayor There was no report. b. City Council Councilmember Abdi reported that he had a tour of the current City Public Works maintenance facilities and the site that will house those departments in the future. Councilmember Kruller reported on the Transn and Infrastructure Services (TIS) Committee meeting which focused on updates regarding the Public Works Shops Phase 2 Project, Introduction to Levees, Transportation Element Updaha, Grant Acceptance for ADA and Pedestrian Improvements, and On-call engineering for the Neighborhood Traffic Calming Program. Additionally, Ms. Kruller participated in a lengthy PSRC (Puget Sound Regional Council) Transportation Policy Board Meeting that ended with important recommendations being provided to the Board. Councilmember Kruller also attended the memorial for former Mayor Jim Haggerton at Tahonna National Cemetery that included full military honors. Council President McLeod attended 2 ribbon cutting events for the Mayweather Boxing and Fitness facility and DieCutStickers.com. Councilmennber Hougardy reported on the Planning and Community Development (PCD) Committee meeting that included an update on the Multi -Family Property Tax Exemption for Tukwila International Blvd., a Port of Seattle grant application, and an update on the Tourism Promotion Area. Additionally, she referenced the modifications to the 2022 Work Plan, which makes the document very user friendly. The Work Plan reflects that essential modifications are forthcoming to the South 144m Street Bridge and the South 152nd Safe Routes To Schools design contract has been awarded. She also noted that Tukwila will be transitioning the administration of CDBG (Community Development Block Grant) funds to another agency.
