MINUTES
This meeting was conducted both on-site at Tukwila City Hall and also virtually based on the
Governor's Proclamation 20-28, adopted March 24, 2020

COMMITTEE OF THE WHOLE
CALL TO ORDERIPLEDGE OF ALLEGIANCE
Council President McLeod called the Tukwila City Council meeting to order at 7:00 p.m. and Ied the
audience in the Piedge ofAllegiance.
OFFICIALS
Present at the hybrid meeting were Council President McLeod ; Councilmembers Kathy
Hougardy (on-site), De'Sean Quinn (on-site), Kate Kruller (on-site), Cynthia Delostrinos Johnson (on-site),
Tosh Sharp (on-site).
Councilmember Abdi was not in attendance.

LAND ACKNOWLEDGEMENT
Counci|member Hougardy stated The City of Tukwila is located on the ancestral lands of the Coast
Salish people. We acknowledge their continuing connections to land, waters and culture. We pay our
respects to their elders past, present and emerging"
PUBLIC COMMENTS
1. Joe Duffie relayed the proposal for tiny house villages in Tukwila received grant funding and thanked
the Council. He shared he had the opportunity to tour the Public Works Shops and was impressed by
the progress on construction and the design of the building. He would like to see the City create a
center for skilled trades where youth in the City can receive training.
2. Rebecca Bouchey is the Managing Director for Community Development at Forterra and is here to
speak regarding the Multi -Family Property Tax Exemption (MFTE) Program which will benefit
Tukwila's future and current residents. It has the potential to encourage affordable housing
development and incentivize affordable homeownership. Forterra is working on a limited equity
cooperative pject (Wadjir) for affordable homeownership. She urged the Council to approve staffs
proposal that will be presented later this evening.

SPECIAL ISSUES
a. An update on the City of Tukwila Community Leadership Initiative (TCLI) Program.
Niesha Fort -Brooks, Community Engagement Manager, and members of the TCLI committee in
attendance (Lina Stinson -Ali, Margaret Bratcher, Angel Taherazer, Khang Nguyen) provided information
on the Community Leadership Initiative (formerly known as the Community Connectors program) that will
be a community -led program to develop existing and future leaders in civic engagement, City services,
policies and programs through a civic academy process with 8-10 cohort participants.
The Councilmembers exchanged comments and expressed support for this pject moving forward.
b. An update on the Multi -Family Property Tax Exemption Program, Tukwila International
Boulevard.

Brandon Miles, Business Relations Manager, explained the Multi -Family Tax Exemption (MFTE) program
reduces property taxes owed on a development by exempting the value of the multi -family residential
improvements for up to 8, 12, and/or 20 years, subject to certain requirements. He provided an overview
of Phase 1 of the MFTE program in the Southcenter District and explained Phase 2 would create a new
Residential Targeted Area along Tukwila International Boulevard (TIB) allowing owner -occupied,
affordable housing. Following Council support for creating a limited MFTE, staff will proceed with drafting
an ordinance that will be brought forward in the near future.

The Councilmembers asked clarifyiquestions and offered comments to include financial impacts,
potential expansion of the MFTE program, and affordable housing targets.

EXEMPTION PROGRAM ALONG TUKWILA INTERNATIONAL BOULEVARD,
8:19 p.m. Councilmember Quinn returned to the Council Chambers.
REPORTS
a. Mayor
Mayor Ekberg shared preschoolers helped celebrate Arbor Day by planting trees at the Tukwila
Community Center.
b. City Council
Councilmember Hougardy reported the Community Services & Safety Committee reviewed a contract
amendment with Karen Reed Consulting, and received updates on the park user plan, Police
Department's 1st quarter update, and the recently deployed Specialized Police Intelligence Development
Resource (SPIDR) Tech program which generates automated responses to keep reporting parties
updated. She attended meetings for the King County Regional Transit Committee and South County Area
Transportation Board where they discussed King County Metro and restarting RapidRide lines, fare
collection, and electrification of the Metro Fleet.
Councilmember Quinn indicated the Finance and Governance Committee discussed a Puget Sound
Regional Council grant application for the South 144th Street Bridge Sidewalks project and reoeived
updates on the Public Works Fleet & Facilities Tenant Improvement pject and the minimum wage
initiative effort by Tukwila residents. He participated in a presentation to the Foster High School civics
classes foliowing recent engagement from students,

Councilmember Kruller participated in a presentation to the Foster High School civics classes and
thanked Ms. Gamboa, Ms. Krueger, and Mr. Weisbecker for the opportunity to meet with seniors and
discuss their lived experiences. She recently toured the Public Works facility and was able to see the
progress made on construction. She reported President Biden recently traveled to this region and Tukwila
Police were involved in security efforts along with other law enforcement agencies. She attended
meetings for K4C (King County -Cities Climate Collaboration) where they discussed comprehensive plans
and modeling for the future to reduce emissions and a webinar on the various uses of unmanned aerial
systems through the Federal Highway Administration. She congratulated Deanna Dawson for her recent
appointment as Chief Executive Officer of the Association of Washington Cities.
Councilmember Delostrinos Johnson thanked the Council for excusing her absence from Iast week's
meeting.
CouncU President McLeod reported presenting0ntheFooterHighSuhoo|oivicso|asoesa|ongwithoDher
Councilmembers and suggested repeating this every year. He attended a ribbon cutting ceremony for
Diecutstickerscom and expressed excitement at the addition of a great business to the Tukwila
community. He reported touring the Allentown neighborhood with Representative Dave Hackney and
speaking with Allentown residents.
c. Staff
David Cline, City Administrator, offered a reminder regarding the upcoming monthly Allentown Truck
Reroute project meeting that will be occurring at the Tukwila Community Center at 5:30 p.m on April 26,
2022.
