Available at www.tukwilawa.gov) WELCOME TO THE TUKWILA CITY COUNCIL MEETING The Tukwila City Council encourages community participation in the local government process and welcomes attendance and public comment at its meetings. MEETING SCHEDULE Regular Meetings are held at 7:00 p.m. on the 1st and 3rd Mondays of each month. The City Council takes formal action in the form of motions, resolutions and ordinances at Regular Meetings. Committee of the Whole Meetings are held at 7:00 p.m. on the 2nd and 4th Mondays of each month. The City Council considers current issues, discusses policy matters in detail, and coordinates the work of the Council at Committee of the Whole meetings. PUBLIC COMMENTS Members of the public are given the opportunity to address the Council for up to 5 minutes on items both on and not on the meeting agenda during Public Comments. The City Council will also accept comments on an agenda item when the item is presented in the agenda, but speakers are limited to commenting once per item each meeting. When recognized by the Presiding Officer, please go to the podium if on-site or turn on your microphone if attending virtually and state your name dearly for the record. The City Council appreciates hearing from you but may not respond or answer questions during the meeting. Members of the City Council or City staff may follow up with you following the meeting. PUBLIC HEARINGS Public Hearings are required by law before the Council can take action on matters affecting the public interest such as land -use laws, annexations, rezone requests, public safety issues, etc. The City Council Rules of Procedure provide the following guidelines for Public Hearings: 1. City staff will provide a report summarizing and providing context to the issue at hand. 2. The proponent shall speak first and is allowed 15 minutes to make a presentation. 3. The opponent is then allowed 15 minutes to make a presentation. 4. Each side is then allowed 5 minutes for rebuttal. 5. After the proponents and opponents have used their speaking time, the Council may ask further clarifying questions of the speakers. 6. Members of the public who wish to address the Council on the hearing topic may speak for 5 minutes each. 7. Speakers are asked to sign in on forms provided by the City Clerk. 8. The Council may ask clarifying questions of speakers and the speakers may respond. 9. Speakers should address their comments to the City Council. 10. If a large number of people wish to speak to the issue, the Council may limit the total amount of comment time dedicated to the Public Hearing. 11. Once the Presiding Officer closes the public hearing, no further comments will be accepted, and the issue is open for Councilmember discussion. 12. BACKGROUND The City of Tukwila has thousands of feet of aging sewer mains throughout, but especially in the Central Business District (CBD). The City has been conducting regular inspections and assessments of mains at the CBD for the last 15 years. A typical repair includes digging up the road to create a deep trench where the new sewer main will go. It is costly and typically inconvenient to the public. In certain scenarios, an aging sewer main loses some of its structural integrity, but has not started cracking, sagging, or crumbling. In such cases, we are able to utilize a minimally -disruptive technology where a lining is inserted through a manhole and into the existing sewer main to strengthen it and increase its useful life. The aforementioned trenchless technology minimizes disruptions to the public and greatly reduces the damage to the road. The technology is utilized when possible, but it is not applicable in all scenarios. DISCUSSION The Notice to Proceed for Contract No. 20-111 with Michels Corporation was issued on November 3, 2020. The project included the installation of approximately 5,950 linear feet of cured -in-place pipe within the right-of-way of Andover Park West and Strander Boulevard to rehabilitate the existing sewer main. Rehabilitation and lining of the CBD sewer mains within scope was physically completed on August 3, 2021. The final affidavits of Wages Paid was approved by the Department of Revenue on April 7, 2022. FINANCIAL IMPACT The total 2020 CBD Sanitary Sewer Rehabilitation contract budget was $709,907.00. Underruns credited $82,980.82, resulting in a final contract amount of $626,926.18. Retainage outstanding totals $28,466.28. This contract was fully funded by the sewer enterprise fund. Attachments: 2021 CIP, Page 70 Notice of Completion State Release Letters Photos 3 4 CITY OF TUKWILA CAPITAL PROJECT SUMMARY 2021 to 2026 PROJECT: CBD Sanitary Sewer Rehabilitation Project No. 91140203 DESCRIPTION: The asbestos concrete pipe in the CBD (commercial business district) is approximately 45 years old and becoming soft. Slip lining the pipe will reinforce the strength with little impact to roadways and minimal excavation. JUSTIFICATION: If the pipe collapses, the street will have to be excavated and the cost of the repairs will be significant. We have had four major pipe failures on Andover Park West and Andover Park East. STATUS: In 2014 and 2015, over 10,500 feet of asbestos sanitary sewer pipe were relined. In 2020 through 2024, 15,000 feet of asbestos sewer is scheduled to be relined. MAINT. IMPACT: Reduced maintenance and repair costs. COMMENT: A Public Works Trust Fund loan was successfully obtained in 2012 for $750k. BACKGROUND During the cleaning and routine inspections of the sewer lift stations by City crews, they discovered corrosion of the wet well at Sewer Lift Station No. 12. During construction, the damaged concrete was repaired, and the entire wet well was recoated. The control panel at Sewer Lift Station No. 4 was in poor condition and was located deep below grade. The control panel was replaced and moved into an enclosure above grade. Electrical and accessibility upgrades to the two sewer lift stations created a safer environment for the maintenance crew. DISCUSSION The Notice to Proceed for Contract No. 21-089 with Gary Harper Construction, Inc. was issued on November 18, 2021. Retrofitting of the electrical and mechanical components was physically completed on December 6, 2021. The final affidavits of Wages Paid was approved by the Employment Security Department on March 28, 2022. FINANCIAL IMPACT The total Lift Stations No. 4 and No. 12 Retrofits contract budget was $342,411.00. Two change orders were issued for a total of $10,021.37 and underruns credited $41,838.00. Retainage outstanding totals $14,105.10. This contract was fully funded by the Sewer Enterprise Fund. In King County cases have been rising since mid-March. For the week ending May 6, the seven- day average of daily new COVID cases was 9% higher compared to the prior week. Fortunately, the rate of spread is still much, much slower than the peak in early January. Also, the seven-day average of hospitalizations decreased 6% over the prior week and is much below its January peak. The fourteen -day average of deaths increased 69% compared to the prior period and is much below its February peak. Business Assistance The State's Small Business Flex Fund continues of offer low interest loans to small businesses. Staff is participating in the Port of Seattle's creation of a Trusted Community Partners Network that will help navigate small businesses to resources like technical assistance and funding. The State plans to issue another Working Washington grant program in 2022. In 2022 City staff will explore options to use the $190,000 of ARPA funds that Council designated for small business support. MEETING THE COMMUNITY'S BASIC NEEDS * Food Resources and Distribution Senior Meals, number of meals distributed. During the week of 5/2; 50 meals were picked up at the Duwamish Curb Cafe and 237 meals were delivered to 21 residents. During the week of 5/9; 50 meals were picked up at the Duwamish Curb Cafe and 189 meals were delivered to 19 residents. Meals are distributed weekly, unless there is a holiday that may affect delivery. In those instances, meals are "doubled" up for Meals on Wheels and delivered the prior week. Tukwila Pantry The Pantry is in need of volunteers on Monday, Wednesday and Friday to build emergency food boxes for the community. City of Tukwila BIENNIAL BUDGET 101 • The budget is a reflection of the City's values as it prioritizes and funds services for the Tukwila community. • The City prepares a balanced biennial (two-year) budget, a method permitted for Washington cities since 1985 that allows cities to adopt a two-year appropriation. • The City is required to produce a balanced budget per State law. • The most common reason for using a two-year budget is the time saved in the development, review and approval process. • The City Council authorizes transfers within funds and, by ordinance, approves amendments that increase the fund total. City of Tukwila FUND DESCRIPTIONS GENERAL FUND — The General Fund supports the general operations of the City government. These include administration, the legislative function, legal services, public safety, planning and community development, enforcement of local codes, parks, recreation, and cultural activities. SPECIAL REVENUE FUNDS — Specific revenue sources restricted for a specific purpose. In Tukwila, these are lodging tax and drug seizure funds. City of Tukwila DEBT SERVICE FUNDS —Restricted to the principal and interest of governmental debt issues. CAPITAL PROJECT FUNDS —Reserved for capital projects, including infrastructure, acquisition or construction of capital facilities. The American Rescue Plan Act was signed into law in March 2021, and provides funding to eligible, state, local, territorial and tribal governments, to help reverse the negative impacts of the pandemic and address the economic fallout, and lay the foundation for a strong and equitable recovery. Funds must be used for costs incurred on or after March 3, 2021, and must be obligated by December 31, 2024, and expended by December 31, 2026. Intergovernmental Update • King County City Managers/City Administrators Meeting: On May 4 City Administrator Cline and Deputy City Administrator Bianchi participated in the King County City Managers/City Administrators monthly meeting. At the meeting Community Development Director Gierloff presented information about the City of Tukwila Affordable Housing Program. Other city representatives were impressed by Tukwila's commitment to affordable housing as shown through projects such as Bellweather, Homestead, Wadajir and the Tiny Home Villages. The meeting also included a presentation about the City of Mercer Island's Recreation Reset Strategy and a rapid-fire discussion about recruiting strategies. The meeting ended with a send-off for Sound Cities Association (SCA) Executive Director Deanna Dawson as she leaves SCA to become the Executive Director of the Association of Washington Cities. 11. Community Events • Teens for Tukwila: The Teens met with a group of 8-10 senior citizens this week as a part of an effort to bridge the gap between generations. The group is also putting together the 7th Annual City Council Chat at Foster High School on May 13. • Teen Late Night: Teen Late Night has resumed with good attendance for the past two Fridays: 75 the first Friday and 49 the second Friday. • Teen Open Gym: The Teen Open Gym program at Showalter Middle School continues to see between 20 - 40 teens each day. The program ends next week and will resume at the Tukwila Community Center for eight weeks during the summer. Staff Updates Public Safety • Extra Patrols at Transit Center: Police have increased foot patrols at the Transit Center on Andover Park West. Project Updates • 42nd Ave S Bridge Replacement: The bridge is open to southbound traffic. City Staff continue to monitor traffic movements and have placed portable message signs to inform vehicles regarding the bridge opening. The type, size, and location (TS&L) report has been submitted to WSDOT for review. TranTech continues work on the 30% design to replace the bridge in its current location. • Macadam Road Water Main Upgrade Estimated Completion: September 2022 The contractor started work in late February. The project includes upsizing and extending an undersized and aging caste iron pipe. The new 12" ductile iron pipe will extend about 4,800 LF from S 144th Street to Southcenter Blvd along Macadam Road. It will also include nearly 1,200 LF of sidewalk and a full width overlay of that segment of Macadam Road. The project was awarded $320,000 in TIB grant funding for construction of the sidewalks. The contractor has installed more than 4,600 LF of 12" Ductile Iron watermain.
