On-site and Virtual Meeting May 2, 2022 — 7:00 P.M.
MINUTES
REGULAR MEETING
This meeting was conducted both on-site at Tukwila City Hall and also virtually based on the Governor's
Proclamation 20-28, adopted March 24, 2020.

CALL TO ORDER/PLEDGE OF ALLEGIANCE/ROLL CALL
Mayor Ekberg (on-site) called the Regular Meeting of the Tukwila City Council to order at 7:00 p.m. and
led the audience in the Piedge of Allegiance.
Andy ¥oun, Deputy City Clerk, called the roll of the Council. Present at the meeting were
Councilmembers Kate Kruller (on-site), Thomas McLeod (on-site), Cynthia Delostrinos Johnson (on-site),
Mohamed Abdi (on-site), Tosh Sharp (on-site).
MOVED BY KRULLER, SECONDED BY MCLEOD TO EXCUSE COUNCILMEMBERS QUINN AND
HOUGARDY FROM THE REGULAR MEETING. MOTION CARRIED 5-0.

LAND ACKNOWLEDGEMENT — Councilmember Kruller stated The City of Tukwila is ocated on the
ancestral lands of the Coast Salish people. We acknowledge their continuing connections to land, waters
and culture, We pay our respects to their elders past, present and emerging."
PUBLIC COMMENTS
Those wishing to provide public comment had the opportunity to sign up via email by 5:00 p.m. today to
read comments verbaily at the meeting. Mayor Ekberg asked those who had signed up to proceed with
their public comments.
There were no public comments.
APPOINTMENT
Confirm the appointment of Charlee Sebring to the Student Reposition on the
Community Oriented Policing Citizens Advisory Board, with a term expiring June 30, 2023.
MOVED BY DELOSTRNOS JOHNSON, SECONDED BY ABDI TO CONFIRM THE APPOINTMENT OF
CHARLEE SEBRING TO THE STUDENT REPRESENTATIVE POSITION ON THE COMMUNITY
ORIENTED POLICING CITIZENS ADVISORY BOARD, WITH A TERM EXPIRING JUNE 30, 2023.

CONSENT AGENDA
a. Approval of Minutes: 4/18/22 (Regular Mtg.); 4/25/22 (Special Mtg.)
b. Approval of Vouchers #00400516-00400608 in the amount of $1,296,339.50.
c. Authorize the Mayor to accept the Complete Streets grant with the Washington State Transportation
Improvement Board for ADA and pedestrian safety improvements, in the amount of $400,000.00 (coming
to the City).

d. Authorize the Mayor to sign Amendment No. 3 to Contract #20-018 with KPG Psomas, Inc., for on-call
engineering and design services for the Neighborhood Traffic Calming Program (NTCP), in the amount of
$80,000.00.

e. Authorize the Mayor to sign a contract with Fehr & Peers for transportation modeling services in
conjunction with the 2024 update to the Transportation Element of the City's Comprehensive Plan, in the

f. Authorize the Mayor to sign Amendment No. 2 to contract #21-093 with Karen Reed Consulting, LLC,
for consulting services to the Fire/EMS Community Advisory Committee in the amount of $40,000.00.

UNFINISHED BUSINESS
a. Bi -weekly COVID-19 report.
David Cline, City Administrator, said the COVID-19 report starts on page 85 of the packet, and he offered
to answer any questions.
Mayor Ekberg asked the Council if they would like to have monthly COVID reports. Council President
McLeod explained that Councilmember Hougardy had expressed a desire for twice monthly reports. He
would like her to be in attendance for discussion on this topic.
b. Tukwila, City of Opportunity Scholarships:
(1) Authorize the award of a $4,000 "Tukwila, City of Opportunity Scholarship" to Kidus Kassa.

OF A $4,000 "TUKWILA, CITY OF OPPORTUNITY SCHOLARSHIP" TO KIDUS KASSA.
MOTION CARRIED 5-0.
(2) Authorize the award of a $3,000 "Tukwila, City of Opportunity Scholarship" to Devika Ghimirey.
MOVED BY MCLEOD, SECONDED BY KRULLER TO AUTHORIZE THE AWARD OF A $3,000

c. Budget Workshop: City Revenues
Vicky Carlsen, Finance Director and Tony Cullerton, Deputy Finance Director provided an overview of
City Revenues. She explained that Washington State laws provide cities with the power to establish and
levy taxes, fees, and charges to finance public services. The City of Tukwila collects revenue from many
of these sources, and deposits that revenue into one of the 31 funds managed by the City. The City is
legally required by State Iaw and/or Tukwila Municipal Code to account for different revenue sources in
different funds.

7:51 p.m. Mayor Ekberg called a brief recess due to technical difficulties.
7:52 p.m. Mayor Ekberg reconvened the Regular meeting.
The Councilmembers asked questions regarding the various components of the presentation, with
interest in pursuing additional discussions regarding new sources of revenue, It was also requested that
budget information be provided via slides that are visible to the audience during the meeting.
REPORTS
a. Mayor
Mayor Ekberg reported that on May 19, 2022 at Spice Bridge in Tukwila Village, there will be an evento
celebrate Stories of Arrival: Refugee and Immigrant Youth Voices." This is part ofthe Poetry Project at
Foster High School.
b. City Council
Council President McLeod attended the recent Growth Management Planning Council meeting. He
reported there have been positive outcomes as it relates to transparency associated with affordable
housing targets for jurisdictions.
Councilmember Kruller attended a work group associated with the Regional Task Force on Gun Violence
as it relates to youth and education; recommendations were made to the Task Force by the work group
attendees. Ms. Kruller also attended the Allentown community meeting, noting that State Representative
David Hackney and King County Councilmember Girmay Zahilay were in attendance as well. She was
pleased at the reports that came forward from the 42nd Avenue South Bridge Pject Manager as it relates
to the EIS (Environmental Impact 8bahamenU, and it was helpful for the Allentown community to weigh in
on traffic calming issues. She also attended an informative workshop regarding "safe street grants" and
how they can best be utilized, This coming week, Ms. Kruller will attend NLC (National League of Cities)
meetings on rail and drone flights. She will also be participating in the Puget Sound Partners Ecosystem
Board meeting.
Councilmennber Delostrinos Johnson wished everyone a happy Eid al-Fitr (A 2 -day religious holiday
falling on May 1 and May 2 this year) and marks the end of the Muslim community's fasting during
Ramadan.
Councilmember Abdi also wished everyone a happy Eid al-Fitr. He reported that he was invited to

American students at Hazen High School in Renton and will also be doing the same at Foster High
School on May 26.
c. Staff
David Cline, City Administrator, referenced the CA (City Administrator) report and the Monthly
Construction and Budget Report and offered to answer any questions.
