CALL TO ORDER/PLEDGE OF ALLEGIANCE /ROLL CALL
Mayor Haggerton called the Regular Meeting of the Tukwila City Council to order at 7:01 p.m. and led the
audience in the Pledge of Allegiance.
ROLL CALL
Christy O'Flaherty, City Clerk, called the roll of the Council. Present were Councilmembers Joe Duffie,
Dennis Robertson, Verna Seal, Allan Ekberg, Kathy Hougardy, and De'Sean Quinn.

THE MEETING. MOTION CARRIED 6 -0.

SPECIAL PRESENTATIONS
State of the Municipal Court Judge Kimberly Walden
7:06 p.m. Councilmember Kruller entered the Council Chambers.
Kimberly Walden, Municipal Court Judge, gave an overview of the operations of the Tukwila Municipal
Court for 2011.

Judge Walden also provided a summary of the programs the Court has initiated that save money and
provide a deterrent to illegal activity:
Consumer Awareness Class. This class provides instruction regarding exercising betterjudgment and
is ordered for defendants who have theft charges. The net cost to the City was $69.
Jail Alternatives Program. Savings from Electronic Home Monitoring was $122,000 and Day Reporting
was $48,000, for a total savings of $170,000.
Judge Walden explained that due to the diversity of the community, there is a need for interpreters for 20
different languages. They are piloting a web based interpreter program and working to provide court date
reminders in multiple languages.
The Court for Kids program in Tukwila is extremely popular and teaches young people about how the
legal justice system operates. Students are invited to the court to participate in mock trials.

Goals for the Tukwila Municipal Court in 2012 -2013 include:

Strategic Planning
Expanding Jail Alternatives Program
The Mayor and Councilmembers commended Judge Walden and the staff of the Court for the excellent
services they provide to the community'at large.

BID AWARD
Award a contract to Custom Security Systems for the 6300 Building fire alarm system upgrade in
the amount of $45,821.37.

REPORTS
a. Mayor
On February 28, 2012 Mayor Haggerton attended the Emergency Management Services (EMS) Steering
Committee. He is the Chair of the Regional Services Committee as it relates to the 2013 EMS Levy,
where the focus is on assessing the services that have been provided in the last 6 years. This will be
essential in determining the levy rate. On February 29 the Mayor participated in interviews for Finance
Director and a decision will be forthcoming in the near future. On March 1 the Mayor participated in Dr.
Seuss Day at Academy School on Interurban Avenue in Tukwila, and on March 2 he attended the Valley
Com Board Meeting.
b. City Council
Councilmember Robertson commended Mayor Haggerton on an exceptional process regarding the
interviews for Finance Director.
Councilmember Seal attended the King County LEOFF 1 Board Meeting on February 29, 2012 and the
March 1 Equity and Diversity Commission meeting. The Commission will have a booth at the Foster High
School cultural event that will provide children's books. On March 3 Councilmember Seal attended the
"Save the Pool" group meeting. These citizens are highly enthusiastic, with great ideas and have decided
on "Sustain the Pool" as a new name for their group.
Councilmember Ekberg attended the March 1 "Save the Pool" meeting. Additionally, he reported on the
Transportation Committee meeting held this evening, where Public Works staff relayed that a speed study
will be done on Tukwila International Boulevard. Staff will also be reviewing the effectiveness of the
crosswalk lights on the roadway.
Councilmember Quinn attended the February 29, 2012 Global to Local event and Dr. Seuss night on
March 1 at the Tukwila Community Center. Staff from the Parks and Recreation Department do an
exceptional job of organizing this important community event.
Councilmember Kruller offered positive comments regarding the police presence at a recent funeral
involving gangs. It was reported to her that it was handled professionally and tactfully. Additionally, she
reported that it has been brought to her attention that representatives from Allied Waste are approaching
citizens about use of their recycling program. Since the City has a different vendor for garbage and
recycling, she would like City Administration to look into this matter.
Mayor Haggerton relayed that he would work with the City Administrator and Council Analyst regarding
the best method to communicate with the Council regarding issues such as the funeral referenced by
Councilmember Kruller. There is a need to ensure the Council is well informed without causing undue
alarm.

c. Staff

David Cline, City Administrator, referenced the City Administrator Report that is part of the Council
packet. He explained that while he edits the report, it is the Executive Team that provides the
information. He relayed that this week's report provides a response to a citizen comment from the
February 6, 2012 meeting regarding questions about residence status at the Tukwila Community Center.
d. City Attorney
There was no report.
e. Intergovernmental
The Council Analyst is not required to attend Regular Meetings.
MISCELLANEOUS
Councilmember Duffie referenced a new stop sign that has been installed, and he would like to see a
blinking sign near South 150 Street.
Bob Giberson, Public Works Director, explained that the stop sign at the SR 518 off -ramp at Klickitat and
51 Avenue South is the property of the Washington State Department of Transportation WSDOT).
While we cannot alter their signs, we can pass on suggestions to them for improvements to their signage.
The staff from WSDOT did relay that a traffic signal is warranted at that intersection, and they could not
afford it at this time.
