Chair Quinn called the meeting to order.
I. BUSINESS AGENDA
A. Changes to the Open Public Meetings Act
Staff updated the Committee on recent changes to the OPMA arising from Engrossed
Substitute House Bill 1329.

Prepare a potential amendment to the City Council Rules of Procedure regarding remote
attendance at Council meetings.

Return to Committee.
B. 2022 Committee Work Plan
Committee members and staff discussed the anticipated work of the year.

Add ARPA discussion to 2nd Quarter

Unanimous approval. Forward to March 28, 2022 Committee of the Whole and Special Meeting.
C. 2023/2024 Biennial Budget Outreach
Staff updated the Committee on plans for public outreach on the 2023/2024 Budget.
Councilmembers provided feedback.

Return to Committee.
MISCELLANEOUS
1. Staff provided an update on the potential for the Consumer Price Index (CPI) to be as high
as 9 or 10% for next year, which will have significant impact to the budget.

2. Councilmember Kruller requested a near-term Committee discussion on the minimum
wage initiative effort, including potential options. Chair Quinn will raise this with the Full
Council.
