COMMITTEE OF THE WHOLE CALL TO ORDER/PLEDGE OF ALLEGIANCE Council President McLeod called the Tukwila City Council meeting to order at 7:00 p.m. and led the audience in the Piedge of Allegiance. OFFICIALS Present at the hybrid meeting were Council President McLeod (on-site); Councilmembers Kathy Hougardy (remote), De'Sean Quinn (on-site), Kate Kruller (on-site), Cynthia Delostrinos Johnson (on- site), Tosh Sharp (on-site). Councilmember Abdi was not in attendance. LAND ACKNOWLEDGEMENT Councilmember Quinn stated "The City of Tukwila is located on the ancestral lands of the Coast Salish people. We acknowledge their continuing connections to land, waters and culture. We pay our respects to their elders past, present and emerging." PUBLIC COMMENTS Dennis Martinez referenced the City Revenues budget workshop presented at the May 2, 2022 Regular Meeting by Vicky Codaen, Finance Director, and relayed it would have been helpful for the public to see PowerPoint slides with the presentation. He expressed concern regarding increasing taxes to pay for the cost of providing City services and stated the City is losing potential revenue by providing exemptions for affordable housing. He has recently seen a substantial increase in his property taxes. For many other seniors, the increased cost of living in Tukwila may not be sustainable long-term. SPECIAL ISSUES a. An update on the Wad'ir Development Agreement. 7:09 p.m. Councilmember Quinn recused himself from this discussion and exited the Council Chambers. Tukwila City Council Committeofthe Whole Minutes May 9, 2022 Page 2 of 3 Brandon Miles, Business Relations Manager, provided informaton on the proposed Development Agreement with Forterra for the Wadjir pject, a mixed-use development that that will consist of 100 owner -occupied units and commercial space. Staff is seeking input from the Council regarding options for the conceptual design for South 141mStreet as it relates to parking. Councilmember Kruller referenced emails that were sent to the Council on May 9, 2022 from Ted and Diane Myers and Sharon Mann regarding parking concerns for the Wadajir project. The Councilmembers asked clarifying questions and provided comments to include concern regarding the lack of adequate parking spaces and expressed interest in structured parking or shared parking opportunities with nearby properties. 8:27 p.m. Councilmember Quinn returned to the Council Chambers. b. An update on Code Enforcement. Nora Gierloff, Community Development Director, and Jim Toole, Code Enforcement Officer, provided an update on the Code Enforcement program and examples of active cases and case resolutions. The Councilmembers asked clarifying questions and expressed appreciation for staffs work. c. Consensus on the funding path for the Public Works Shops Phase 2 Project. Hari Ponnekanti, Public WorkDirector, explained Phase 2 of the PubIic Works Shopsproject involves moving staff from the Minkler Shop to a new Public Works Administration building and consolidating all remaining public works storage areas. Following feedback from the Council, the current recommended design that maintains the new Fleet & Facilities building in its current location is Option 2.1 due to practicality and cost. Through a combination of Enterprise Funds and General Funds (grants, land sale proceeds, or other means), the pject design is expected to cost $3.S5million. There may be opportunities for partnership and revenue generation through shared use of the site with agencies such as King County, Tukwila School District, and others. Following Council approval, staff will seek Request for Qualifications for designing the Public Works Shops Phase 2 pjecL The Councilmembers asked clarifying questions and exchanged comments including concern regarding a balanced budQst, constructing buildings within the shoreline jurisdiction buffer area, potential impact to other capital projects due to the costs associated with this project, and expressed interest in working with a Program Management Quality Assurance (PMQA) Consultant, 9:45 p.m. 9:47 p.m.Council President McLeod returned to the Council Chambers. Council President McLeod left the Council Chambers. CONSENSUS EXISTED TO PROCEED WITH THE FUNDING PATH AS OUTLINED ABOVE AND PROCEED WITH SEEKING RFQS. REPORTS a. Mayor Mayor Ekberg shared there was a ceremony at the Justice Center earlier today in honor of National Police Week and Peace Officers Memorial Day. He thanked Tukwila's Officers for their service. b. City Council Councilmember Hougardy reported the Community Services and Safety Committee met earlier today and received updates from the Fire Department for their 2021 Annual Report and from Parks and Recreation regarding the Foster GoIf Links Operational PIan. Tukwila City CouncCommittee of the Whole Minutes May 9, 2022 Page 3 of 3 Councilmember Quinn reported the Finance and Governance Committee met earlier today and discussed remote attendance at Council meetings and received an overview of the budget outreach process. Councilmember Kruller attended the ceremony at the Justice Centehonoring National Police Week and Peace Officers Memorial Day, She shared Brian Parry is the Interim Executive Director of Sound Cities Association. Association of Washington Cities has invited her to moderate a panel on bipartisan infrastructure law at their conference later this year that will include representatives from the Federal Highway Administration, Governor Jay Inslee's Office, and Senator Patty Murray's Office. She reported the Seattle Seawolves set a Mjor League Rugby record at Starfire Stadium for the most points ever scored by a single team with a 74-7 win over the Dailas Jackais. Councilmember Delostrinos Johnson shared the Philiinesisinthenidstofatumultuous presidential election and said there will be a daily vigil starting on May 10. 2022 at Seafood City Supermarket at 4:00 p.m. to 6:00 p.m. until May 15, 2022. c. Staff There was no report. MISCELLANEOUS Council President McLeod stated he will be absent for the next two Council meetings and suggested that Councilmember Delostrinos Johnson serve as Acting Council President during his absence. Consensus existed for Councilmember Delostrinos Johnson to serve as Acting Council President. ADJOURNMENT 10:19 p.m. COUNCIL PRESIDENT MCLEOD DECLARED THE COMMITTEE OF THE WHOLE MEETING ADJOURNED.
