• Jan Bolerjack called the meeting to order.
• The minutes were approved as presented.
• Chief's update:
o Staffing: 77 commissioned positions, 61 available for full duty
- 7 frozen
- 2 light duty
- 1 administrative leave
- 2 awaiting background check
- 2 in FTO Phase 2
- 1 pending
- 1 vacancy
- Officer Hunter is off of light duty from a medical condition.
- Job offers have been made to two entries. One passed background and is waiting for academy.
- Emergency manager hired and starts on 2/16/21.
- Job offers have been made to PSO and two records specialists.
- Change of title from Crime Prevention Line to Community Policing.
- Training officer is retiring and the position has been posted.
o Department Update
- House Bills coming up are concerning and could have serious implications. Tukwila is partnering
with WASPC and speaking with the state.
- Interim Chief Dreyer will put together an information sheet for legislative action and send it to the
COPCAB members.
- Sound Mental Health will be partnering with Tukwila. A signed contract is in process. Valley Co -
responder program will be for six months, and then there will be a search for other funding.
- Community Outreach/Town Hall: Waiting on the hiring of the new chief to move forward on this.
The goal is to do a couple, with one being tailored towards Tukwila youth. The money is in the
budget for this.
- Deputy Chief Lund reported on the use of force review board which has 3 of 4 community
representatives and two defensive tactics specialists. They review all 2020 use of force incidents.
- Make-A-Wish — a 15 year-old will be coming on Sunday. TPD is providing the police escort to the
mall.

• Community survey:
How long to release the survey for? Indefinite amount of time, or finite time period?
1. What is the goal of the survey?
a. Citizens go online to give feedback as to how PD is doing, how officers are interacting with
the public. Need to find out what the cost structure is for responses. Chief will follow up
with the Mayor's office.
2. How to establish assessment of data:
a. Raw data downloaded to COPCAB, need a mechanism to ensure security of data
b. Need to assure the public that the PD has no access to IP addresses
c. Time Issue: add disclaimer that is an immediate response is needed, how to file a complaint
or ask for a response
d. How often can we get the information from responses?
e. What kind of questions — combo of multiple choice and essay
f. Add an extra link to direct serious issues
g. Have HR department review the survey. Can city attorneys review it as well?
h. Can it be taken multiple times by same person? Need a way to vet repeat entries, is there a
way to block repeats from same IP address without tracking the IP address?
i. Add segment for people to leave contact information if a response is wanted
j. How will we be sure the information is seen in a timely manner?
k. Interim Chief Dreyer will run through the survey and get translations
1. Old surveys to look at?
• Good of the order
Jan — Donation center/thrift shop at Riverton Park United Methodist Church. She gave an overview of
the free "thrift shop" that has continued since the apartment fire in September. School district families
as well as community members have been served. How to get the word out to officers? Jan and Katrina
will draft a summary.
Katrina - Does the graffiti seen in various areas in Tukwila represent a gang issue, or is it more likely
random taggers? How does the city respond to reduce the ugliness of graffiti on properties?
a. The city will team with TPD and Public works. Sergeant Anderson is working on this.
b. It appears that groups are doing it for art, rather than gangs, in the business core.
c. Soreno (sp?) — VLS — one person or a small group. Not aware of any major territory disputes.
d. Hasn't been a measurable uptick.
e. The goal is to be quick in removing or painting over graffiti so that taggers get no traction since their
goal is to have their work seen.
Dumping in Tukwila — does not appear to be Tukwila residents who are leaving piles of garbage.
