JoAnne Fabian is no longer with the school district. Chief Linton will talk to Superintendent
Flip Herndon on recruiting two student representative positions.

• Chief's update:
o Staffing —11 vacancies for officer positions and two vacancies for non -officer positions.
Three staff members retired, two officers transferred to other departments and one left law
enforcement. Our recruiting officer is currently working recruiting laterals and will have a
list for Chief's interviews.
o Tosh Sharp had a question on what SWAT team consists of. Chief Linton responded that it
consists of patrol officers and detectives. They get called out when there's a big incident.
o Chief Linton shared that several emails were received from various community members
regarding the money should not be spent on the Justice Center and that it needed to be
redirected to the youth centers. The Chief shared some of the things we have already been
doing with our youths:
• Civic engagements at Foster High School discussing interactions with police.
• The Youth Academy (AKA Bull Dog academy) the youth version of the community
police academy
• Partnered with National Organization of Black Police Officers to facilitate a session on
how to better interact with police officers (over 200 students attended).
• Bulldog Bullyproof after school program (Instilling unshakable confidence in students so
they can overcome bullying without violence)
• Foster High School Book Club: Facilitated by the King Co Library where TPD
Command Staff and CPT Officers read shared insights on books selected by the program
coordinator.
• T3AMS Theft third and Mall Safety Diversion Program - A Pilot Program with the King
County DCHS/Children, Youth and Young Adult Division designed to keep youth of
color out of the justice system when they commit crimes at the Mall (for the last three
years).

In addition, the pre -design phase of the justice center, justice center and police employees
visited similar new construction and garnered ideas on how to better design and use our
space so that it complements the community we serve. In doing so, we designated the
Justice Center training space in the Emergency Operation Center as a space (over 2,000
square feet) where our community could schedule and use for meetings and other
activities. The police department employees want our youth to gather in our spaces
where there are safe from harm associated with individuals with criminal intent.
Currently, our community police team and police family members who are teachers and
university students are discussing ideas such as tutoring, mentoring and accountability
coaching in our space at the Justice Center.
o Discussion- Q & A conversation presented by Tosh Sharp during the July meeting on the Use
of Force Policy Review. This was the review that Chief Linton presented to the Community
Services and Safety Committee and the Equity and Social Justice Commission surrounding
the #8CantWait police reform proposal. The questions presented by Tosh Sharp are in red as
shown in the enclosed memo. A continuation of this discussion will be at the 9/10/20
meeting and will be on the "constitutional rights" question. All the complete answers by
Chief Linton will be attached to the 9/10/20 meeting minutes.
o Justice Center Opening Timeline: The Justice Center will house the police department,
emergency operation center and the court. The PD and Court is scheduled to take possession
of the facility on 8/19/20. If everything is on track, the "flip the switch" date will be 9/28/20.
• Good of the order: Jan gave kudos to the Police Department and Fire Department for collecting
diapers for families in need.
