Meeting Minutes
June 21, 2022 5:30 p.m. - Hybrid Meeting; Duwamish Conference Room & MS Teams

Chair Kruller called the meeting to order at 5:30 p.m.
I. BUSINESS AGENDA
A. Contract Amendment: Public Works Fleet & Facilities Tenant Improvements
Staff is seeking Council approval of a contract amendment with SHKS Architects in an amount
not to exceed $130K for services associated with the roofing enhancement, envelope
painting/repair, and addition of detached storage buildings at the Fleet & Facilities property.
The City Council previously authorized a funding plan to compete this exterior work on the
project.
Committee Recommendation
Unanimous approval. Forward to June 27, 2022 Special Consent Agenda.
B. Contract Amendment: Public Works Fleet & Facilities Tenant Improvements
Staff is seeking Council approval of a contract amendment with Shiels Obletz Johnson, Inc. in
the amount of $84,901.00 for construction administration on the roofing enhancement,
envelope painting/repair, and addition of detached storage buildings.
Committee Recommendation
Unanimous approval. Forward to June 27, 2022 Special Consent Agenda.
C. Change Order: Public Works Fleet & Facilities Tenant Improvements
Staff is seeking Council approval of a change order with Lincoln Construction, inc. in the
amount of $339,441.00 for roofing materials.

D. Public Works Shops Phase 2 Update
Staff described next steps and an updated schedule for Phase 2 of the Public Works
Administration Building Project.

E. Bid Award: 2022 Overlay & Repair Program
Staff is seeking Council approval to award a bid to Tucci & Sons in the amount of $1,612,609.75
for construction of the 2022 Overlay and Repair Program, Neighborhood Traffic Calming
Program, Small Drainage and ADA Improvements. Councilmembers and staff discussed using
ending balance from Fund 104 to apply to Schedule B, thereby retaining more budget for
Neighborhood Traffic Calming. This can be addressed via the budget amendment.

Address funding breakdown during budget amendment process.

F. Neighborhood Traffic Calming Program Update
Staff presented an update on the Neighborhood Traffic Calming Program activities.

Discuss tactical urbanism strategies for traffic calming with Allentown neighborhood and DCD
staff.

Miscellaneous
BNSF Alternative Access EIS - Staff reported that no responses to the Request for Proposal were
received. Councilmembers discussed next steps.
Chair Kruller mentioned there is interest in Seawolves themed utility box art around Starfire.
