COMMITTEE OF THE WHOLE
CALL TO ORDERIPLEDGE OF ALLEGIANCE
Council President McLeod called the Tukwila City Council meeting to order at 7:03 p.m. and led the
audience in the Piedge of Allegiance.
OFFICIALS
Present at the meeting were Council President McLeod (on-site); Councilmembers De'Sean Quinn (on-
site), Kate Kruller (on-site), Cynthia Delostrinos Johnson (on-site), Tosh Sharp (on-site).
Councilmembers Hougardy & Abdi were not in attendance.

Councilmember Quinn stated The City of Tukwila is located on the ancestral lands of the Coast Salish
people. We acknowledge their continuing connections to land, waters and culture. We pay our respectsto
their elders past, present and emerging."

PRESENTATION
Annual State of the Court Address.
Judge Kimberly Walden presented the State of the Court Address, highlighting photo enforcement, legal
financial obligations and language assistance, court support services, educational programs, and a new
case management system that will be piloted beginning October,
The Councilmembers asked clarifying questions and expressed appreciation for Judge Walden and
Municipal Court staif for their service to the community.

PUBLIC HEARING
A Resolution adopting the 2023-2028 Six -Year Transportation Improvement Program.
7:47 p.m. Council President McLeod opened the public hearing and called for a staff report.
Cyndy Knihton, Senior Transportation Program Managerexplained the Transportation Improvement
Program is a six-year financial planning document for for grants that is updated
annuaHy per State Iaw and must be adopted by June 3Oth of each year. One projectject was removed (West
Valley Highway/Longacres Way) as it is expected to be completed by the end of 2022.
7:50 p.m. Council President McLeod called for public comments.
Council President McLeod asked if there was anyone who wished to make a public comment on this topic
to speak now or press *6 on the phone to unmute.
There were no public comments.
The Councilmembers asked clarifying questions.
7:52 p.m. Council President McLeod closed the public hearing.

AGENDA AMENDMENT
Councilmember Kruller asked for consensus to amend the agenda to move Public Comments after Item
6A.
Consensus existed to amend the agenda as requested above.
PUBLIC COMMENTS (per agenda amendment)
David Chivis thanked the Council, Laurel Humphrey, Legislative Analyst, and the Police Department for
their work and for keeping residents at the SHAG Apartments safe. He has been distributing information
regarding the upcoming Juneteenth Commemoration at the Sullivan Center on June 18, 2022.
SPECIAL ISSUES (continued)
b. An ordinance regarding the Foster Golf Links Admissions Tax.
David Ronen, Parks and Recreation Fiscal Analyst, stated the Council authorized admissions tax
revenues to stay within the Foster Golf Links budget at the October 1, 2018 Regular Meeting. The
proposed ordinance amends Tukwila Municipal Code Section 3.20.020, "Admissions Tax Levied," to be in
alignment with current practice.

c. An ordinance amending Tukwila Municipal Code Chapter 14.30, "Surface Water Management."
Greg Villanueva, NPDES (National Pollutant Discharge Elimination Coordinator, explained the
draft ordinance will adopt regulations and requirements outlined in the City's NPDES Phase II permit
issued by the Washington State Department of Ecology to update the City's stormwater management
system. The ordinance will also adopt the 2021 King County Surface Water Manual and 2021 King
County Stormwater Pollution Prevention Manual.

REPORTS
a. Mayor
Mayor Ekberg reported the Seattle Seawolves recently defeated the San Diego Legion to advance to the
Western Conference final for the Major League Rugby Championship.
b. City Council
Councilmember Kruller attended a Sound Cities Association Public Issues Committee meeting where
they discussed the Clean Water Plan being developed by King County's Wastewater Treatment Division,
levies and ballot measures in King Counh/, and an increase in King County utility rates. She met with
Representative Adam Smith regarding the Strander Boulevard Pject and the reduction of gun violence
in South King County. She attended a ribbon -cutting ceremony for Nothing Bundt Cakes.
Councilmember Delostrinos Johnson attended Foster High School's Senior Awards Night and presented
the Tukwila, City of Opportunity scholarships and Association of Washington Cities scholarships to
recipients. She reported over $4.8 million in collective scholarships were awarded to Foster High School
students. She attended the Missing Middle Housing briefing by Seattle King County Realtors with Mayor
Ekberg and Nora Gierloff, Community Development Director.
Council President McLeod jined the Somali community in a regional celebration of the recent
presidential election in Somalia that marked the fourth consecutive peaceful transfer of power.
c. Staff
David Cline, City Administrator, reported Public Works staff will be moving into Phase 1 of the combined
Public Works Fleet & Facilities Shop this week and will have reduced services in the George Long Shop
due to the move. He thanked the Council and the community and stated he looks forward to inviting
everyone to the new facility that will serve the community for many years to come.
MISCELLANEOUS
Councilmember Kruller relayed the Homestead Community Land Trust will have a groundbreaking
ceremony for the Riverton Cascade development on June 22, 2022 at 3:30 p.m.
Councilmember Delostrinos Johnson offered the reminder there will be no Council meeting next Monday
due to the Juneteenth holiday. This will be the first year that Juneteenth is a paid City holiday following
the adoption of Resolution 1992, declaring Juneteenth will be recognized in the Tukwila community.
Council President McLeod shared the Juneteenth celebration will be taking place at the Sullivan Center at
2:00 p.m. on June 18, 2022.
Joe Duffie shared that he recently had the opportunity to visit the Tukwila Municipal Court in its new

Councilmember Kruller stated due to the Juneteenth holiday, a sial Transportation and Infrastructure
Services Committee meeting will be held on June 21, 2022 to conduct essential business.
Laurel Humphrey, Legislative Analyst, relayed due to the Juneteeth holiday, there will also be a special
Planning and Community Development Committee meeting held on June 21, 2022 to conduct essential
business.
