SPECIAL MEETING
This meeting was conducted both on-site at Tukwila City Hall and virtually via Microsoft Teams.

CALL TO ORDER
Mayor Ekberg called the Special Meeting of the Tukwila City Council to order at 9:40 p.m. directly
following the Committee of the Whole meeting.
ROLL CALL
Andy Youn, Deputy City Clerk, called the roll of the Council. Present at the meeting were
Councilmembers Kathy Hougardy (on-site), De'Sean Quinn (on-site), Kate Kruller (on-site), Thomas
McLeod (on-site), Cynthia Delostrinos Johnson (on-site), Mohamed Abdi (on-site), Tosh Sharp (on-site).

MOVED BY HOUGARDY, SECONDED BY KRULLER TO CONFIRM THE APPOINTMENT OF MARTIN
PROBST TO POSITION #3 ON THE PLANNING COMMISSION, WITH A TERM EXPIRING
DECEMBER 31, 2023. MOTION CARRIED 7-0.
CONSENT AGENDA
a. Approval of Minutes: 6/6/22 (Regular Mtg.); 6/13/22 (Special Mtg.)
b. Approval of Vouchers: #00400854-00400917 in the amount of $1,083,804.28.
c. Authorize the Mayor to sign Amendment No. 1 to contract #17-123 with Axon Enterprise, Inc., for
Police Department body cameras, tasers, marked police vehicles outfitted with dash cameras, and
software licenses to continue using Evidence.com, in the amount of $972,747.23 (over the 5 -year
agreement).

d. A resolution adopting a Six -Year Transportation Improvement Program (2023-2028), and directing the
same to be filed with the State Secretary of Transportation and the Transportation Improvement

e. Authorize the Mayor to sign a contract with Alliant Insurance Services, Inc., for health care broker
services in the amount of $52,750.00 annually.

f. Award a bid and authorize the Mayor to sign a contract with Tucci and Sons, Inc., for the 2022
Overlay and Repair Program in the amount of $1,612,609.75 (plus contingency).

Authorize the Mayor to sign Amendment No. 5 to contract #18-197 with SHKS Architects for design
and construction services for roofing enhancement, envelope painting/repair, and addition of
detached storage buildings for the Public Works Fleet & Facilities Tenant Improvement Project in the
amount of $130,000.00.

h. Authorize the Mayor to sign Amendment No, 5 to contract #16-179 with Shiels Obletz Johnsen (SOJ)
for construction administration for roofing enhancement, envelope painting/repair, and addition of
detached storage buildings for the Public Works Fleet & Facilities Tenant Improvement Project in the
amount of $84,901.00.

i. Authorize the Mayor to sign Change Order No. 15 to contract #21-046 with Lincoln Construction, Inc.,
for roofing enhancements for the Public Works Fleet & Facilities Tenant Improvement Project in the
amount of $339,441.00.

Authorize the Mayor to accept the COPS Hiring Program Grant for a community liaison position, in
the amount of $125,000.00.

UNFINISHED BUSINESS
a. An ordinance amending Ordinance Nos. 2080 §2 and 1733 §2, as codified at Tukwila Municipal
Code Section 3.20.020, "Admissions Tax Levied", to update the admissions tax collection
process for Foster Golf Course revenues.
MOVED BY QUINN, SECONDED BY HOUGARDY THAT THE PROPOSED ORDINANCE BE READ BY
TITLE ONLY. MOTION CARRIED 7-0.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON;
AMENDING ORDINANCE NOS. 2080 §2 AND 1733 §2, AS CODIFIED AT TUKWILA
MUNICIPAL CODE SECTION 3.20.020, "ADMISSIONS TAX LEVIED", TO UPDATE THE
ADMISSIONS TAX COLLECTION PROCESS FOR FOSTER GOLF COURSE REVENUES;
PROVIDING FOR SEVERABILITY; AND ESTABLISHING AN EFFECTIVE DATE.
MOVED BY QUINN, SECONDED BY KRULLER THAT THE PROPOSED ORDINANCE BE ADOPTED
AS READ. MOTION CARRIED 7-0, TO ADOPT ORDINANCE NO. 2674.
b. An ordinance repealing Ordinance Nos. 2274, 2516 and 2423, as codified in Tukwila Municipal
Code (TMC) Chapter 14.30, "Surface Water Management;" repealing Ordinance No. 2275,
thereby eliminating TMC Chapter 14.31, "Illicit Discharge Detection and Elimination;"
reenacting TMC Chapter 14.30 to update regulations regarding stormwater safety, control and
management.
MOVED BY KRULLER, SECONDED BY DELOSTRINOS JOHNSON THAT THE PROPOSED
ORDINANCE BE READ BY TITLE ONLY. MOTION CARRIED 7-0.

ORDINANCE NO. 2275, THEREBY ELIMINATING TMC CHAPTER 14.31, "ILLICIT DISCHARGE

EXECUTIVE SESSION — Property Sale or Lease — Pursuant to RCW 42.30.110(1)(c) (30 minutes)
Mayor Ekberg announced the Council will now go into an Executive Session to discuss:

The total amount of time will be no more than 30 minutes, and no decisions will be made during the
Executive Session. Action may be required in the Open Meeting after the Executive Session has
concluded.
9:49 p.m. Mayor Ekberg declared a brief recess.

10:19 p.m. Mayor Ekberg reconvened the Regular Meeting
10:19 p.m. Councilmembers Delostrinos Johnson and Abdi left the Council Chambers.
NEW BUSINESS
Authorize the Mayor to enter into agreements for leasing property at 11231 East Marginal Way
South, including any necessary extensions while the City finalizes the design, planning and
bidding of Public Works Shops Phase 2, upon terms agreeable to the Mayor and City Attorney.
MOVED BY MCLEOD, SECONDED BY KRULLER TO AUTHORIZE THE MAYOR TO ENTER INTO
AGREEMENTS FOR LEASING PROPERTY AT 11231 EAST MARGINAL WAY SOUTH, INCLUDING
ANY NECESSARY EXTENSIONS WHILE THE CITY FINALIZES THE DESIGN, PLANNING AND
BIDDING OF PUBLIC WORKS SHOPS PHASE 2, UPON TERMS AGREEABLE TO THE MAYOR AND
CITY ATTORNEY. MOTION CARRIED 5-0, WITH DELOSTRINOS JOHNSON AND ABDI ABSENT.
