This meeting was conducted both on-site at Tukwlla City Hall and virtually via Microsoft Teams.

COMMITTEE OF THE WHOLE
CALL TO ORDERJPLEDGE OF ALLEGIANCE
Council President McLeod called the Tukwila City Council meeting to order at 7:00 p.m. and led the
audience in the Piedge of Allegiance.
OFFICIALS
Present at the meeting were Council President McLeod (on-site); Councilmembers Kathy Hougardy (on-
site), Kate Km|ler(on-site). Cynthia Delostrinos Johnson (on-site), Mohamed Abdi (on-site), Tosh Sharp
(on-site).
Councilmember Quinn was not in attendance.

LAND ACKNOWLEDGEMENT
Councilmember Kruller stated "The City of Tukwila is located on the ancestral lands of the Coast Salish
people. We acknowledge their continuing connections to land, waters and culture. We pay our respects to
their elders past, present and emerging."
PUBLIC COMMENTS
1. Greg Sherlock provided an overview of a handout that he distributed to the Council and
referenced ongoing noise issues from the Sabey Data Center that is audible from his home. He
indicated Tukwila Police Officers have witnessed the noise on multiple occasions and
recommended that he speak to the City Council regarding this issue.
2. Farhiya Hassan Dhoble expressed concern regarding the Police Department's budget and stated
Tukwila's community needs additional health and wellness resources.

7:20 p.m.Council President McLeod reconvened the meeting.
Council President McLeod called for a 5 -minute recess.
3. Ruby Rose is a Tukwila resident and expressed the Tukwila Police Department is overfunded
compared to the available services for youth. Tukwila's youth need more investments in health
and programming. She advocated for transformative justice to end systemic racism and
displacement of communities of color.

4. Katrina Dohn thanked the Council for approving the sale and personal use of ground-based
fireworks earlier this year. Between the four local nonprofits that operated fireworks stands for
"safe and sane" fireworks, approximately $40,000 was raised. She thanked the Council for
making a difference for nonprofits.
SPECIAL ISSUES
a. A briefing on the 2D24-2Q44Comprehensive Plan Update.
Nancy Eklund, Long Range Planning Supervisor, provided an overview of the periodic update to the
City's Comprehensive Plan that must be adopted by December 31, 2024 per the Washington State
Growth Management Act (GMA). The update will include changes to numerous required elements of the
City's current Comprehensive PIan that includes land use, houming, capital facilities, ud|itiea,
tnonspodadon, economic development, and porks, recreation and open space. This will be a two-year
process to adequately address the full scope of work and there will be various phases of public
engagement and outreach.

Councilmember Sharp returned to the Council Chambers.
The Councilmembers asked clarifying questions and offered commentsregarding the update to the
proposed plan including increasing public engagement, breaking down elements of the plan into more
manageable portions, and next steps.
8:03 p.m. Councilmember Abdi exited the Council Chambers.
b. A resolution amending Exhibit A, "Rules of Procedure of the Tukwila City Council," of
Resolution No. 2022 regarding remote attendance at meetings, revising Rule II.G., "Remote
Meetings."
Laurel Humphrey, Legislative Analyst, explained the proposed resolution amends Exhibit A of the Tukwila
City Council Rules of Procedure adopted by Resolution No. 2022 to allow for remote attendance (with
limitations) at Council meeting in times of non -emergency in alignment with Engrossed Substitute House
Bill 1329 recently passed by the Washington State Legislature.
The Councilmembers asked clarifying questions and discussed the need for flexibility while balancing the
importance of being attending the Council meetings in-person. Based on a suggestion from
Councilmember Kruller, Council consensus existed to amend the draft resolution to emphasize in-person
attendance is preferred.
8:11 p.m. Councilmember Abdi returned to the Council Chambers.
CONSENSUS EXISTED TO FORWARD THIS ITEM TO THE NEXT REGULAR MEETING.
c. Future of Fire/Emergency Medical Services.
Laurel Humphrey, Legislative Analyst, indicated there was Council consensus at the June 27, 2022
Committee of the Whole Meeting to proceed with the recommendation of the Future of Fire/Emergency
Medical Services (EMS) Committee to pursue contract negotiations with Puget Sound Regional Fire
Authority as a bridge toward near-term annexation. This discussion is an opportunity for additional
Council input on the negotiation process.
The Councilmembers asked clarifying questions and offered comments regarding the negotiations
process including communicating input and areas of interest to Laurel Humphrey, Legislative Analyst.
Based on a question from Councilmember Kruller, Ms. Humphrey indicated she would consult with the

REPORTS
a. Mayor
Mayor Ekberg attended a ribbon -cutting ceremony for the Early Learning Center at the Church by the
Side of the Road.
b. City Council
Councilmember Hougardy participated in a GreateSeattle Partners Board of Directors meeting where
they discussed a business attraction program for the greater Seattle area.
last week I didn't have any meetings. Week before that, greater seatlte partners board of directors
meeting. make sure you get out to these regions. Business attraction program. Theres competition
between different cities. Whose getting the talent or the businesses.
Councilmember Kruller attended the ribbon -cutting ceremony for the Early Learning Centerat the Church
by the Side of the Road. There will be a Special Budget Town Hall on July 12, 2022 at 5:30 p.m. in the
Council Chambers. She reported at the July 11, 2022 Finance and Governance Committee meeting, the
Committee considered a resolution providing an honorary designation of "Jim Haggerton street" that will
be coming forward to the Council in the future following a review of the City's policy for naming City
property. The Committee also received updates on the monthly general fund and Channel 21. She
expressed she looks forward to receiving the Fourth of July after action report.
Councilmember Delostrinos Johnson met with the SeaTac-Tukwila Community Coalition which is a
partnership of community-based organizations that work collectively to support immigrants and refugees.
The Coalition expressed interest in engaging more with the City. They also shared concerns regarding
the need for rental protection due to rent increases and evictions. She relayed she will follow up with the
Coalition.
Councilmember Abdi relayed he will be attending an event July 13th through July 14th for empowering
male youth and educating them on what it means to become a man. He wished everyone a Happy Eid al-
Adha.
