Available at www.tukwilawa.gov) WELCOME TO THE TUKWILA CITY COUNCIL MEETING The Tukwila City Council encourages community participation in the local government process and welcomes attendance and public comment at its meetings. MEETING SCHEDULE Regular Meetings are held at 7:00 p.m. on the 1st and 3rd Mondays of each month. The City Council takes formal action in the form of motions, resolutions and ordinances at Regular Meetings. Committee of the Whole Meetings are held at 7:00 p.m. on the 2nd and 4th Mondays of each month. The City Council considers current issues, discusses policy matters in detail, and coordinates the work of the Council at Committee of the Whole meetings. PUBLIC COMMENTS Members of the public are given the opportunity to address the Council for up to 5 minutes on items both on and not on the meeting agenda during Public Comment s. The City Council will also accept comments on an agenda item when the item is presented in the agenda, but speakers are limited to commenting once per item each meeting. When recognized by the Presiding Officer, please go to the podium if on-site or turn on your microphone if attending virtually and state your name clearly for the record. The City Council appreciates hearing from you but may not respond or answer questions during the meeting. Members of the City Council or City staff may follow up with you following the meeting. PUBLIC HEARINGS Public Hearings are required by law before the Council can take action on matters affecting the public interest such as land-use laws, annexations, rezone requests, public safety issues, etc. The City Council Rules of Procedure provide the following guidelines for Public Hearings: 1.City staff will provide a report summarizing and providing context to the issue at hand. 2.The proponent shall speak first and is allowed 15 minutes to make a presentation. 3.The opponent is then allowed 15 minutes to make a presentation. 4.Each side is then allowed 5 minutes for rebuttal. 5.After the proponents and opponents have used their speaking time, the Council may ask further clarifying questions of the speakers. 6.Members of the public who wish to address the Council on the hearing topic may speak for 5 minutes each. 7.Speakers are asked to sign in on forms provided by the City Clerk. 8.The Council may ask clarifying questions of speakers and the speakers may respond. 9.Speakers should address their comments to the City Council. 10.If a large number of people wish to speak to the issue, the Council may limit the total amount of comment time dedicated to the Public Hearing. 11.Once the Presiding Officer closes the public hearing, no further comments will be accepted, and the issue is open for Councilmember discussion. 12.Any hearing being held or ordered to be held by the City Council may be continued in the manner as set forth by RCW 42.30.100. Each committee is limited to three members, but the committee can have an unlimited number of persons assist them to prepare the statements. Each committee must designate a spokesperson with whom King County Elections will communicate all matters related to the local voters' pamphlet. If the statement is prepared by the jurisdiction, it must be signed -off by the jurisdiction's attorney. The explanatory statement must be submitted by 4:30 p.m. on the day of the deadline. Pro and con committee responsibilities The pro and con committees submit statements in favor of and in opposition to the ballot measure for the local voters' pamphlet. Pro and con statements are to be submitted directly to King County Elections by the committee spokesperson, no later than 4:30 p.m. on the day of the deadline, regardless of postmark. A Pro/ Con Statement Submission form is required when submitting a statement. This form is included in the II uir„ Vic)l:a iir 'III :aro :)1 IIS 11 o . After the deadline to submit pro and con statements, King County Elections will email the opposing committee's statement to all committee members identified on the committee appointment form. Each committee will then have the opportunity to write a rebuttal statement. However, a rebuttal statement is not required. Rebuttal statements must be submitted to King County Elections by 4:30 p.m. on the day of the deadline, regardless of postmark. Rebuttal statements are not exchanged. King County Elections prefers to receive statements as a Word document sent via email; but statements may be submitted by email, mail, fax or in-person. BACKGROUND The City has been running a successful bridge maintenance program for many years. Much of the project construction funding comes from various state and federal grants, whereas the City’s financial contribution to the Bridge Program is typically represented through the staff time of the Program Manager. The Bridge Program, introduced nine years ago, has worked as intended in preserving our bridge assets. With the completion of this seismic retrofit, the Boeing Access Road throughfare is considered seismically stable by WSDOT to move traffic through the corridor after a seismic event. The Notice to Proceed for Contract Number 20-058 with Razz Construction, LLC of Bellingham, Washington for the Boeing Access Road over Airport Way Bridge Seismic Retrofit Project was issued on July 20, 2020. This construction project consisted of a seismi c retrofit of the Boeing Access Road over BNRR bridge approach slabs, concrete column jacketing, and foundation support. DISCUSSION The Boeing Access Road over Airport Way Bridge Seismic Retrofit construction project was physically completed on March 15, 2022. There were no contract disputes or claims on the project and the project was completed under budge t. Since the physical completion date, staff has been waiting for approval of all administrative obligations and payment verification items before accepting t he work as complete. FISCAL IMPACT The original construction contract for the Boeing Access Road over Airport Way Bridge Seismic Retrofit was $1,442,505.00 with a 25% contingency of $360,626.00. Two change orders were executed for a total of $98,000.00. Underruns credited $72,190.13, resulting in a final contract amount of $1,468,314.87. Project construction was 100% funded through a Federal Bridge Replacement Advisory Committee (BRAC) grant. If construction is not authorized by December 2020, the City would be required to provide a 13.5% match. If construction is authorized prior to that date, there would be no City match. We believe that the project can obtain the construction authorization so no City funding is listed below. Provide seismic modifications to the Boeing Access Road over Airport Way Bridge to allow it to withstand earthquake forces. The Boeing Access Road over Airport Way Bridge is the final bridge on the corridor from I-5 to the King County Airport and Boeing facilities that has not been seismically upgraded. This improvement would allow the entire corridor to be seismically resistant during an earthquake. Design is scheduled to begin in the second quarter of 2018 with construction in 2020. The Police Department will retain its hours of being open from 8:30 a.m. to 5:00 p.m. for fingerprinting, concealed pistol licenses and other services. All services remain available remotely. The state and county mask mandate ended March 12, 2022. Mask wearing is a personal choice for both staff and visitors. * Human Services In the month of July, HS staff partnered with 15 households (20 individuals) with a total of $33,737.27 in financial assistance. $33,398.35 was in rent assistance; $338.92 was in utility assistance. The least amount of back-owing rent was $376, and the highest amount of back-owing rent was $6,235. Twelve households are at varying stages of the intake process. The Human Services team has been allocating ARPA rent/utility assistance funds to qualifying, low- income households that meet program guidelines. Having the ARPA funds allows us to increase the celling on the maximum amount owed in back rent (from $4,000 to $8,000 on a case-by-case basis), as well as increase the lifetime maximum of assistance (from $2,400 to $5,000) with documentation of wage loss due to COVID. In King County for the week ending 7/23, cases have come down since a recent high point in late May but are still significantly higher than a recent low point in mid-March. The number of hospitalizations is still significantly higher than a low in early April with the seven-day average hospitalizations over 4 times higher. Fortunately, the seven-day average of deaths is much below their spike in February. Business Assistance The State’s Small Business Flex Fund continues to offer low interest loans to small businesses. Staff is participating in the Port of Seattle’s creation of a Community Business Connectors network that will help small businesses find resources like technical assistance and funding. The State plans to issue another Working Washington grant program in 2022 which the City will promote to our businesses in August. In early 2023 City staff will explore options to use the $190,000 of ARPA funds that Council designated for small business support. MEETING THE COMMUNITY’S BASIC NEEDS * Food Resources and Distribution Senior Meals, number of meals distributed. During the week of 7/18; 45 meals were served at the Duwamish Curb Café and 185 meals were delivered to 22 residents. During the week of 7/25; 45 meals were served at the Duwamish Curb Café and 240 meals were delivered to 22 residents. Meals are distributed weekly, unless there is a holiday that may affect delivery. In those instances, meals are “doubled” up for Meals on Wheels and delivered the prior week. It is completely private and doesn’t know who you are or track where you go. To download the app: * COVID-19 Testing The COVID testing site at Church by the Side of the Road has transitioned from being run by Seattle King County Public Health to Altium Lab, which is the company that has been processing the test kits. They opened Friday, June 2, 2022 and will operate the same hours, Monday – Saturday from 9:30 a.m. to 5:30 p.m. It will be as smaller operation, though the same site manager and many of the staff will remain the same. Tukwila Fire will receive daily information on the testing. The Tukwila Story will be part of a national newsletter and conference for ICMA in September. •Sound Cities Association Mayors Meeting: Mayor Ekberg participated in a Sound Cities Association Mayors Meeting on July 12. II.Community Events •Community Resource Center Reopening Ribbon Cutting: On July 12 The Tukwila Police Department celebrated the reopening of the Community Resource Center (CRC) with a Ribbon Cutting Ceremony inside the south entrance of Westfield Southcenter Mall. Mayor Ekberg, Council President McLeod and Councilmember Kruller attended the event. The CRC had been previously closed due to budget constraints from the pandemic and serves as the business district hub for officers who work in the Southcenter District. Responses to Council/Community Inquiries Date of Inquiry Inquiry Response July 10, 2022 via email Councilmember Sharp asked for the cost of the Hazelnut, how many people receive it and how long it takes to pull together. The Hazelnut goes to all address in Tukwila – around 11,000, which includes businesses. It costs approximately $7,500 per edition, but that does not include staff time. It takes approximately three weeks to pull together on our end and then another couple of weeks minimum to go through printing and mail house before it hits mailboxes. July 21, 2022 A community member shared concerns about Speeding on South 150th between 42nd Avenue and Tukwila International Boulevard impacting people collecting their mail and pedestrians. He requested signage to help with the issue. The Police Traffic Unit checked into the speeding complaint on S. 150th Street between Tukwila International Boulevard and 42nd Avenue. Initial assessment appeared to have some speeding eastbound direction, down the hill.
