SUMMARY
The Notice to Proceed for Contract Number 20-058 with Razz Construction, LLC was issued
on July 20, 2020. This construction project consisted of a seismic retrofit of the Boeing
Access Road (BAR) over BNRR bridge approach slabs, concrete column jacketing, and
foundation support. Council is being asked to accept the BAR over Airport Way Bridge
Seismic Retrofit contract with Razz Construction, LLC in the amount of $1,468,314.87 as
complete, and authorize the release of the payment and performance bond.

ISSUE
Accept construction contract as complete and authorize release of the payment and performance bond.
BACKGROUND
The City has been running a successful bridge maintenance program for many years. Much of the project construction funding comes
from various state and federal grants, whereas the City’s financial contribution to the Bridge Program is typically represented through the
staff time of the Program Manager. The Bridge Program, introduced nine years ago, has worked as intended in preserving our bridge
assets. With the completion of this seismic retrofit, the Boeing Access Road throughfare is considered seismically stable by WSDOT to
move traffic through the corridor after a seismic event.
The Notice to Proceed for Contract Number 20-058 with Razz Construction, LLC of Bellingham, Washington for the Boeing Access Road
over Airport Way Bridge Seismic Retrofit Project was issued on July 20, 2020. This construction project consisted of a seismi c retrofit of
the Boeing Access Road over BNRR bridge approach slabs, concrete column jacketing, and foundation support.
DISCUSSION
The Boeing Access Road over Airport Way Bridge Seismic Retrofit construction project was physically completed on March 15, 2022.
There were no contract disputes or claims on the project and the project was completed under budge t. Since the physical completion
date, staff has been waiting for approval of all administrative obligations and payment verification items before accepting t he work as
complete.
FISCAL IMPACT
The original construction contract for the Boeing Access Road over Airport Way Bridge Seismic Retrofit was $1,442,505.00 with a 25%
contingency of $360,626.00. Two change orders were executed for a total of $98,000.00. Underruns credited $72,190.13, resulting in a
final contract amount of $1,468,314.87. Project construction was 100% funded through a Federal Bridge Replacement Advisory
Committee (BRAC) grant. The final project expenditures are as follows:

RECOMMENDATION

Construction, LLC in the amount of $1,468,314.87 as complete, and authorize the release of the payment and performance bond
subject to standard claim and lien release procedures, and to consider this item at the August 1, 2022 Consent Agenda at the Regular
Meeting.

Design requires a 13.5% match. If construction is not authorized by December 2020, the City would be
required to provide a 13.5% match. If construction is authorized prior to that date, there would be no City
match. We believe that the project can obtain the construction authorization so no City funding is listed below.
Provide seismic modifications to the Boeing Access Road over Airport Way Bridge to allow it to withstand
earthquake forces.
The Boeing Access Road over Airport Way Bridge is the final bridge on the corridor from I-5 to the King
County Airport and Boeing facilities that has not been seismically upgraded. This improvement would
allow the entire corridor to be seismically resistant during an earthquake.
Design is scheduled to begin in the second quarter of 2018 with construction in 2020.
Maintenance should remain the same after the seismic items are installed.
