MISCELLANEOUS INFORMATIONAL MEMORANDUM TO: Transportation and Infrastructure Services Committee FROM: Hari Ponnekanti, Public Works Director/ City Engineer BY: Brittany Robinson, Grant Analyst CC: Mayor Ekberg DATE: July 29, 2022 SUBJECT: Transportation Element Comprehensive Plan Project No. 82010405 Safe Streets & Roads for All Program Grant Application ISSUE Authorize the submittal of the Safe Streets & Roads for All (SS4A) program grant application for the Transportation Element of the Comprehensive Plan. BACKGROUND The Transportation Element of the Comprehensive Plan is updated every eight years and includes updating the City’s traffic model and projecting needed projects to support the transportation network for the next 20 years. Adoption of the updated Transportation Element is required by December 2024 by the Department of Community Trade and Economic Development (CTED). On May 2, 2022, Council approved a contract with Fehr & Peers to update the City’s transportation model and develop the background report to the Transportation Element. Included in the scope of work is development of a Road Safety Plan, which is necessary for Tukwila to adopt to remain competitive for future grants as well as comply with the State’s Target Zero campaign to reduce accidents. DISCUSSION The U.S Department of Transportation has issued a call for projects inviting applicants to submit projects for the Safe Streets & Roads for All grant. The Safe Streets & Roads for All program funds projects that significantly reduce or eliminate roadway fatalities and serious injuries through safety action plan development and implementation focused on all users. Grant applications are due on September 15, 2022. The grant would fund the Road Safety Plan component of the Transportation Element. As the Transportation Element is required by CTED, this grant would significantly lessen the financial burden of the on the general fund. FINANCIAL IMPACT The 2021 budget has $400,000 for this work was rolled into 2022 to start the Transportation Element. The 2020 budget of $200,000 was not rolled over into 2022 as the contract was not in place before the end of last year. Due to inflation, we are estimating the remaining costs to be between $250,000-$300,000. The City recommends requesting $240,000 from the Safe Streets & Roads for All (SS4A) program. A local City match of 20%, or $60,000 is required. Staff is currently analyzing budget availability that may come up in 2022 that could be allocated to the remaining work but ultimately the Council will be asked to provide the remaining budget in the 2023-2024 budget process starting later this year to provide match through Concurrency Test Fees. Update every 8 years. Transportation Element will be coordinated with updates to Comprehensive Plan by the Department of Community Development. Next update is scheduled for 2021. None. Update Transportation Element of the Comprehensive Plan to include updated traffic model and street network plan. Growth Management Act transportation concurrency and traffic impact mitigations need updated traffic and capital planning. Adoption by 2021 required by Community Trade and Economic Development (CTED). 2021 - 2026 Capital Improvement Program 17 3 4 INFORMATIONAL MEMORANDUM TO: Transportation and Infrastructure Services Committee FROM: Hari Ponnekanti, Public Works Director/ City Engineer BY: Brittany Robinson, Grant Analyst CC: Mayor Ekberg DATE: July 29, 2022 SUBJECT: S 152nd Street Safe Routes to School Project Project No. 91710303 TIB Urban Arterial Program Grant Application ISSUE Authorize the submittal of a Transportation Improvement Board (TIB) Urban Arterial Program Grant for the S 152nd Street Safe Routs to School (SRTS) project. BACKGROUND The S 152nd Street SRTS project will design new curb, gutter, and sidewalks along the stretch of road between Tukwila International Boulevard and 42nd Avenue S. On-street parking, landscaping, amenities, and wayfinding may also be included after reaching out to the neighborhood to solicit preferences. Project design is in process and is estimated to be complete in 2023. This will bring the project to a shovel ready status. DISCUSSION The TIB has issued a call for projects inviting applicants to submit projects for Urban Arterial Program funding. The Urban Arterial Program funds transportation projects focused on safety, commercial growth and development, mobility, and physical condition. Grant applications are due on August 19, 2022. This grant would fund the construction phase of the S 152nd Street SRTS Project. FINANCIAL IMPACT The City is requesting $4,000,000 from TIB’s Urban Arterial Program. This grant does not require a match for construction only projects. BACKGROUND As part of the 2022 Neighborhood Traffic Calming Program, a Transportation Study was conducted in Allentown to evaluate existing conditions, vehicle volumes and speeds, signage, and five years of historical crash data. The study recommends a comprehensive approach to a variety of improvements to potentially improve safety, calm traffic, and enhance pedestrian mobility. Safety concerns on 42nd Ave S were identified by the community, particularly related to pedestrians crossing 42nd Ave S at the S 119th street pedestrian bridge. The project will include a raised crosswalk, curb bulb outs, and Rectangular Rapid Flashing Beacon (RRFB) on 42nd Ave S by the S 119th Street pedestrian bridge DISCUSSION The Transportation Improvement Board has issued a call for projects inviting applicants to submit projects for Active Transportation Program funding. The Active Transportation Program provides funding to improve pedestrian and cyclist safety, enhanced pedestrian and cyclist mobility and connectivity, or improve the condition of existing facilities. Grant applications are due on August 19, 2022. The grant would fund both design and construction of the 42nd Ave S Raised Crosswalk Project. FINANCIAL IMPACT The City is requesting $175,000 from TIB’s Active Transportation Program Grant This grant requires a 20% local City match, but preference will be given to projects with a 30% match. The 30% match of $75,000 will be requested as part of the 2023-2024 biennium budget process as part a new CIP project for the 42nd Ave S Raised Crosswalk. Install raised crosswalk, curb bulbs, and a Rectangular Rapid Flashing Beacon on 42nd Ave S at the intersection of the S 119th street pedestrian bridge. Enhance safety for pedestrians crossing at S 119th Street/42nd Ave S and encourages transportation choices for the neighborhood.
